About this file
This document includes a narrative for a telecommunications infrastructure upgrade project and the related federal contract solicitation. The narrative outlines the scope of work for upgrading fiber optic and copper cabling throughout multiple buildings on a Veterans Affairs medical center campus. Work includes replacing outdated cabling in various telecommunications and server rooms, installing new fiber optic backbone cables, and establishing redundant internet connections. The related solicitation seeks a general contractor to perform infrastructure upgrades such as upgrading facility fiber and providing redundant fiber runs to telecommunications rooms, designing a new data center, upgrading 20 telecommunications rooms, locating equipment enclosures, and conducting security and hazard abatement work. The solicitation is a total SDVOSB set-aside with a response due date between $10-20 million and a one year period of performance.

MCR Internal Structured Cabling (Server Rack Cabling/Cross-Connects)
The MCR-internal structured cabling system shall use a redundant, diversely-routed end-of-row (EOR) HDA distribution model supported by redundant MDAs where the main cross-connect is located as defined by ANSI/TIA 942-B specifications.
All elements of the data center structured cabling system shall be located in the data center installed in overhead cable tray systems. Both HDAs, which serve as the distribution point for horizontal cabling and houses horizontal cross-connects and equipment for connecting to the equipment distribution area and the MDA, should be located adjacent to switching components within the rack to minimize patch cord length and cable management requirements.
All IT equipment will be supported from the HDA elements using the structured cabling system.
All networking equipment will be located in the network channel racks and all server/storage equipment will be located in the server cabinets provided in these designs. NSCs using a server cabinet shall follow a modified structured cabling environment appropriate to the specific requirements of the environment.
The use of top-of-rack (TOR) switches and similar networking equipment within server cabinets is prohibited.
The use of pre-terminated structured cabling elements is required in the data center.
Specification of data center structured cabling (both copper and fiber) requires calculation of total length of the link pathway in all dimensions (orthogonally) from dimensionally accurate plans. Procure structured cabling elements to not exceed 6 ft/2 m at each end from the calculated length to avoid coiling of excess cabling.

Media and patch panel quantities for the computer room structured cabling system are based on the Standard Density server cabinet. Equipment Distributors in standard density server cabinets support A/B redundant cabling with each side consisting of a minimum of 12 duplex LC (two 12-strand MPO cables) and a minimum of 24 UTP cables. Upstream requirements in HDAs and MDAs are based on the quantity of server cabinets in the data center’s master plan.

Redundant, Diverse, Internet Service Provider connection
1. Civil contractor shall place (4’x4’) vault near property line adjacent to Lynn Street, and
(4’x4’) vault near property line adjacent to E 9th Street. See civil plans.
2. Install 2” conduit, continuous, from Building 1 conduit bank penetration to TR 160.
3. Install 2” conduit, continuous, from Building 29 conduit bank penetration to TR B2107.
4. Install (1) 24 Strand OS2, Outdoor rated, fiber optic backbone cable from DMARC ‘A’ room BLDG 29 TR B2107 to VA owned Vaults near the edge of property. See Telecom site plans T-200.
5. Install (1) 24 Strand OS2, Outdoor rated, fiber optic backbone cable from DMARC ‘B’ room BLDG 1 TR 160 to VA owned Vaults near the edge of property. See Telecom site plans T-200.
6. Provide Fiber splice enclosure with labeling in Vaults.
7. Provide 1 splice enclosure per Vault. Coordinate termination with service provider to splice their fiber onto VA owned fiber. (Contractor may have to provide 2 splice enclosures with cross-connect fiber)
8. Coordinate installation of service provider equipment in DMARC rooms and cross connect to MCR DMARC Fiber optic backbone cables.
Reasoning; Having VA owned fiber near property line allows VA to manage their own connection locations for security and management purposes. Eliminates Service Providers tendency to require DMARC location in basements or floor locations that take up excessive space and potentially reside in flood prone areas.

Construction Phasing
This project involves working in and re-configuring mostly occupied and active data closets and spaces. New data cabling will be installed to replace or augment existing locations in possibly occupied areas. In addition, because it is a hospital, most circuits are considered critical and cannot be interrupted at random. Therefore, this work will require careful coordination with both the departments being affected and the hospital IT department.
Because of the critical nature of these data circuits, night work may be required in some instances and extra care will need to be taken so as not to create excessive noise, dust or debris.
The most effective method of achieving this is to completely re-do one section of a floor at a time. This would entail moving personnel currently occupying the area to a temporary “swing” area and then moving them back after their area has been completed.
In each area the work consists of rough installing of the new cable, (unterminated and coiled for future extension to the work station) and terminating the new cable onto the new CAT6A patch panels in the associated TR. The next step is to extend and terminate the new cable at each station and then testing the cable. Once all the cables in the work area have been tested and certified, all the old cable can be demolished all the way back to the TR.
In most cases, work in the data closet can be confined to the TR room itself. Work in these spaces can be performed during regular hours and will only cause minimal disruptions to the area. Small areas outside the data closet can be blocked off to provide a safe working space.
Extreme care must be taken to ensure that no data circuits are disrupted. The contractor will need to be immediately responsive to restore any service interruption due to accidental disconnects/cuts.
In addition, extensive work will likely be performed in main corridor areas, and this will create disruptions to the flow of personnel in and out of those areas. Care will need to be taken to protect personnel and guests from dust, hazardous materials and falling debris. This will probably involve ICRA procedures.
