About this file
This document is a Justification for Limiting Sources (LSJ) for the Department of Veterans Affairs (VA) at the James E. Van Zandt VA Medical Center in Altoona, PA. The procurement involves constructing a new medium voltage switchgear building and renovating electrical rooms, with a specific requirement to integrate new lighting control devices into the existing Wattstopper DLM lighting control system. The solicitation will be advertised for 30 calendar days to obtain competition from Service Disabled Veteran Owned Small Business (SDVOSB) concerns, with Legrand Wattstopper identified as the sole source contractor.
The justification cites FAR 8.405-6 authority, specifically noting that only one source is capable of providing the required supplies at the required quality level due to the unique and highly specialized nature of the Wattstopper DLM system. The rationale for limiting sources includes avoiding staff training on a new system, preventing potential patient and staff confusion, and avoiding the duplicate costs of maintaining two separate lighting control systems. The procurement is part of the "Correct FCA Electrical Deficiencies Phase 1" project, with the total procurement to be awarded as part of a new contract requirement.
