288 Drawings AS-13-01, AS-14-01, AS-16-01, and AS-17-01 show locations and text for overhead directional signage. This type of sign is not shown on the sign detail sheets AS-50-01 through AS-50-06 or the signage schedules on AS-62-01 through AS-50-
10. Please provide details for this sign type.
Copy is as shown on sheets AS-13-01, AS-14-01, AS-16-01, AS-17-01, messages are not listed in sign schedule. Sign detail can be located on AS-50-
06.
289 Sign type 15 is shown on the signage schedule on AS-62-09 and AS-50-10. The detail reference is 15/AS-50-06, however, no such detail exists. Please provide this detail.
Sign detail can be located on AS-50-06
290 Addendum 2 verified that all signs shall be aluminum. Please provide information regarding the finish for these signs. Clear Anodized.
291 No dimensions are shown for sign type 10 (directories) on detail 10/AS-50-03. Please provide dimensions for these signs. 4" x 1'1" wide top, 2" x 1'1" for all below. Sign can grow in number of inserts vertically as required.
292 Factor A: Would the government allow one project to be substantially complete within the past ten years, rather than just the past eight years? We find that there is essentially no difference in relevancy and recency between eight and ten years, and allowing this change would likely encourage participation, and likely to the government’s benefit, from additional well-qualified and interested offerors, as well as allow the government to review projects that may be more relevant to the proposed scope of work, without any material sacrifice in recency.
No, the Government will not change this requirement.
293 Factor A notes 150,000 square feet of interior restoration as relevant. Would the government consider amending this requirement to at least 100,000 building gross square feet or gross project square feet? The relevancy requirements listed in
Factor A are very specific and narrow, and may discourage well-qualified bidders from submitting proposals. 100,000 square feet essentially requires all the same logistical and construction considerations as a 150,000 square-foot space, and it would help encourage participation, and likely to the government’s benefit, from additional well-qualified and interested offerors, without any material sacrifice to the government’s evaluation of relevant capability.
No, the Government will not change this requirement.
294 Factor A indicates a relevant cost at award of at least $40 million. The relevant size standard for a project of this magnitude would allow for projects around $20M and up. Would the government consider amending this associated Factor A language to cost at completion (rather than award) of at least $20M? In light of the associated size standard for a potentially $40M project, $20M should be as relevant as $40M. The relevancy requirements listed in Factor A are very specific and narrow, and may discourage well-qualified bidders from submitting proposals. This requested change should help encourage participation and possibly allow the government to receive additional well-qualified proposals, and it would do so without any impact on the government’s ability to assess relevant experience effectively.
No, the Government will not change this requirement.
295 The solicitation requires a Subcontracting Plan. Sometimes on GSA projects we use the full subcontracting plan template which results in a plan that is about 11 pages long. Other GSA projects require us to use the Subcontracting Utilization Form which is a 2-page version of (pretty much) the same info. The solicitation limits the page count on this section to 2 pages. Can
I assume that you would like us to use the Subcontracting Utilization Form?
The page limit was increased to 3 pages in Amendment 0002. While a complete Subcontracting Plan will be required of the apparent winning
Offeror, it is not required in order to respond to this factor. The factor requires a narrative that describes how the Offeror intends to address small business concern requirements.
Please refer to Section VI.A. Evaluation of Offers, 5) FACTOR E: Small Business
Participation Plan 296 Is there any chance that this bid could be pushed back a week or two? We think that there could be better pricing because of more competition if the bid was extended.
The proposal due date is hereby extended to 4:00 PM ET on Tuesday, June
15, 2021 297 Is there a contact list available so that I can reach out to the bidding partners and provide pricing? All information, including the pre-proposal conference attendee list, is posted to SAM.gov.
298 The bid form indicates alternate pricing per option and then at the end of the form has the alternate pricing again. Is the alternate pricing at the end of the bid form the sum total of all the alternates from all the options?
Yes. You do not need to fill in anything in the bottom Alternates section, as the formulas will auto populate from the alternate costs that you enter under each Option.
299 Spec section 11400 residential appliances does not list any equipment items. The notes on the drawings indicates that all furniture and equipment is by the government. What is the scope of work intended for this spec section since the notes indicate this is GFE?
A-51-01 Pantry Equipment Schedule identifies which appliances are to be provided by the GC and which are provided by the owner.
300 Photoluminescent specifications says to provide stair and landing nosings marking tape strips. The drawings indicate that the stairs are not in scope. Where does this spec section apply or should it be deleted from the specifications?
This RFI was answered in Amendment 002
301 RFP Section VI.A.2 on page 25, regarding Factor B: Key Personnel, states that “evaluators will review the questionnaires submitted…” Section VI.F Factor B on page 29 makes no mention of questionnaires for key personnel, requiring resumes instead. Please confirm that questionnaires are not required in Factor B.
Confirmed. This will be corrected in Amendment 0003. See Solicitation revised 06/04/2021
302 Factor A: Experience requires three “similarly complex” projects, per RFP page 28. However, the “Standard for Excellent” on page 29 states that “the standard is met when the offeror submits four (4) Similar Projects.” Please confirm if three similar projects is the minimum requirement, with four similar projects needed to meet the standard for “excellent”.
Confirmed. This will be corrected in Amendment 0003. See Solicitation revised 06/04/2021
303 Factor A includes six similar project characteristics on page 28. The “Standard for Excellent” on page 29 states that projects must meet “all of the 7 similar project criteria”. Please advise.
This will be corrected in Amendment 0003. See Solicitation revised
06/04/2021
304 Factor E: Small Business Participation Plan is limited to two pages. This will not be enough space with which to address all
Factor requirements. Can the government increase this page limit significantly, to accommodate the requirements for this
Factor, including the FAR 52.219-9 Small Business Subcontracting Plan Requirements?
The page limit was increased to 3 pages in Amendment 0002. While a complete Subcontracting Plan will be required of the apparent winning
Offeror, it is not required in order to respond to this factor. The factor requires a narrative that describes how the Offeror intends to address small business concern requirements.
Please refer to Section VI.A. Evaluation of Offers, 5) FACTOR E: Small Business

Refer to ED drawings that stage demoiltion and installation. Also note that that there are SOW notes on E-00-00.
308 A-20-04 Drawings A-20-04 is one of many elevations that call for monitors (AV) to be provided and installed by Owner as well as GC. As it stands now there is confusion as to who is responsible for the Audio Visual scope of work. Please confirm if the
AV scope is to be by Owner or GC and at what locations.
All AV monitors in the conference rooms shall be furnished and installed by the General Contractor. AV monitors or TV's in the 10 x 15 offices and in the lobby corridors and pantries shall be furnished and installed by DoED
309 EP-18-01 Please provide further detail (elevations and cut sections) as to the scope of work required at the penthouse level.
This would include architectural Demolition, Architectural Construction New Work, Etc... As of now the electrical scope shown on EP-18-01 does not define if the whole scope shown is part of Alternate 07 or to be included as part of an option.
More detail is required to determine the full extent of this work and if it interacts with other electrical scope.
This information is included in Amendment 002.
310 I reviewed the RFI responses and understand that I need to submit alternate product information to you. We would like to propose our Teknion TekVue system as an alternative to the Nello Wall. What is the process and what documentation do you need from us?
Submit a substitution request as described in Division One Specifications.
311 Do you have a list of the General Contractors that are bidding this project or expressed interest in bidding? All information, including the pre-proposal conference attendee list, is on

Refer to spec 018601 for definition of acoustically sensitive rooms. This applies to ductwork within 10' of base building shafts.
324 ED-50-44 Key Note #1 on ED-50-44 spells out "SS-4" and its information. Key Note #1 is not indicated physically on the drawings. There is no reference to Panel "SS-4" on the one-line located on ED-50-05. Please indicate if this is a typo or a sketch needs to be issued showing the necessary information to include Panel “SS-4” in bid?
This reference to SS-4 will be deleated and note as not applicable.
325 Appendix A The AV drawings andthe Appendix A equipment list show 10” touch panels in the 8, 10 and 12 seat conference rooms, but thedivision 274116 specifications say these spaces are getting 7” touch panels. Please clarify.

328 EL-17-01 Inside the Open Offices B6 is shown on the drawings but is not on the fixture schedule. Can you please provide direction on this designation?
The B6 fixture is mislabeled. It should be B4 as it is 9' in length.
329 Amendment 02 RFI responses 77 and 79 allow for substitution of product and a clarification of 38 STC has been provided.
38STC for the WALL partition, which implies a 38 STC assembly (Glass and aluminum frame). The STC assembly of 38 can be achieved using (1) piece of ½” laminated glass, but adding the framing into the mix will reduce that STC rating for any partition. 1) Please confirm it is acceptable to use 38 STC rated GLASS, and that the requirement is not for a testing assemblyfor 38, the specified manufactures and basis of design as schematically shown cannot meet that we believe.
2)Further please confirm that STC ratings on doors are not required, as the specified door assemblies do not meet those requirements either we believe.
1) The requirement is not for a rated system - STC 38 is the requirement for glazing per the basis of design being used. However, proper detailing (i.e.
gaskets, sealant, etc.) must be included to ensure frames and intersection of frames at head, base, and door jambs mitigate acoustic flanking paths.
Manufacturer's details indicating the exact proposed product inclusive of glazing, framing, and gasketing are required for review. 2) A manufacturer's
STC rating is not required for door assemblies.
330 WS-01 on the Material Schedule (G-00-04) is for building standard blinds.WS-01 is shown on the Typical Plans (A-42-01 – A-
42-12) typical at all exterior windows. However, interior elevations callfor a “Window Shade” at typical locations. See A-20-
05 for a typical example. Details 14 & 20/A-50-02 are both called out at WS-01 locations. See 2 & 4/A-42-09 for examples. However, detail 14 shows a roller shade, and detail20 shows a horizontal blinds. Please provide a spec for the building standard window treatmentthat we should be providing.
Detail 1/A-20-05 has window shade as a generic term; it is not a code for the window treatment specification. Detail 20/A-50-02 is the typical detail at
Levels 3, 4 & 6. Detail 13/A-50-02 is the detail referenced for the Suites; it should have the manual mechoshade indicated in Detail 14. Detail 14/A-50-
02 should have the mini-blind. This will be corrected in a future issuance.
Refer to Detail 2/A-42-10 and Detail 1/A-42-12 for the correct locations of WS-
02 shades in the Level 7 Suites.
Refer to additional photos on StructionSite on Level 4 for information regarding the existing mini-blinds. WS-01 dimensions will need to be VIF.
Please note WS-01 on Levels 3, 4 & 6 and one size due to exterior wall; WS-01 on Level 7 is a larger size due to the curtainwall condition.
331 WS-02 on the Material Schedule (G-00-04) calls forMecho M/5 manual roller shades at exterior windows in Exec Suite andUndersecretary Suite. Please confirm that this only applies to the level7 windows with WS-02 callouts on A-42-10 & A-42-
12.
This is correct. Refer to Detail 2/A-42-10 and Detail 1/A-42-12 for the correct locations of WS-02 shades in the Level 7 Suites.
332 In the file titles “Narrative Modernization Issue for Bid LBJ 2021April23” there are several references to EEM6 Automated
Interior Shading. If Mecho is the BOD, this would be the SolarTrac automation system. However, thisconflicts with the plans that indicate either horizontal blinds or manual roller shades at exterior windows. Please clarify if we should be pricing motorized shades at exterior windows to comply with EE6.
All window shades are manual; there are no motorized shades.
333 Per Response to RFI #182 and RFI #183, we are to disregard General Note #1 on Drawing E-60-00 through E-60-07. Please confirm existing to remain breakers have a common handle ties to accommodate the modular furniture shared neutral circuitry.
We laid out the cubicles with controlled and non controlled receptacles. They are all single pole receptacles so common handle is not needed.
334 Per RFI question/response #123, the Power Monitoring System shallmonitor the existing Life Safety Generator and ATS’s but is not on the EPMS one lines, please provide a one-line drawing for this and verify the locations of the Life Safety Generator and the (4) ATS locations.
Refer to Riser on the drawing E-50-03.
335 Mounts were not defined for the PTZ cameras, please specify wall, ceiling or other? Wall mounts are required for PTZ cameras. Please reference sheet AV-60-12 details 4 & 5 for mounting methods.
336 AV-60-11 does not show camera plub boxes, however APPENDIX A TA 159 ists four. Please clarify? Camera plug boxes are not required for the 20 person conference room.
Camera connections will be apart of adjacent display plug box. TA-159 was referencing custom plate required within the display blug box for camera connections.
337 APPENDIX A-TA5, TA26, TA55, TA87, TA127, TA156 material and labor is required. This is the only mention of labor in
APPENDIX A, it is unclear what is desired for these line items. If the LTM1U mounts are already listed, is the intent to list wall blocking?
These line items are to capture any additonal accessories required to mount loose AV equipment, additional cable management items and labor required to mount the display to the wall. Mounting conditons with loose equipment vary on the project which will require different accesories and varying labor.
338 The specified Panasonic AW-UE4KG camera is best suited for close quarters with its wide angle of view. Panasonic strongly recommends the AW-HE38 for the larger conference rooms, and adviseagainst the use of the AW-UE4KG in the larger rooms.
Please confirm which cameras should be used in the larger conference rooms?
Please use specified AW-UE4KG cameras for larger conference rooms. Design intent has been discussed with Panasonic and validated to be acceptable for these rooms.
339 APPENDIX A-TA195, TA224, TA 253, TA 282 lists "Noise Masking System Calibration by Factory" with a quanitiy 1 (assuming1-day) for each. BIAMP says that need 2 days per floor "One day of onsitetuning and associated travel costs with 30 day notice" please clarify howmany days of BIAMP on-site calibration is required?
Line items for Custom Factory Loudspeaker Calibration by Factory are not specific to a single day. They are to capture the requirement of factory personel required to calibrate the noise masking system. Amount of days required and travel costs are to be specified by the manufacture - the costs associated with their requirements are to be listed within your Bid proposal.
340 The specification mentions photopolymer and acrylic.
We need more details on the drawings explaining how the signage are made and the material they are made from.
• The signage drawings AS-15-01 through AS-50-05 to not explain anything about the materials or thicknesses or how the signs are put together.
• Sheet AS-50-03, are the directional panels changeable, if so how does that work? How are the graphics applied? Are they printed?
• We need them to explain on drawing sheet AS-15-01 how the window signs and changeable inserts are made and what is the raised lettering color.
• How are the graphics done on the sign types that do not have raised letters and braille?
• Drawing sheet AS-50-06 has lettering and a seal. We need to know what they are made from and the material finishes and thicknesses?
• Sign Type DoE Letters – Provide materials, finished and thickness.
• Who is responsible for the evacuation sign maps and routs?
• Drawing sheet AS-13-01, AS-14-01, and AS-17-01 shows directional sign is the middle of the hallway. There is no drawing for a hanging directional sign just a wall mounted directional signs.
All sign materials are based on System 290 Slide Modular System as basis of design.
Directional panels are changeable and are made of System 290 - areas with numbers and Braille are fixed panels while those below are changeable to allow for name insert. Signs with room number are to have ADA compliant raised copy and Grade II Braille as shown on the AS-50 series drawings.
Overhead directionals have vinyl applied lettering to sign face to match Cool
Gray 11.
AS-60-06 specs were provided in previous RFI - (9) .25" Aluminum FCO letterforms applied to wall via nominal VHB tape and silicone as necessary.
(14) Medallian is lazer etched into .50" aluminum (or cast or similar), pin mounted to wall (provide mounting template) - letterforms are .35"

341 1) Will sign types 11/AS-50-04, 12/AS-50-05 and 13/AS-50-05 have a window for inserting maps?
2) Signs 11/AS-50-04, 12/AS-50-05 and 13/AS-50-05 indicate backers for glass mount but a material isn’t specified. What material backers will these signs get?
1) Yes
2) Vinyl backers to be provided for any sign type as noted on message schedules - vinyl is to match Cool Gray 11. Vinyl should cover the back of each sign type applied to glass and be short .125" on all sides.
342 The RFI response stated to provide the Egress Path Markings in Stairs
1,2,3,4. Please identify if this stairwell work is to be carried in the Base
Contract 4th Floor Construction?
This was answered in Amendment 0002
343 Please clarify if the entry doors and frames are to be priced with the bathroom options are to be carried in the floor construction pricing?
Bathroom entry doors and frames are to be priced with the bathroom options.
344 1. Scope of work requires cement underlayment to be applied at ALL floor location in this scope of work, refer note A116.
a. Please confirm the intent is to install cement underlayment on the entirety of the floor.
b. Please confirm switchgear area and all restroom locations are excluded from this scope.
c. This type of underlayment work is quantified based on undulation/deflection present in existing slab. Due to lack of any existing survey data and in-person site visits, it is unclear as to how much build-up of this cement underlayment will be required and hence it is difficult to quantify the work required. Please confirm that bidders should only quantify a minimum 1⁄4” buildup (as required by most manufacturers) on top of existing slab in their cost proposal for each floor.
a - As needed to provide level floor finish for office & conference partitions b - Confirmed c - As needed to provide level floor finish for office & conference partitions
345 1. Please confirm if the GSA will allow a temporary trash chute and if so would a preferred location be provided?
Yes it will be allowed. The Government has tried to provide in the RFP sufficient information for the Contractor to select the best available location.
The Government does not have any specific location identified.
346 Which Sound masking speakers are deducted under Alternate # 8 For Alternate #8 submit a deduct for removal of sound masking speakers from all 10 x 10 offices. Sound masking speakers in 10 x 15 offices are not to be included in Alternate #8
