About this file
This document contains questions and answers regarding a federal solicitation for infrastructure improvements to a Veterans Affairs Medical Center campus. The solicitation seeks a general contractor to upgrade facility fiber connectivity to telecommunications rooms, provide redundant fiber runs and mail throughout buildings, design a new data center and remodel several telecommunications rooms, locate spaces for three telecommunications enclosures, and upgrade heating, ventilation, and air conditioning and electrical systems as needed. The contractor will also conduct a physical security assessment and abate hazardous materials in new telecommunications rooms and equipment locations. The period of performance is approximately 365 calendar days with a contract value expected between $10 million to $20 million. The applicable North American Industry Classification System code is 236220 and size standard is $45 million. Questions must be submitted in writing by the stated deadline to the issuing office.

Regarding the below questions please reference: Attachment- 31 site plan fiber runs Bonham
Question E: If our bid should be based on the civil work reflected in Question #71 & Attachment 31 (meaning the existing underground pathways are to be utilized), we request clarification on the following:
• What is the estimated fill level of these existing pathways? Are they all at 50%? Fill level is at 50% or below
• Have these pathways been confirmed as unobstructed, not blocked, or collapsed? The network is operational so soft confirmation is given
• Do these pathways include any internal innerduct, such as Maxcel? Innerduct is presumed to be a construction requirement as these pathways are just conduit.
• In cases where fiber paths traverse tramways and buildings, are there already code-compliant pathways and penetrations in place, or should we anticipate the need for new installations at each of these locations? Anticipate new pathways and penetrations
Question F: The plans specify 24 strand OS2 to each TR. If suitable and space permits, can this be achieved through fusion splice points at junctions? Fusion Splice is the standard at junctions
Question G: The drawings indicate that some areas will receive new TR spaces, yet some of these areas lack new horizontal installation locations while indicating a total number of WAO for that space.
• Are all these WAOs slated for replacement, with locations to be determined during installation, or is it that the headend is relocating without new cable being installed in the area? ALL WAOs are being upgraded as there is no cable other than currently installed WAPs that is at the current VA standard of CAT6A
• Are there any existing cables in TRs that are slated for relocation? If so, is there sufficient slack to move those connections, or will all of them need to be pulled in anew?
Answered above
• What POTS (Plain Old Telephone System/analog phone lines) are present on campus that may be affected by this project? Are they clearly labeled at crucial points, and is there documentation detailing how they are routed through the existing copper backbone? POTS lines (and the copper backbone) are not in scope of this project.
