About this file
This document is a combined synopsis/solicitation for a federal contract opportunity for an Arc Flash Analysis at the VA Loma Linda Healthcare System.
The Department of Veterans Affairs (VA) is seeking to purchase an Arc Flash Analysis for the VA Loma Linda Healthcare System. The contract will be set aside for 100% Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with a base period of performance from September 1, 2024 to August 31, 2025. The contractor will be required to provide all labor, materials, and equipment to conduct the Arc Flash Analysis, including collecting electrical data, performing the analysis, providing a detailed report, and placing Arc Flash warning labels on the evaluated equipment. Key requirements include compliance with OSHA, NFPA 70E, and IEEE standards, as well as providing qualified personnel and submitting deliverables within 30 days of work completion. Proposals are due by August 23, 2024, and the contract will be awarded based on a comparative evaluation of price and past performance.

Note 1. Based on conversations with Cooper Power Systems - The predominant supplier of medium voltage transformer fuses - the use of Dual Sensing bayonet fuses in series with isolation links provides adequate transformer and downstream system protection. The bayonet fuses provide downstream overcurrent protection as well as overload protection. The isolation link provides very fast response to high current transformer faults. Based on this information, and the lack of nuisance tripping, it appears that this combination of fusing is working properly, and our recommendation is to keep these fuses as-is.
