About this file
This is a Questions and Answers document for an EHRM Infrastructure Upgrades project at the VA facility in Topeka, KS. The document addresses four key technical clarifications: 1) Requirements for temporary LC to LC multi-mode armored fiber installation between the current and new MCR, with routing distance approximately 480 feet plus elevation changes, 2) Confirmation that cable trays can be filled to the EHRM standard of 40%, 3) Clarification that the 5-year warranty period for fire alarm testing and maintenance applies only to Building 19, and 4) Specifications regarding CAT5e cabling requirements, confirming that OIT guidelines require CAT5e and variances will not be approved, with high pair counts to be achieved through multiple 25-pair cables rather than single large pair count cables.

Government Answers to Contractor questions
1. Q&A Q2 173 states that the contractor is to provide temporary LC to LC multi-mode Fiber from the current MCR to new MCR to relocate the Existing Switches to building 19. Provide the quantity and type of fiber is needed and confirm that supporting this temporary fiber is means and methods.
Response: Armored LC to LC multi-mode Fiber. Length will depend upon final routing. Current serve is on the second floor of main hospital (Building 1). Potential routing down to pipe basement and then through the steam tunnels or above ceiling in the corridor to the new Building 19. Contractor to determine routing of the temporary line. Straight line distance is roughly 480 and then you must add for elevation changes and possible jogs in the line. Contractor to estimate quantity based on project drawings.
2. Q&A Q1 47 - Cable Tray Infill – Confirm the cable trays can be filled to the EHRM standard of 40%. If only 20% is allowed this will require multiple cable trays in the Steam / Tunnel and many of the corridors.
Response: Confirmed
3. Division 28 – Fire Detection & Alarm 283100:
In specifications 28 31 00 -6 it calls for a 5-year guaranty period services that includes annual testing and maintenance. We typically see this on a fire alarm replacement project not an EHRM project. Is the intent to provide testing and maintenance on the new devices in building 19 for 5 years or the entire hospital? If we are going to provide testing and maintenance on the entire hospital, we would need a matrix or test report showing the number of devices that need to be tested.
Response: The 5-year guaranty period only applies to building 19.
4. Division 27 – Telecom:
• Copper riser diagrams TT-600-001 thru 003. These drawing specify using CAT5E ARMM cables in various different pair counts. Industry does not make an ARMM cable that is CAT5e in high pair counts. Does the VA prefer to use ARMM CAT 3 cables which are available in pair counts larger than 25 pair? Or utilize multiple indoor/outdoor rated 25 pair CAT5e cables?
• Copper riser diagrams TT-600-001 thru 003. These drawing specify using CAT5E OSP/PE89 cables in various different pair counts. Industry does not make a OSP/PE89 cable that is CAT5e in high pair counts. Does the VA prefer to use OSP/PE89 CAT 3 cables which are available in pair counts larger than 25 pair? Or utilize multiple indoor/outdoor rated 25 pair CAT5e cables?
“What is listed on the copper one-lines is a total pair count not an actual cable size. These could have been listed differently, for example, 375-pr Cat 5e as (15) 25-pr Cat 5e. Same pair counts, listed different ways. OIT guidelines call for Cat 5e and variances will not be approved.”
