About this file
This is an RFI Master Log for solicitation 36C78626B0027 for the Leavenworth National Cemetery Gravesite Expansion Project. The document contains 32 clarifying RFIs and one formal substitution request submitted during the bidding phase, addressing specification and contract requirements across multiple disciplines.
Key staffing and organizational requirements established through RFI responses include: three separate on-site positions (superintendent, Quality Control System Manager/project manager, and Site Safety and Health Officer) all required full-time and employed by the General Contractor; OSHA 30-hour certification acceptable for foremen/superintendents with crew members holding OSHA 10; licensed surveyor/engineer required in the same state as the project location. Contractor responsibilities confirmed include obtaining and paying for all required testing, permits (including NPDES), and temporary facilities (trailers with full maintenance and disposal); loading, hauling, and legal off-site disposal of excess excavated material with no on-site stockpile area provided; provision of all traffic control, flagging, signage, barricades, and labor to maintain cemetery operations with at least one travel lane remaining open unless authorized closure with detour signage. Site-specific operational constraints include approximately 4 daily burials at Leavenworth National Cemetery in 2026, with noise-producing construction ceasing only in disruptive areas during committal services; concurrent contracts ongoing during project completion; 540-calendar-day contract duration covering both base and bid option work with no additional time granted if options are exercised; and black-only privacy screens required on temporary construction fencing. Other clarifications address groundwater dewatering, subgrade preparation specifications, temporary facility requirements, waste segregation, stone material specifications, and site security responsibilities, with the Government clarifying it is not responsible for construction site security.
