Place of performance is the PWA Horticultural Crops Research facility in Corvallis, Oregon. The system must process a full 96-well plate in approximately 3 minutes, deliver high-speed kinetic fluorescence imaging at up to 100 frames per second for GPCR activity measurement, include integrated automated reagent dispensing compatible with kinetic imaging workflows for high-throughput chemical library screening, provide high-sensitivity low-noise optical detection for reproducible kinetic readouts, and maintain full compatibility with existing GPCR screening assays and workflows including Receptor-i technology for peptide-based biopesticide discovery. The contractor must provide installation, assembly, minimum two-year warranty, and operator training. Delivery is firm-fixed-price, FOB Destination, with 60 days after receipt of order required.

This is an unrestricted, non-set-aside procurement under FAR Part 12 for commercial items. NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); PSC is 6640. Evaluation follows lowest-price technically acceptable criteria, with only the lowest-priced quote initially evaluated for technical acceptability and past performance. If unacceptable, evaluation continues in ascending price order. Quoters must submit completed SF1449 form with pricing, trade agreement and place of manufacture certifications (Attachments 2 and 3), and a Technical Capability Narrative not exceeding five pages confirming capability to meet specifications and specifically addressing Section 2.0. Questions must be submitted at least 24 hours before deadline. Quotes remain firm for 60 calendar days from the offer due date. One award is intended. Standard FAR and AGAR clauses apply including anti-discrimination, DEI compliance certifications, and two-tier USDA protest procedures.
