# Offeror Question Government Response 1 Is the Project Manager required to have at least 7 years of project management per page 30, or

10 years of experience per page 32? Also will 10 years of experience, per page 30, or 15 years of experience, per page 21, satisfy the education requirement in lieu of a degree?

As stated in the solicitation for the Project Manager, 7 years of project management experience is required for an Acceptable rating. 10 years of project management experience is required for an Excellent rating. 10 years of experience in lieu of an education degree, per page 30, is required for an

Acceptable rating. 15 years of experience in lieu of an education degree, per page 32 is required for an Excellent rating.

2 Is the Superintendent required to have 10 years of field construction experience, per page 30, or 15 years per page 31? Will 15 years of experience satisfy the education requirement in lieu of a degree per page 31, or will 20 years per page 32?

As stated in the solicitation for the Superintendent, 10 years of field construction superintendent experience is required for an Acceptable rating. Page 31 notes that 15 years of experience in lieu of an education degree, is required for an

Acceptable rating. Page 32 references the rating for Excellent for the

Superintendent, which requires 15 years of field construction superintendent experience, or 20 years in lieu of an education degree.

3 Page 32 of 40 states that the Quality Control Manager must have 8 years of field QC management experience in general and 15 years of experience in lieu of a degree to satisfy the education requirement. However, page 31 states that the QC Manager needs 5 years of experience and 10 years of experience in lieu of a degree to satisfy the education requirement.

Which is correct?

As stated in the solicitation for the Quality Control Manager, for an Acceptable rating, at least 5 years Quality Control experience is required or 10 years in lieu of an education degree. Page 32 references the rating for Excellent for the

Quality Control Manager, which requires 8 years Quality Control experience or

15 years in lieu of an education degree.

4 Page 32 of 40 states that the Switchgear Project manager is required to have 7 years of project experience, but page 31 states that the minimum is 5 years. Which is correct?

As stated in the solicitation for the Switchgear Project Manager, for an

Acceptable rating, at least 5 years project manager experience is required. Page

32 references the rating for Excellent for the Switchgear Project manager, which is 7 years of project management experience.

5 Per page 28 of the RFP, for Factor A Experience, “Offeror shall submit three (3) construction projects that demonstrate past experience…” meeting the relevancy requirements as defined in that section. However, per page 29, the definition of the Standard for Excellence states, “The standard is met when the Offeror submits four (4) Similar Projects….” We have several questions regarding this conflict:

As stated in the solicitation, the Offeror must demonstrate successful experience as a General Construction (GC) Contractor responsible for the construction of three (3) “similarly complex” projects to meet the Acceptable rating.

6 5a. Was the Standard for Excellence statement regarding submitting four (4) projects incorrect? No it is not incorrect. That is the standard for an Excellent rating.

Solicitation #47PM0121R0013 - Construction Services for LBJ Consolidation & Switchgear

Requests for Information (RFI)

7 5b. Is the requirement to submit three (3) projects, the minimum amount of project to submit?

If so, what is the maximum amount of projects to submit?

The Offeror is unlimited in the amount of projects to submit. The maximum page count for Factor A is 10 and all information described in the RFP must be submitted for each project.

8 5c. If we can submit more than three (3) projects, do the additional projects have to be complete within six (6) years, or eight (8) years?

The minimum standard for Acceptable is to submit three (3) projects, where at least two of the projects must have been substantially completed within the past six (6) years from the date of the solicitation an at least one project must have been substantially completed within the past eight (8) years from the date of the solicitation. the Standards for Good and Excellent have been established to show how those ratings can be achieved by Offerors that exceed the minimum

Acceptable standard.

9 Per page 31 of the RFP, Factor B Key Personnel, the entire factor has an eight (8) page limit. We are required to submit four (4) resumes of two (2) pages each, which maximizes the page count.

However, per page 30 we are also required to submit a matrix of key personnel showing their experience on our most relevant projects. Please confirm that this matrix is not counted in the page limit.

This page count will be revised to 10 pages to account for the matrix indicating staff members occupying the positions have experience on the most relevant projects submitted in Evaluation Factor A. The revised solicitation has been revised and will be issued in Amendment 002.

10 Per page 37 of the RFP, Factor D Past Performance, the requirement is to submit two references for each similar project from Factor a that was completed within the past six (6) years. We are allowed per page 28 of the RFP to submit at least one (1) project that was substantially complete within the past eight (8) years. Please confirm that you would like references submitted for any project that was substantially complete with eight (8) years.

As stated in the solicitation, the Offeror shall submit two references for each of the projects completed within the past six (6) years only.

11 On page 3 of the draft construction contract item #11 lists a Project Labor Agreement.

There is no further information provided in the draft construction contract.

Does GSA intend to award this contract with a Project Labor Agreement requirement?

No. The intent is not to award with a PLA. The draft Agreement will be edited at the time of award to remove the erroneous verbiage.

12 What is the deadline for contractor questions? May 14, 2021 4:00 pm EDT

No. The participation goals are applicable. There is no list of prospective GC's.

Offerors can search SAM.gov for prospective subcontractors.

http://sam.gov/ http://sam.gov/ http://sam.gov/ http://sam.gov/

45 On page 28 of the RFP, for Factor A Experience, there are six (6) project characteristics listed.

However, per page 29, the description for both the Standard for Excellence and the Standard for Good reference “7 similar project criteria.” Please confirm this is an error, and the six (6) criteria listed on page 28 are correct.

This will be revised as there are not 7 similarly complex criteria provided in the solicitation. The revision will state that the standard for Acceptable is met when the Offeror submits three (3) similarly complex projects, where at least two (2) of the projects must hve been substantially completed within the past six (6) years.

Similarly complex is defined as projects that meet at least 5 similarly complex criteria. The standard for Good will require that one (1) project meet all 6 similarly complex project criteria, and the standard for Excellent will require that at least two (2) projects meet all 6 similarly complex project criteria.

46 For Factor D Past Performance, we are required to have Attachment A: FIRM’S PERFORMANCE

QUESTIONNAIRE submitted. We are not able to located the Attachment A forms in the bid documents. Please provide Attachment A.

Attachment A – Past Performance Questionnaire (PPQ) is attached to beta.SAM.gov with this Amendment (0002)

47 For Factor E, Small Business Participation Plan, we are required to submit a Small Business

Subcontracting Plan per FAR 52.219-9, however this factor is limited to 2 pages. Subcontracting

Plans per FAR 52.219-9 typically far exceed two (2) pages. As an example, our plan for a very recent proposal to GSA Region 3 was 21 pages. Please remove the page limit for this factor.

The page limit will be increased to 3 pages. While a complete Subcontracting

Plan will be required of the apparent winning Offeror, it is not required in order to respond to this factor. The factor requires a narrative that describes how the

Offeror intends to address small business concern requirements.

Please refer to Section VI.A. Evaluation of Offers, 5) FACTOR E: Small Business

Participation Plan

48 Many of the requirements for the pricing proposal appear geared towards a Construction

Manager as Constructor contract instead of a Firm Fixed Price contract. Specifically, the excel

“bid spreadsheet” that was included with the solicitation documents. Also, the excel pricing sheet has additional and different pricing items from the SF 1442 CLIN Schedule. We have several questions regarding the pricing forms:

a. On the SF 1442 CLIN Schedule, the CLINs do not have alternates. On the excel bid spreadsheet there are multiple alternates for the base bid and every option except option 2. Are we required to price these alternates as part of our proposal response?

b. As the alternates are not on the CLIN schedule which Total Evaluated Price is correct and will be used in the evaluation, the SF 1442 or the bid spreadsheet? Or should the prices for each

CLIN include all of the alternates?

c. The breakouts on the excel bid spreadsheet are extremely burdensome on a fixed price proposal where we will be receiving subcontractor pricing up until the last minute prior to submitting our proposal. In addition, providing the breakouts such as General Conditions, Insurance, OH & Profit do not provide any real added benefit to the government on a firm fixed price contract, especially when the evaluation will be based on the Total Evaluated Price. Please eliminate the requirement to fill out this form as part of the proposal submission.

d. If the requirement to fill out this form cannot be removed, we recommend allowing at least two (2) additional days to provide the breakouts and alternates pricing, and only submit the Base Bid and Option totals with our submission on June 4th.

This is the bid sheet being used on this project for a Firm Fixed Price contract.

a) The alternates must be filled out with the proposal submission. The alternates should not be included on the SF 1442 form.

b) The bid sheet defines what will be included in the Total Evaluated Price.

c) The breakouts are required. Many of the breakouts are necessary for the

Government to properly evaluate and fund this project.

d) The proposal due date will be extended to June 11.

49 Specification Section 012400 Options was not included with the solicitation documents, please provide

This has been included in Amendment 001.

50 Given the architectural documents were reissued via amendment on 7 May 2021, and there are many outstanding RFIs specifically related to the technical proposal development, we are significantly delayed in our proposal development activities. In addition, the Options specification section was just issued with the amendment on 7 May. This specification section forms the backbone of the production schedule and drives the majority of conversations and pricing development with our subcontractors. Due to these issues, we request the bid date for the proposal be extended by at least two (2) weeks. Please confirm this extension.

The proposal due date will be extended to June 11.

51 Where do the dumpsters get placed? There are only two (2) bays for dumpters in the loading dock. Each bay is 25'-0" deep, 12'-0" wide, with a height maximum of 12'-2". A Site Logistics Plan is required to be submitted for review.

52 Garage Door Opening – What is the height of the garage door? Maximum height of the garage door opening is 12'-2".

53 Will a roll-off truck & dumpster be able to fit inside the loading dock? Yes, the largest allowable roll off for manuverablility of the truck and container is

20 cubic yard dumpster.

54 How many dumpsters can we have onsite at one time? One dumpster in the parking garage is all that has been allowed to date. A Site

Logistics Plan is required to be submitted for review.

55 What are the loading dock hours? See Division One Specifications.

56 Factor A, item 5 indicates a cost at award of at least $40 million. The listed range for this project is $5-15 million. Can the government change item 5 from “at least $40 million” to “at least $5 million”? Would the government also consider changing the language from “cost at award” to

“cost at completion”? cost at completion is more representative of the final project and the complete scope.

As indicated in Section I.E. Price Range of the Solicitation , the range for the base project is $5M - $15M. The entire project, including all options (if exercised) is estimated between $50M and $60M.

57 Factor A requires offerors to demonstrate three projects that meet five of the six characteristics listed therein. Would the government consider adjusting that to four of six, provided offerors can show experience with all six items at least once? This would allow well-qualified offerors to utilize a broader cross-section of experience to demonstrate capability, while still demonstrating all relevancy items to the government.

Please review the Solicitation for the Government requirements for Factor A.

58 Factor 4 requires two references per project to each fill out questionnaires and submit them directly to the government. References are often unavailable or unwilling to complete new evaluations when existing evaluations are available. This puts offeror scores for an important

Factor outside their own control, and if a reference is not sent in, excellent past performance demonstrated by an existing evaluation may be disregarded needlessly. Requesting evaluations from two references per project compounds this challenge, especially during COVID when new evaluations can be more difficult to obtain. In order to avoid burdening references, and in light of COVID and the sometimes increased difficulty obtaining new evaluations during this time, would the government allow offerors to present existing evaluations for projects, if available and provided they are on official CPARS or other government forms similar in nature to the PPQ associated with this solicitation? In light of the above and especially during COVID, would the government also revise this Factor to require one evaluation per project instead of two?

The Contractor must submit references and PPQ's as required in the solicitation.

As stated in the solicitation, the Government reserves the right to use other government data available in its assessment of the Offeror's past performance

(e.g. CPARS – Contractor Performance Assessment Reports System). The

Government reserves the right to obtain and consider information from references other than those given by the Offeror .

59 The following question pertains to our concern with how the material and labor escalation will be factored in the estimate and future options. Please feel free to contact us if you have any questions or would like to discuss further.

1. The Options Specification Section-012400, issued with amendment number 1, specifies the base and option durations and the anticipated award and NTP dates for each floor. This information defines the overall duration of the project to exceed 5 years from base award to

7th floor completion.

48 CFR § 22.404-12 (Labor standards for contracts containing construction requirements and option provisions that extend the term of the contract) defines the parameters for adjusting the

Davis Bacon labor standards. A provision for material escalation is not defined by this clause.

FAR 16.203 (Fixed-Price Contracts with Economic Price Adjustment) defines the application and limitations specific to the inclusion of a labor and material escalation provision/clause in a long-term contract or where conditions may be determined to be volatile.

The current economic conditions include volatile labor and material pricing that cannot be reasonably estimated for such a long overall duration.

On a previous project (The Main Department of Interior Modernization (GS11P01MA0540), performed for GSA NCR) escalation for future options was adjusted using the R.S. Means

Construction Cost Index (CCI) “CSI Div. No. 01-16, Total Weighted Average” that was published quarterly. An example of this Adjustment calculation, that could be applied to the current LBJ project, is indicated below.

Please consider adding an escalation clause to the contract and allow all pricing for the base bid and all options to be priced using current pricing as of the time of the bid.

Example:

Assume Lump Sum Option Two is exercised in July 2022:

July 2022 “CSI Div. No. 01-16, Total Weighted Average”

For Washington DC (to be published in July 2022) X(times) Option Two Price

July 2021 “CSI Div. No. 01-16, Total Weighted Average”

For Washington DC (identified in July 2021 as 115.9)

The Solicitation and Bid Form will remain as presented. Please escalate all

Options as detailed in Specification Division 012400 and provide in the bid form the escalation rate used as a per year percentage.

73 Restroom Accessory item PTD-2 is not shown on Accessory Schedule located on A-42-05A or A-

51-01 in ARCH VOL 3. Please provide make and model of item PTD-2 or should we assume the same as shown on sheet A-40-01 of the Renovation of L5 & L2 - Restrooms bid set?

PTD-2 is a surface mount paper towel dispenser B.O.D. Bradley, Model 250-15.

And it is applicable to both sets (L2&L5, as well as for L3, L4, L6, L7 set). See revised sheet A-40-01-l5 , a-42-05A and A-51-01 with revised specification for

PTD-2.

74 The Base Contract duration is listed as 288 days in section 012400. However, the RFP states 258 days. Please confirm the correct base contract duration.

The correct base contract duration is 258 days. The specification will be revised to state this.

75 The option 1 description in section 012400 states that Option 1 may be awarded within 180 days of award but this conflicts with the 60 day period listed in the matrix above. Please confirm

60 days is correct.

The Government intends to award Option 1 within 60 days of the base contract

NTP. The description for Option 1 will be revised.

76 The option 4 description in section 012400 states that the contractor should allow for 126 days between Phase 1 substantial completion and Phase 2 NTP. This conflicts with the 85 day requirement listed in the matrix above. Please confirm 85 days is correct.

The description for Option 4 describes that the Contractor should allow 126 days between the completion of Phase 1 and before the start of Phase 2 NTP. This accounts for all owner actions, including furniture installation and owner relocations. The reference for 85 days notes when Contract Final Completion will be for that Option, which accounts for only Construction activities and owner furniture installation (not owner moves).

77 Alternate 1 request to substitute the Nello Wall System (Demountable) to a field built interior glass partition system per Spec 084113. This specification section does not provide a basis of design for the field built system. Please provide a basis of design manufacturer and product for the field built glass partitions.

Demountable means that it is easily relocatable in the future. Field built means that it is a more permanent installation. The basis for design for the office fronts is the Nello Clarity Frameless system (Demountable). A field built substitute would match the design intent, performance and configuration of the basis of design. It could include products from CR Laurence (Cascade or Clear View

Series) or Dormakaba (Muto). Reference specifcation sections 084126.23, 087100, 088000 and 102219. Pivot doors should comply as specified and detailed.

78 Alternate 2 in Section 012300 calls for a substitution of Bradley Steel Toilet Partitions with

Privada Laminate Toilet Partitions. Section 102113.14 part 2.3A states that there are (2) other acceptable manufacturers (Accurate Partitions and Metpar Corp) for these toilet partitions.

Alternate 2 only states Bradley but please confirm any of these approved products may be utilized.

The alternate toilet partitions listed are acceptable provided they meet the basis of design listed for stainless steel in configuration (floor supported), dimensions and performance.

79 Alternate 1 in section 012300 calls for a substitution of Nello Wall Clarity Frameless

Demountable Glass Partitions with a field built glass partition system. Section 102219 part 2.3B states that comparable products to the Nello Wall system can be used on this project but none have been listed as approved. Please confirm that the Nello Wall system shall be utilized for this project.

The basis of design for the Demountable Glass Partitions is Nello Clarity

Frameless. Section 102219 2.3B references "comparable products approved by the Architect" for Demountable Glass Partitions. Alternate #1 is asking for a field built substitution for the demountable glass partition. Field built means that it is a more permanent installation. The basis for design for the office fronts is the

Nello Clarity Frameless system (Demountable). A field built substitute would match the design intent, performance and configuration of the basis of design. It could include products from CR Laurence (Cascade or Clear View Series) or

Dormakaba (Muto). Reference specifcation sections 084126.23, 087100, 088000 and 102219. Pivot doors should comply as specified and detailed.

80 The Division 1 specifications indicate that we can use the existing freight elevator(s) on this project. Please provide the dimensions and load capacity of this elevator.

The details of the freight elevator are provided in Division One Specifications.

81 Specification Section 084126.23 part 2.2G calls for concealed floor closers for the all glass entry doors. Spec 087100 and door schedule drawings indicate a concealed overhead closer is required. Please clarify which is correct.

The glass doors require concealed overhead closers per the drawings. The structure is a reinforced concrete 1 and 2-way system, that precludes large penetrations in the slab.

82 Keynote A116 shows scope for self leveling, hydraulic cement. Please provide assumed average thickness for this condition.

Average thickness as required to meet floor level tolerances required for installation of glass office partition systems.

83 Keynote A150 notes infill for topping slab trenches. Please define the material and material strength for pour back/patch condition.

High strength non shrink grout can be used at infill locations. Contractor to submit for review and approval.

84 Keynote A60 calls for new power/data trenches. Please define the material and material strength for pour back/patch condition.

High strength non shrink grout can be used at infill locations. Contractor to submit for review and approval.

85 Please confirm that the 3rd floor Alt 6 additional power/data trenches are only required at the column lines described in the specifications.

For Alternate 6, the reduction of offices and replacement with workstations, similar to the rest of the floor planning, is the only additional power/data trenching. All other power data trenching should already be indicated and included for the rest of the Level 3.

86 Please confirm that the Escalation Rate per year line in the Overhead Pricing section of the bid sheet is only for adjusting the Extended Overhead (Field Office) rate.

The Escalation Rate per year line in the bid sheet is to provide what escalation rate is being used in the Options above. This document will be revised to remove this line from the Overhead Pricing section. This revised bid sheet will be included in Amendment 002.

87 Please clarify when the alternates will be exercised. The decision for exercising alternates will be made at the time that the CLIN is awarded. For example, any alternates associated with the Base Contract will either be exercised or not exercised upon base contract award.

88 D28 notes to remove and salvage blinds noted on the 7th floor. Please confirm that these are to be handed over to owner.

The existing mechoshades in the existing Executive Suite can be disposed of. The mini-blinds from the new Executive Suite should be salvaged and turned over to the Government.

89 On page 25 of the RFP, #2 Factor B: Key Personnel has the same language as Factor D: Past

Performance. Please confirm there are no additional PPQs required for Key Personnel and update this language to provide the evaluation/consideration of the key personnel submitted for the project.

This will be revised and issued in Amendment 002.

90 On page 31 of the RFP, the maximum page count for Factor B is 8 pages. The RFP requires four resumes (allowed 2 pages each) plus a matrix showing personnel working together and personnel working on relevant project. Please consider raising the maximum page count for

Factor B to 10 pages to account for all requirements.

This page count will be revised to 10 pages to account for the matrix indicating staff members occupying the positions have experience on the most relevant projects submitted in Evaluation Factor A.

91 Page 35 of the RFP states the maximum page count for the Phasing Strategy is 5 pages which includes the schedule. The RFP requires extensive detailed explanations in this section. Please consider counting the entire schedule as one page, or excluding the schedule from the page count?

The schedule will count as one page.

92 The unit prices are applicable to all floors. Please confirm that the unit prices should be based on pricing at the time of submission and will be adjusted in the future for escalation based on when they are applied.

Correct.

100 We were provided 2nd and 5th FL. Bathroom Staging drawings. The 2nd FL Staging document includes signage demolition notes. Please confirm these documents were provided to show the staging area and to disregard signage and other sheet notes.

The 2nd and 5th floor staging documents are reference documents only to show the location on Contractor staging. The Contractor shall NOT follow any notes or instructions on those sheets but only use the documents for identifying the staging area available to the Contractor during construction.

101 If available, please consider providing a template of the Small Business Subcontracting Plan. No template is available. While a complete Subcontracting Plan will be required of the apparent winning Offeror, it is not required in order to respond to this factor. The factor requires a narrative that describes how the Offeror intends to address small business concern requirements.

Please refer to Section VI.A. Evaluation of Offers, 5) FACTOR E: Small Business

Closets, east to west, on the south side of the building (ATL2, CTL2, BTL3 & BTL4), and no racks in the Telecommunication Room Closets, east to west,on the north side of the building (ATL1, BTL1, BTL2 & CTL1). However, the drawing Floor Plans (T-13, 14, 16 & 17) depict (1) rack in each

Telecommunication Room Closet on the north side and (2) racks in each Telecommunication

Room Closet on the south side. There are Enlarged Plans (T-43, 44, 46 & 47) for the TR’s on the south side depicting (2) racks, but Keynote #5 notes (1) of the racks as being new and no

Enlarged Plans for TR’s on north side of bldg.

The North Side Telecommunications rooms are not being utilized for this project.

Existing racks to remain. Data cabling for Wireless Access Points to remain and protected. Only South Telecom rooms to be utilized for all new data cabling terminations.

106 - Please clarify requirement for any new racks in each of the TR’s? Racks should be existing to remain.

114 Please clarify the designation "CW" which appears on the Door Schedule on doors which look to be part of the demountable wall system.

Disregard CW designation included on the "Description"column of the door schedule. It does not intent to communicate or document anything in particular.

115 The Demountable Spec section calls for unitized glass frames, fabricated offsite, but also calls for an alternate for field built interior partitions; Shall the demountable bid incorporate unitized

(meaning 3'-0"-4'-0" pre-glazed units) walls or simply stick-built demountable walls?

Ignore the reference to "unitized" and "framed" in specification section 102219.

The Demountable bid should be based on the basis of design frameless details and dimensioned sizes in plan and elevation. The 1/2" laminate glass is installed with glazing tape or silicone sealant between lites to provide an airtight closure.

116 Is there an STC requirement for the demountable walls? None is noted on the Partition Types sheet A-60-01.

The STC requirement for the demountable partitions is STC 38.
