About this file
This document is a Justification for Limiting Sources (LSJ) for the Department of Veterans Affairs, VISN 4, James E. Van Zandt VA Medical Center in Altoona, PA. The procurement involves constructing a new medium voltage switchgear building and renovating electrical rooms, which includes installing Avigilon security cameras as part of Construction Project Number 503-21-102 "Correct FCA Electrical Deficiencies Phase 1". The solicitation will be advertised for 30 calendar days to obtain competition from Service Disabled Veteran Owned Small Business (SDVOSB) concerns.
The document justifies sole source procurement of Avigilon security cameras, which are the facility's standard security system. The rationale emphasizes that only Avigilon Technicians can provide programming, service, and maintenance for the camera equipment. Changing to another camera provider would require hiring an integrator to facilitate integration with the existing Avigilon Control Center, potentially increasing costs due to the proprietary nature of the camera systems. The justification is signed by Elijah McIntosh, Contracting Officer for Construction Team West/NCO 04, and is dated 03/18/2021.
