Other Than Normal Working Hours (OTNWH) rate
Provide one RSMeans coefficient to be applied to the total for projects proposed to be valued at equal to or less than $3500, up to two decimal places.
COEFFICIENT FOR TOTAL PROJECT, Projects equal to or less than $3500
* SAT: Simplified Acquisition Threshold
Note: Negotiated factors will be applicable during the entire duration of the contract, using the RSMeans prices as of the date of Task Order RFP issuance, for the zip code of the project location, for task orders and task order modifications, when the initial Task Order RFP is limited to contractors in the primary zone.

Divisonal RSMeans coefficient factors, and the single factor for projects proposed to be less than or equal to $3,500, must include all markups, indirect costs, profit, and overhead for both the General and Subcontractors by division factor. General Contractor overhead and profit shall not be listed as separate line items for task order proposals under this contract. Badging costs are considered overhead. Separate subcontractor markup, indirect costs, profit, or overhead within task order proposals will not be allowed.

Divisional coefficient factors and the single factor for projects proposed to be less than or equal to $3,500 should be applied to RSMeans Bare Cost pricing, not RSMeans with O&P already applied.

The Other Than Normal Working Hours (OTNWH) rate should be applied only to the value of labor hours which are proposed to be accomplished outside of normal business hours as stated/required in the task order Statement of Work. This rate will be applied after the labor value has already been burdened via the divisional coefficient factors or the single factor for projects proposed to be less than or equal to $3,500. The OTNWH rate itself does not include again the overhead, profit, or other indirect costs that are already covered by the divisional coefficient factors or the single factor for projects proposed to be less than or equal to $3,500, but can include indirect costs and profit on the OTNWH increase itself.
