About this file

This document provides details for a multiple award indefinite-delivery indefinite-quantity (IDIQ) task order contract solicitation for construction, repair, alteration, design-build, and incidental abatement services. The solicitation is issued by the General Services Administration Public Buildings Service Greater Southwest Region 7 Acquisition Management Division. Services are required in Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. The procurement is set aside exclusively for small businesses. Awards will be made for one-year base periods with four one-year option periods, not to exceed five total years. The solicitation seeks up to six contractors per zone who will receive task orders ranging from $2,000 to $3.5 million. Evaluation factors include past performance, hypothetical projects, and price. Proposals are due as specified on federalbusinessopportunities.gov where all solicitation materials and amendments are posted.

73) QUESTION: Is a bonding letter from a Surety Agency the only confirmation accepted.

The FAR allows for other bonding sources.

73) ANSWER: FAR 28.102-1 does list the different types of payment protection allowed under certain circumstances/dollar values. However, for this solicitation at the initial IDIQ award stage we are not requesting, requiring, or accepting actual bonds or any form of payment projection, so the selections from 28.102-1(b) are not applicable. The signed letter from your bonding company merely verifies that when it is time for bonds or other forms of payment protection to be issued, that the contractor which received the award (or JV which received the award) is approved for a certain value for a single action and in aggregate.

74) QUESTION: Is the completed CS301 considered our Reps and Certs or do you need a copy of SAMs certification placed in Volume III (other documents required)?

74) ANSWER:

II.E. Volume 3: Other Documents to be Submitted with Proposal

(3) Representations and Certifications Offerors submitting a proposal in response to this solicitation shall complete electronic Annual Representations and Certifications in conjunction with required Entity registration in System for Award Management (SAM), accessed via System for Award Management.

Offerors must begin the process to register early enough to have an active registration by the time awards are made. An Offeror without an active SAM registration is not eligible for award, and will not receive an award. Offerors shall complete the Annual Representations and Certifications in the System for Award Management system, per FAR 52.204-7(a).

(4) Completed Form C301

75) QUESTION: Other Documents as Required is not discussed in section IIE. Is there a list of other documents?

75) ANSWER: Solicitation Section II.E. lists the basic documents required to be submitted in Volume 3; however, if you identify another document that you believe your firm should submit to meet a requirement of the solicitation that does not specifically go into Volume 1 or Volume 2, you can submit it in Volume 3. For example, Solicitation Section II states that offerors must clearly identify any exception to the solicitation terms and conditions and provide the supporting rationale. If you have an exception to a solicitation term, this might be an “other” document that your proposal includes in Volume 3.

76) QUESTION: Do you need a signed certificate of independent pricing for the hypothetical projects at the proposal phases?

76) ANSWER: No

77) QUESTION: If we use subcontractors in our hypo projects are required to submit provide this information in the offer as we would provide it to the DOL?

77) ANSWER: No

78) QUESTION: If we are not requesting any deviations to the buy American act, please confirm no documentation is required for the “other documents”.

78) ANSWER: See answer to question 75 above.

79) QUESTION: Solicitation, Page 6, Section II Proposals, states….”The proposal should not simply rephrase or restate the Government’s requirements but rather provide a convincing, factually based explanation on how the Offer intends to meet the requirements.” This statement indicates a technical narrative is requested, however, we could not identify a section in any of the volume descriptions that indicates a technical narrative is to be provided or how it would be evaluated. Please clarify.

79) ANSWER: Section II does not refer specifically to the hypothetical projects, but to the entire proposal. This statement does not specifically require a technical narrative.

80) QUESTION: The PPQ section states process and manufacture facilities are not acceptable. However, these facilities do have control rooms, break rooms, restrooms, and other facilities common office facilities.

80) ANSWER: For this solicitation, the definition of similar types of work specifically excludes manufacturing facilities, and any work associated with a manufacturing facility will not be evaluated.

88) QUESTION: What should the proposal attachments be named?

88) ANSWER: Volume 1, Volume 2, and Volume 3. All three attachments/volumes can be in one email together, or in three separate emails.

89) QUESTION: Does the offeror’s name need to be in the attachment title?

89) ANSWER: Not necessarily, as long as the offeror’s name is listed in the email(s).

90) QUESTION: Do we have to submit both Hypothetical Projects A & B?

90) ANSWER: For the Large Pool contracts, only A must be submitted. For the Small Pool both A and B must be submitted.

91) QUESTION: Are we all supposed to have subs badged or escort them?

91) ANSWER: Contractor Approval List must be completed by the prime vendor POC.

Regarding Escort-Only Contractors,

1. The contractors needed to mitigate emergency situations--broken pipes; failure of HVAC units; elevator repairs; etc. must be escorted at all times, however they are not required to have prior approval from Zonal Help Desk. Property/building management staff may authorize access for these individuals in these types of situations.

2. Non-emergency contractors may be approved for escorted access up to 15 days within a 6-month period. If they need to work for more than 15 days in GSA facilities, they must submit documentation to receive a background investigation for unescorted access.

3. Applicants who have previously been found unfavorable cannot be considered for escort-only access. Also, individuals in the process of completing a GSA Fitness Determination are not allowed to be escorted.

4. Vendors should coordinate with their GSA Requesting Official (RO) to consider the type of project and proximity to escorted contractors when determining the number of personnel reasonably escorted by the same escort. It is suggested that 5-7 people per escort is typically manageable.

5. To receive approval for escort-only access on a GSA project, the prime vendor POC must submit a CIW as well as the full legal name of the individual doing the escorting; whether they are a government employee, a FPS Security contractor, or a GSA contractor with the appropriate credentials; and the dates of escort in the email containing their CIW. Individuals needing escort-only access must be listed on the RO Contractor Approval List. Allow at least 3 business days to process the CIW prior to applicant needing to start work.

6. Escorts are responsible for the whereabouts and activities of escorted personnel at all times, and must remain within line of sight of escorted individuals at all times while in non-public space. The person doing the escorting must be either a federal employee, FPS security contracts, or GSA contractor who is in possession of a GSA issued PIV credential.

Regarding Contractor Approvals

1. The prime vendor POC initiates a list of contractors needing to work on each contract for approval by the RO. This list authorizes the Zonal Help Desk to process the appropriate investigation on the listed contractors.

2. If a CIW is received for an applicant who does not appear on this list, the CIW will not be processed and the prime vendor POC will be notified that it cannot be processed until their name appears on the approval list.

3. Each time contractor(s) are added or removed from a contract, the list must be updated, sent through the RO for approval, and forwarded to the Zonal Help Desk with a copy to the prime vendor POC.

4. The items on the RO Contractor Approval List that must be completed by the prime vendor POC are listed below:

a. Last Name, First Name, Middle Name and Suffix: this information should be their full legal name as it appears on their photo ID.

b. Position Title: this should reflect the duties they are completing for the GSA contract.

c. Vendor Name, if subcontractor: if contractor works for a sub of the prime vendor the name of the subcontract company goes here.

d. If the contractor is to be escorted only, include name of escort and dates to be escorted.

e. Date Removed from Project/Contract: when appropriate, enter dates individuals are terminated, have completed their portion of the contract, leave the employ of the vendor prime or subcontractor, etc. Effectively, this is the date that person will no longer need access to the facility for this project/contract.

92) QUESTION: Can we use PPQs that were submitted for previous zones on this solicitation? What if those PPQs have a finalized CPARS?

93) ANSWER: that were submitted for previously solicited zones may be reused.

However, in accordance with Solicitation II.D.(1)(a), “if a Questionnaire is received by the Government, it will be considered only for the zone(s) noted at the top of the Questionnaire itself. The Government will not unilaterally apply a Questionnaire to any zone that is not indicated at the top of the Questionnaire.” Also in accordance with Solicitation II.D.(1)(a), “A project submitted on a Questionnaire cannot already have a completed final Contractor Performance Assessment Report, as described in section 1.b.”

93) QUESTION: Please confirm which amendments we need to acknowledge for the Houston zone.

93) ANSWER: In accordance with Solicitation II.E.(5), a “completed and signed SF1442 form, with all solicitation amendments beginning with Amendment 38 acknowledged in block 19” must be submitted with Volume 3: Other Documents to be Submitted with Proposal.
