About this file
This document is a detailed technical specification for traditional asbestos abatement at the James E. Van Zandt VA Medical Center in Altoona, Pennsylvania. The specification provides comprehensive guidelines for safely removing approximately 75 square feet of sprayed or troweled asbestos-containing material from exterior walls of Building 1, with strict requirements for worker protection, containment, removal procedures, disposal, and decontamination.
The specification outlines extensive protocols for worker safety, including respiratory protection, medical surveillance, decontamination facilities, negative air pressure systems, personal protective equipment, and detailed procedures for wet removal of asbestos-containing materials. It mandates compliance with OSHA, EPA, and other federal regulations, requires specialized training and certification for workers, and specifies rigorous air monitoring, visual inspection, and clearance testing procedures. The abatement process includes pre-cleaning, careful removal techniques, lockdown encapsulation, waste packaging and disposal, and final decontamination of the regulated work area, with the goal of ensuring minimal asbestos fiber release and protecting worker and environmental health.
