About this file
This document is a Justification for Limiting Sources (LSJ) for the Department of Veterans Affairs, VISN 4, James E. Van Zandt VA Medical Center in Altoona, PA. The procurement involves a construction project (Number 503-21-102) to correct electrical deficiencies, which includes building a new medium voltage switchgear building and renovating electrical rooms. As part of the renovation, the facility requires new interior room signage from Inpro Architectural Products, specifically the Contego modular sign system, to match the existing signage throughout the hospital.
The justification for sole sourcing Inpro's signage is based on the fact that their Contego system is currently used throughout the hospital. Utilizing a different sign system would require staff retraining, potentially cause confusion for patients and staff, and increase maintenance costs by requiring duplicate spare parts and storage. The solicitation will be advertised for a minimum of 30 calendar days to obtain competition from Service Disabled Veteran Owned Small Business (SDVOSB) concerns, with the contract to be awarded under the Multiple Award Schedule Program. The document is signed by Elijah McIntosh, Contracting Officer for Construction Team West/NCO 04, and is dated 08/28/2025.
