About this file
This document contains a solicitation for a multiple award indefinite-delivery indefinite-quantity task order contract for construction, repair, alteration, design-build, and abatement services. The solicitation seeks to award up to six contracts per zone in thirteen zones across five states to provide general construction services for federal buildings. Services will be required on an as-needed basis for individual task orders ranging from $2,000 to $3,500,000. The maximum order value is $1,000,000 for small projects pools, $4,000,000 for large projects pools, and $5,000,000 for contracts in both pools. The base term is one year with four one-year options, for a potential five-year contract length. The solicitation sets aside this opportunity exclusively for small businesses and will use best value tradeoff source selection evaluating technical merit and price to award contracts.

Louisiana Zone On-ramping Questions:
Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) Task Order Contract for
Construction, Repair, and Alteration, with Design-Build and incidental Abatement for GSA/PBS
Region 7, Solicitation: 47PH0818R0004
Q1: Why is GSA on-ramping?
A1: GSA has determined the need to bring on additional contractors for the Large and Small
Projects Pools to increase competition.
Q2: If there is a current contractor that has a contract in the Louisiana Zone are they required to submit another proposal?
A2: No, current IDIQ contractor holders in the Louisiana Zone are not required to submit another proposal to maintain their IDIQ contract. Current contract holders in the Louisiana Zone may bid on a project pool that they don’t currently have a contract in.
Q3: Are contractors that have a current contract in the Louisiana zone allowed to submit a proposal for the projects pool they do not have an award for?
A3: Yes.
Q4: Are you going to post the Slide Deck?
Q4: No, all the information on the slides is in the solicitation.
Q5: There does not appear to be a Past Performance Questionnaire (PPQ) provided for
Amendment 43 for solicitation no. 47PH0818R0004 on the SAM.gov site. Please advise if a
Past Performance Questionnaire for Amendment 43 will be provided, and when we can expect to have that critical document?
A5: Amendment 44 was posted to www.sam.gov that adds the Past Performance Questionnaire
(PPQ).
Q6: Will the hypothetical projects be built?
A6: No, they are hypothetical projects.
Q7: Will a full-time employee be required to be on each site during the course of the IDIQ?
A7: Per FAR 52.236-6 Superintendence by the Contractor: “At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.”
Q8-21: Reference the Hypothetical Projects
Q8: Has the area been tested for substances requiring abatement?
See below.
Q9: Are the two chambers and associated areas assumed to be occupied?
See below.
Q10: Will all furniture, fixtures, equipment, personal items, etc. be removed from the spaces by
Owner?
See below.
Q11: What is the wall surface in the restrooms where the paper towel dispenser is currently?
Repairs to wall where dispenser is removed.
See below.
Q12: What is the manufacturer make/style of the existing plastic laminate on the casework
(existing base cabinets) that is to be matched? What is the category (standard, premium, custom)?
See below.

Q13: Please confirm there is only minor work in the restrooms (paper towel dispenser relocation and medicine cabinet installation).
See below.
Q14: Please confirm no work related to existing lighting and/or controls.
See below.
Q15: Are these drawings and Scope of Work considered complete for construction?
16 Will a job trailer and/or construction temporary toilets be required, in the event of extended construction?
See below.
Q17: Is there space on site for materials?
See below.
Q18: Is the cost of the carpet pad separate from the square yard price for carpet provided in the carpet policy? Is adhesive included in the square yard price?
See below.
Q19: Is there a Basis of Design for the carpet similar to the one provided for LVT?
See below.
Q20: Is contractor responsible for anything related to alternate/temporary space during construction?
See below.
Q21: For Hypothetical Project A Drawings, please confirm room dimensions. Example, at B605, Galley/Copy Files, Item 13 calls to install 12’ – 9” of cabinetry on east wall, however, wall length is scaling at 9’-0”.
See below.
A8-21: "Per the Solicitation Section II.D(2) Hypothetical Projects, "This factor evaluates each
Offeror’s ability to interpret the requirements of hypothetical project(s) and incorporate those requirements into complete, reasonable, and technically sound hypothetical project schedule(s), submittals, and price proposal(s)...." Therefore, as part of the evaluation, it is the offeror's duty to determine from the documents provided, the best approach to the Hypothetical Projects.
Q22: What is the anticipated extent of abatement in general on projects?
A22: We do not have a projection of the anticipated extent of abatement in general on projects;
however, at any time you can go to https://hallways.cap.gsa.gov/app/#/ to access the Acquisition
Gateway, click on “Tools”, click on “Forecast of Contracting Opportunities.” This database is continually updated with potential projects.
Q23: In reference to Re-solicitation of Louisiana Construction IDIQ, would awardees be able to participate in Border El Paso Zone IDIQ Task Orders? Our company offers commercial construction services, and we are interested in participating in the Border El Paso Zone work.
A23: Potentially, yes. The primary zone for this contract is the Louisiana Zone and the other 12 zones in GSA Region 7 are considered secondary zones. Per Agreement Section III.R.(2), a TO
CO can determine it is in the best interest of the Government to compete any project among all eligible IDIQ contractors in just the primary zone, or in the primary zone and one or more secondary zones. Additionally, per the Agreement Section III.R.(2), contractors in the Louisiana
Zone are required to submit timely, good-faith competitive proposals for at least seventy-five
(75%) of the number of TO RFPs issued per year in a required county or parish for which a firm has sufficient bonding at the time the RFP is issued, if there is sufficient MOL remaining in the current performance period for the IDIQ is required.

Q24: Do the anticipated projects have damage beyond normal wear and tear?
A24: Due to the wide variety of projects that are anticipated for this zone, it is in the realm of possibility that a future project will have damage beyond normal wear and tear.
Q25: Are there specific activities required to be performed during “other than normal” working hours?
A25: Depending on the location, type of work, etc., the Task Order Contracting Officer will specify in the Task Order Request for Proposal (RFP) if there are specific activities required to be performed during “other than normal” working hours.
Q26: For a task order, will stamped/signed drawings be required?
A26: Stamped/signed drawings are required for Design-Build, or as stated in the Statement of
Work (SOW).
