About this file

This is a specification document for natural grass sports field construction issued by Montgomery Township in Pennsylvania as part of Contract 2022-01256.01 for the Whistlestop Park rehabilitation project. The specification outlines comprehensive requirements for constructing a natural grass softball field, including site preparation, soil amendments, seeding, grading, and turf establishment. The project requires contractors to demonstrate minimum qualifications of five years documented experience in athletic field construction with at least 25 acres of completed projects, and must employ at least one senior staff member holding current "Certified Field Builder - Natural Turf" certification from the American Sports Builders Association. Contractors must submit three references of similar projects completed within the past five years. The specification mandates spring seeding between April 1 and June 15, or fall seeding between July 25 and September 15, with soil temperatures maintained at minimum 50 degrees Fahrenheit. Substantial completion inspection is required once the entire athletic field turf is established with vigorous uniform growth covering at least 90 percent of seeded areas. The finished playing surface must not vary more than one-half inch when measured along any point, with finished slopes within 0.10 percent of design gradient, verified by certified survey. A 45-day warranty period applies from completion of the substantial completion punch list.

The specification requires contractors to provide topsoil free of stones, lumps, plants, roots, and debris over three-quarter inch, with soil testing conducted at minimum six locations throughout the field to determine texture, pH, magnesium, phosphorus, potassium, organic matter, and soluble salts. All seed varieties must be certified seed from the state of manufacture, with certified analysis submitted showing percentage composition and pure live seed percentage. Lime application must contain at least 50 percent total calcium oxide plus magnesium oxide, ground to specifications. All chemical applications must comply with EPA regulations and be performed under supervision of a Licensed Certified Applicator. Equipment specifications include deep-tine aeration machines with three-quarter inch solid tines penetrating minimum twelve inches, soil screeners, laser-equipped graders with dual pickup and 0.001 percent accuracy, and reverse-sifting tillers operating at minimum 110 horsepower. Contractors must maintain seeded and sodded areas immediately after placement until grass is well established and are responsible for correcting defective turf areas due to specification non-compliance, excluding damage from vandalism or owner negligence. Three-day advance notification to the owner is required for all maintenance work including regrading, fertilizing, and mulching through substantial completion.
