Q2: Please confirm Section 13 05 41 Seismic Restraint Requirements for Nonstructural Components does not apply for this project in San Antonio’s seismic zone of Zero (g=0.0).
A2: Confirmed.
Q3: Please confirm if the QC Manager has sole duties and cannot share duties as Superintendent.
A3: Confirmed. The QC manager shall have sole duties and cannot share duties as Superintendent.
Q4: Plan GI005 Construction Safety Note 1 calls for temporary construction barriers of 1 hr fire rated gypsum wall to bottom of chord of truss or to junior beams with rated poly barrier to deck.
There are many MEP systems in this facility running below the junior beams, making temporary drywall partitions difficult. Instead, can the poly rated barriers be used from ceiling height to deck?
A4: Poly rated barriers are acceptable from ceiling height to deck.
Q5: Demotion Legend (typical) AD 406 show Temporary Construction Barrier references F5/AE523. Where is Sheet 523 and the detail F5?
A5: Reference should be to F1/AE551.
Q6: Detail F1/AE551 shows a construction barrier wall. Is insulation required in these temporary walls? Type?
A6: See reply to Q5. Yes, these walls will require acoustical insulation, unfaced mineral fiber batts or blankets, ASTM 665, Flame Spread Rating: 25, Smoke Developed Rating: 450.
Q7: Sheet Note 4/AE108 tells bidders to assume the roof is asbestos. Is this correct. There is no section 02 82 13.21 Asbestos Roofing Abatement referred to in Note 4.
A7: SECTION 02 82 13.21 will be provided by addendum.
Q8: The performance period of 365 days is insufficient. Request the performance period be changed to 720 days.
A8: The SOW allows for 18 months (545 calendar days) due to long lead times.
Q9: What is the specification or basis of design for the Waterproofing sheet Keynote W18 on Plan AE521?
A9: Rubber type sheet formed of non-reinforced, homogeneous, impermeable, sheeting compound reduced to thermoplastic state, resistant to fungus, mildew and bacteria, not less than 1.5 mm (60 mils) thick. Install per manufacturer’s instructions.
Q10: Please provide make, model and colors of existing wall protection and railing to match per Keynote W21 on Plan AE521.
A10: Please disregard this note, as there is no wall protection and railing installation anticipated. If any requires removal, it should be salvaged for reinstallation.
Q11: Where would the concrete pad at Condensing Units apply (see D3/AE551)? Not on the roof???
A11: Refer to Sheets MN-100 for location of split system condensing unit that are install at grade; this detail would apply to those.
Q12: Attachment 1(c) Drawings – Mechanical and Attachment 6 Mechanical Cut Sheets are the same file when opened. Is this intended?
A12: This was not intended. The correction has been made, and the correct Mechanical Cut Sheets have been uploaded to SAM.gov, and the duplicate incorrect file was deleted.
Q13: TY401 typical General Note 6 refers to CCTV system conduit rough-in, but no CCTV system is shown or specified. Is Note 4 Not Applicable?
A13: New cameras in TR's and Datacenter (as shown on plans) to be connected to existing Base Building CCTV system. Rough-in for cameras to be by electrical contractor per note #6.
Q14: TY401 typical Vendor Contact Information Note refers to locations of security cabinets by others with no locations. Where should we assume the cabinets are located? Without some more specific information, the scope of work is indeterminate and cannot be included in bids.
A14: New security system project was on-going at time of design. VA to provide update on new security installation and provide as-builts showing head-end equipment locations. For bid purposes, assume 300 ft cable run length from camera to security switch.
Q15: TY401 General Note 3 (typical) refers to shop drawings by “Base Security System Vendor”. Confirm this vendor and his shop drawings are Not In Contract.
A15: Security system work is to be performed by security system contractor (vendor) under contract for the medical facility campus. Security system should not be modified by Division 27 contractor without involvement from the base building security contractor.
Q16: MN 424 shows Fire Suppression (Clean Agent and Wet Systems) in Data Center Room I100.2. What fire protection is intended for New IT Operations I100.1 and Office I100.1B?
A16: There is existing sprinkler coverage in the old data center/new IT office area that should be revised as necessary to provide sprinkler coverage for the new IT offices per NFPA 13.
Q17: Mech plans use symbol “FP” see MN 406 and pipe on MN411 are typical. What is intended by FP?
A17: FP is Fire Protection and indicates sprinkler piping.
Q18: Fire Protection Note 12 Sheet M000 calls for paint on exposed Fire Protection Pipe?????
A18: Yes.
Q19: Wall Types Sheet AE521 Note 10 states that if a wall type is not shown, assume wall type
10. There are several wall type 10. Which is intended Wall Type F1D or F1A?
A19: Use F1D where there is an interstital deck above and F1A elsewhere.
Q20: Wall Types Sheet AE521 Wall Type 10 F1G. There is an Interstitial Floor Deck only in the newer G wing of the hospital. Most areas have an open Interstitial space above the ceiling.
Please confirm Wall Type 10 F1G wall terminates at the bottom of truss or junior beams with sheetrock 6” above ceiling.
A20: Coordinate with room sections on sheets AE351 through AE355. Gypsum wallboard can terminate at hardlid in TR and 6" above t-bar ceiling at adjacent spaces.
Q21: F1/AE551 One Hour Construction Barrier shows a metal stud wall with insulation and sheetrock on both sides extending above the existing wall. Installing sheetrock above occupied spaces with acoustic lay-in ceilings is unnecessarily expensive and potentially disruptive to the occupants. Can fire rated poly barrier be used above existing walls for the Construction Barrier?
A21: Fire rated poly barriers are acceptable above existing walls and ceilings.
Q22: C5/AD403 Note D01 in Room C132 shows floor under racks to remain. C3/AE403 Room c132 Note A24 calls for new SDT flooring. Is this new floor just around old floor to remain?
A22: Existing floor shall be removed and trimmed tight to the rack base. The new flooring will be installed tight to the rack base. There will be old flooring under the existing racks.
Q23: Detail 5/TN480 shows to remove all low voltage equipment and none shown to be installed, while Sheet GI003 shows Room C132 listed for MEPT upgrades, but none shown.
Room looks to be abandoned with painted finish, plywood and DST per Finish Schedule. Please clarify scope and finish for this room.
A23: All horizontal cabling in C132 will be removed and new data cabling will be served out of alternate rooms as shown. Only the cabling and patch panels will be removed from the room. All other equipment will remain.
Q24: GI005 Sequencing Note 4B is unrealistic in limiting work to 3 telcom rooms at a time and impossible in having each room only 10 calendar days to complete. Please delete Note 4B by amendment.
A24: This will be clarified in an addendum that is forthcoming.
Q25: Section 01 45 00 Quality Control paragraphs 3.4 provides an experience matrix for 10 (ten) additional QC personnel of which many are not applicable to this project. Please confirm only one full time QC Manager with at least 10 years of construction experience will suffice and that the additional QC Managers are not required.

Q26: Please indicate which FF&E items listed on AE408 Legend (if any) are by contractor.
A26: FF&E items listed on AE408 Legend starting with "F", "M", "R", "T", and "U" are VA provided and installed (NIC). Items starting with "C" are contractor furnished and installed.
Q27: Please confirm fire sprinkler protection is not required above the data center ceilings.
A27: Sprinkler coverage above the data center ceilings is not expected to be necessary.
Q28: Confirm storm drain piping indicated to be demolished on sheet MD400, is abandoned storm drain and not in service.
A28: Confirmed.
Q29: Where new cat-6a cabling is required to replace existing cabling, please confirm there is existing in-wall conduit and backbox to be re-used. If any new in-wall conduit and associated wall patching is required, please clarify locations this will be required.
A29: Data outlets labeled "C#-E" will keep their existing backbox and conduit, while data outlets labeled "C#" will require a new backbox and new conduit. See room A304.9 on sheet TN166 as an example of an outlet that requires a new backbox and conduit. It is the responsibility of the contractor to verify the locations and quantities of all data cabling.
Q30: What is the “Owner Provided Equipment” on the horizontal copper diagrams of each TR?
See TN430 for example.
A30: This is equipment provided and installed by the VA.
Q31: Is phasing required between the existing and new data centers? If phasing is required, will the new data center be required to be in service prior to work being able to start in the existing data center to convert it into the IT offices space? If so, how much time will the VA require to move into the new data center?
A31: The datacenter must remain operational at all times. This will require phasing. It is the responsibility of the contractor to develop the phasing plan for the cut over from old to new datacenter. It is anticipated that IT staff will be housed in a temporary trailer provided by the contractor for the duration of construction activity in the datacenter/new IT office areas.
Q32: Can as-built drawings (including structural) be provided of the area where the new data center is being located?
A32: Digital copies of the datacenter as-builts do not exist and cannot be provided at this time.
Q33: Please confirm normal work hours will be allowed for the performance of the project. If any after-hours work is required, please identify so that this can be included in the bid.
A33: Normal work hours will be utilized during this project. Exceptions for after hours or weekend work include, but are not limited to, electrical/data shutdowns or outages, access to specific areas, work that produces excess sound or vibration, etc.
Q34: Keynote T13 on AE351 and keynote F2 on AE408 indicates to see Telecommunications and Fire Protection drawings for the clean agent fire protection system. Not found on telecom and plans labeled fire protection are not provided. Mechanical drawing MN424 shows a clean agent fire suppression system in the data center room. It also shows fire sprinkler coverage for this room as well. Note indicates the data center shall be served from a single main with a new butterfly valve and associated monitor switch wired to the fire alarm system.
a. Please identify the existing single main on a floor plan. Can as-built drawings be provided?
b. Please identify location of the main security room on a floor plan (reference Section 28 31 00 paragraph 1.1.E) for tying in new fire alarm panel to the main facp.
c. Please verify fire alarm wiring in the data center is to be class b?
d. Please provide the new data center fire alarm control panel sequence of operations schedule to include clean agent system, smoke dampers, fire dampers, pulls, EPO…
A34: Fire protection scope is included with the M sheets. Refer to sheets MN400 through MN 424 and associated division 21 specifications for fire protection scope.

Q35: At the data center where the clean agent system is required, will contractor be required to seal the walls to the deck above and to seal around all the existing steel framing, ductwork, piping, conduits, etc. (very difficult), so that the clean agent gas will be contained in the event of a discharge and pass a pressure test for the room?
A35: Yes, the room shall be sealed as necessary to pass the room enclosure test, per NFPA 2001 Annex C. Refer to specification section 21 22 00 paragraph 3.3.
Q36: In the event of a clean agent discharge, will the clean agent be exhausted from the room after the fire is extinguished?
A36: No.
Q37: If the exhaust duct in the data center requires a smoke damper during clean agent discharge, please provide drawing showing the damper and what should control the damper.
A37: A damper is not required as the duct is not open to the space.
Q38: Can cut section plan details of the data center ductwork be provided to include return and exhaust duct and connections to server racks?
A38: A section can be provided, if necessary, but the following is the general layout description which should provide clarification:
- The existing ducts passing through the space at the plan south are high in the ceiling, essentially tight to structure.
- The new CRAC return ductwork is at one level and at a height below the existing ducts noted in the item above.
Q39: There are four crac units in the data center room. Are some redundant units and not running all the time? How and when should these units run? Please provide mechanical controls diagrams.
A39: All four units are expected to operate together all the time. If a unit is inoperable the remaining three units are sized for the 100% expected space load. Refer to sheet M700 for control diagrams.
Q40: When replacing cabling to the thousands of data outlets required on this project, will the VA relocate all furniture including pre-wired workstations for access to the outlets in each room?
A40: This will be the responsibility of the contractor.
Q41: Will data cabling be required to be replaced in medical headwall units on this project? Can photos, locations and counts be provided for cabling replacements at medical headwalls?
A41: All data cabling will be replaced unless otherwise noted. This includes medical headwalls.
It is the responsibility of the contractor to verify the locations and quantities of all data cabling.
Refer to the technology cabling plan on T000 for additional information.
