About this file
This is an RFI Master Log for federal solicitation 36C78626B0027, documenting the Leavenworth National Cemetery Gravesite Expansion Project. The log contains 35 clarifying RFIs plus one formal substitution request, organized by topic category, with government responses provided for each inquiry.
Key staffing and personnel requirements clarified include: three separate on-site positions (Superintendent, Quality Control Manager, and Site Safety and Health Officer) must be maintained full-time during construction and employed by the General Contractor; the CQC System Manager must be a project manager, not a superintendent; foremen/superintendents require OSHA 30-hour certification while crew members require OSHA 10; and surveyors/engineers must be licensed in Kansas where the project is located. Testing and permits are the contractor's responsibility, including all required laboratory testing and NPDES permitting. The 540-calendar-day contract duration encompasses both base bid and bid option work with no additional time granted if options are exercised. Cemetery operations require the contractor to provide traffic control maintaining at least one open travel lane, coordinate around approximately four daily burials, cease noise-producing work only in disruptive areas during committal services (with weekly internment schedule provided), and utilize the designated CO102 laydown/staging area as the sole government-furnished space. Temporary facilities including trailers and holding tanks remain contractor property and must be removed upon completion. Concrete specifications address subgrade preparation extending 3 feet beyond curb with 6 inches of compacted aggregate, while on-site fill material may be used if it meets specifications and geotechnical report requirements, with the geotechnical report governing in case of conflicts. The contractor must obtain pre-bid site visit authorization, provide black privacy screens on temporary fencing, segregate recycled materials from trash, and directly hire a Control System Integrator separate from controls contractors. The government will not provide CAD files, anticipated NTP dates, or site security; concurrent contracts are ongoing at the cemetery during project completion.

Product Substitution — Metal Lockers
Formal "or-equal" substitution request during bidding stage (Substitution Request No. Spec- 0012274, dated 09/03/2026).
Proposed substitution: Duralife Lockers (mfr. Scranton Products) in lieu of the specified metal lockers.
Submitter certifies the substitution is equal or superior in all respects, carries the same warranty, has equivalent maintenance/replacement-parts availability, will not adversely affect other trades or the progress schedule, and does not affect dimensions or functional clearances.
A/E review/action section is blank (pending). Form indicates no attachments checked (Drawings / Product Data / Samples / Tests / Reports all unchecked), despite certifying supporting data is attached.
Approved equals can be determined during construction submittals.
The NCA equipment guide specifies lockers to be steel, as written in Specification 10 51 13 Metal Lockers.

Spec 230923- G, Note 1 — Control System Integrator
Control System Integrator / Proprietary Controls
Note 1 requires the General Contractor to directly hire the Control System Integrator under a contract separate from the controls contractor.
Is this needed since this is a JCI system and they are the proprietary contractor?
Yes, the requirement to directly hire the Control System Integrator still applies, even if the site uses a Johnson Controls (JCI) proprietary system. In this specification, the "Control System Integrator" is a preselected, campus-standard service entity responsible for the top-end ECC/BAWS programming, graphics, interoperability, and commissioning support, and the General Contractor must retain them under

Spec 31 20 11- 4; Geotechnical Report; ref.
RFI #27
On-Site Material / Engineered Fill
On-site material does not meet the fill requirements in Spec 31 20 11-4. The geotech report appears to provide different requirements for engineered fill / low-volume-change material (USCS GM or CL, liquid limit > 45, plasticity index > 23), acceptable beneath pavement areas and at depths greater than 24" below building finished grade. RFI #27 partially addresses this by deferring to the geotech report. (1) Should the 31 20 11-4 spec section or the geotech report recommendation be followed?
(2) Can on-site material be used for fill except for the 24" zones outlined in the geotech report?
On-site material may be used for general fill provided that: 1. It meets requirements in 31 20 11 and the Geotechnical Report (the Geotechnical Report governs when these two requirements are in conflict); 2. Testing reports are provided for materials used as fills to verify they meet the requirements above. Note: If onsite soils do not meet the specifications, the contractor shall be responsible for hauling in material from an offsite source approved by the government. Testing shall be submitted and approved prior to procurement.
