About this file
This document is a Pre-Bid Site Survey and Pre-Bid Construction Conference record for a federal construction project at Leavenworth National Cemetery. The Department of Veterans Affairs, National Cemetery Administration is managing a gravesite expansion project (Project Number 897CM3025) scheduled for a pre-bid construction conference on August 3, 2026, at 10:00 am CST. The project scope includes construction of 4,471 in-ground casket (IGC) gravesites, 3,600 niche columbarium spaces with an 8,377 square foot plaza, administration building addition and renovations (1,176 SF expansion), cemetery facility condition assessment improvements, and infrastructure enhancements including road and main gate repairs.
The solicitation is structured with a base bid (CLIN 0001) for gravesite expansion with early turnover locations in the northwest portion of the cemetery grounds and a new access road, and an option bid (CLIN 0002) for administration building improvements and site enhancements. The current administration building comprises 1,325 SF on the lower level and 1,856 SF on the main level but requires expansion to accommodate increased full-time equivalent staffing and operational needs, including additional work space, parking, and cortege lanes. Key Rules of Engagement include strict work hours (8:00 am to 4:30 pm), ongoing internments during construction, daily visitor access to the administration building, coordination with cemetery leadership to preserve the sanctity of the national shrine, and recognition of quiet hours. Contracting Officer Dan Kinney (daniel.kinney@va.gov) and NCA Project Manager Brian Ballweg (brian.ballweg@va.gov) are the primary government contacts for questions and coordination.
