1. EXECUTIVE SUMMARY
1.1 Introduction
This report details the results of the power system engineering study for the VA
Hospital Community Living Center 2 expansion in Loma Linda, CA. The objective of this section is to briefly summarize the results of the study and point out critical issues and results. Refer to Sections 2-4 for the study details.
The electrical distribution system for the VA Community Living Center 2 expansion consists of a 600A main distribution switchboard (“MSB-CLC2”) served from a 600A breaker in existing switchboard MDBU. The distribution system also consists of a 250A enclosed circuit breaker (“CB-EM-CLC2”) served from a 250A breaker in existing switchboard SBCM.
See Section 5 for the study one-line diagram.
1.2 Power System Study Results
1.2.1 Short-Circuit Results
Of the nineteen equipment locations evaluated, all were found to have device interrupting ratings appropriate for the maximum three-phase short-circuit current to which they could be subjected. See Section 2 for the short-circuit study results.
1.2.2 Protective Device Coordination Results
Settings recommendations have been made for fourteen adjustable devices to ensure optimum selectivity, reduce arc flash incident energy, and protect equipment. Overall, the coordination study showed that acceptable levels of selectivity were achieved among devices in the system.
The protective devices in the power system should be set as recommended in
Table 3, Section 3 of the report.
1.2.3 Arc Flash Risk Assessment Results
Nineteen locations were analyzed to determine the level of arc flash incident energy to which personnel would be exposed during an arc flash event. All locations were determined to be less than 8 cal/cm2.
As stated in NFPA 70E-2015 Article 130.7(A), Informational Note No. 1 the
PPE requirements of NFPA 70E do not address protection against physical trauma other than the thermal effects of an arc flash. Protection from arc flash hazards can best be provided by working only on circuits or equipment that have been placed in an electrically safe work condition.
1.3 Power System Study Recommendations
1.3.1 Protective Device Coordination Study
All adjustable protective devices should be set per the settings table in Section
3.
1.3.2 Arc Flash Risk Assessment
Per the 2015 edition of NFPA 70E-2015 Article 130.5(2) the arc flash risk assessment shall be updated as follows:
• Intervals not to exceed five years.
• When a major modification or renovation takes place.
It is recommended that a plan is implemented to schedule a review of the arc flash risk assessment for the entire VA Loma Linda campus by 2021 or when a major modification or renovation takes place.
2. SHORT-CIRCUIT ANALYSIS
2.1 Background and Procedures
A power system short-circuit analysis is used for the following:
• To compare the calculated maximum fault currents with the interrupting ratings of overcurrent protective devices such as fuses and circuit breakers.
• To investigate applicable, short-circuit series ratings and the protection of electrical equipment by current-limiting devices.
• To verify the ability of equipment such as disconnect switches and plug-in busduct, to withstand the effects of the calculated maximum fault current levels.
• To assist in the selection and/or determination of settings for relays and circuit breakers.
• To provide input (along with overcurrent device operating characteristics) to an arc flash hazard analysis.
This study uses SKM power system analysis software to calculate the maximum available three-phase, RMS symmetrical, short-circuit amperes at each equipment location in the system. The calculation procedures are based on recommendations included in ANSI/IEEE standards C37.13, C37.010, and C37.5.
The equipment evaluation provided in Table 2 compares the short circuit current rating (SCCR) of the protective devices to the available fault current at each equipment location in the electrical distribution system. The interrupting rating of the protective devices must be greater than the calculated fault current available at the equipment location to pass the equipment evaluation. When the criteria limits are met the equipment evaluation status is set to “pass”. However, when the limits are exceeded the status is set to “fail” and these devices are over-dutied. The equipment evaluation is essential to determine if the breakers are rated to operate safely to interrupt and isolate fault currents with minimal disruption to the overall power system.
NEC section 110.9 requires protective devices to have interrupting ratings sufficient to handle the available fault current at the line terminals of the equipment. For locations where the calculated fault currents exceed the interrupting ratings of protective devices, recommendations for corrective action are provided.
For equipment with series ratings, the maximum duty rating is calculated using the series rating rather than the respective device interrupting ratings.
NEC-2017, Article 110.24(A) requires that service entrance equipment is labeled with the following information:
• Maximum available fault current.
• Date on which the fault current was calculated.
Article 110.24(B) adds that if there is a modification that may change this fault current value, it must be recalculated. The field marking must be updated to reflect the new value of maximum fault current.
Equipment short-circuit withstand and protective device interrupting ratings are expressed in symmetrical RMS current. However, power system inductance introduces a degree of asymmetry for at least the first few cycles of a fault. The magnitude and duration of this asymmetrical component depends on several factors, including characteristics of system components (conductors, transformers, and loads) and the exact point on the current waveform when the fault begins. The level of asymmetry differs from phase to phase in a three-phase system. Because of the uncertainty in asymmetry for a given fault event, the capability of devices to interrupt asymmetrical fault currents is based on the maximum possible asymmetrical fault current level at the point of application in the power system. The more inductive the circuit, as measured by the calculated system X/R ratio, the higher the magnitude of the asymmetrical component. If the calculated X/R ratio exceeds a specified value, then the increased asymmetrical duty must be considered when breaker ratings are evaluated.
Low voltage circuit breakers and fuses are tested to establish their interrupting ratings based on a circuit with a fixed X/R ratio, as defined in UL and ANSI product standards. For example, an ANSI low voltage power circuit breaker is tested in a circuit with an X/R ratio of 6.591. If this breaker is applied at a system bus with a calculated X/R ratio of 6.591 or less and the calculated RMS symmetrical fault current is within the symmetrical interrupting rating of the breaker, then it is assumed that the breaker is also able to interrupt and withstand the asymmetrical current resulting from a fault at that location. If a low voltage power circuit breaker is applied at a location with an X/R ratio greater than that of the design test circuit, the calculated fault current must be multiplied by an adjustment factor that accounts for this increased X/R ratio at the point of application. This resultant fault duty, which is greater than the calculated fault current, is then compared to the breaker’s interrupting rating to determine if the breaker is rated adequately. Different classes of low voltage breakers have different test X/R ratios, and each type has its own set of multiplication factors. Design test circuit power factors and associated X/R ratios are given in Table
1. See IEEE standard 1015-1997 (Blue Book), IEEE Recommended Practice for
Applying Low-Voltage Circuit Breakers Used in Industrial and Commercial Power
Systems, for additional details.

For power circuit breakers, the power factors are taken from ANSI/IEEE standard
C37.13. For molded case circuit breakers, the power factors are taken from
NEMA standard AB1. Since the NEMA standard specifies a range of test circuit power factors, the highest value (lowest X/R ratio) is used to determine the multiplying factor. This produces the most conservative (largest) multiplying factor.
2.2 Power System Modeling for Short Circuit Calculations
Short-circuit currents were calculated for a three-phase bolted fault at each bus shown on the one-line diagram found in Section 5.
To model the system for worst-case fault currents all motor contributions were added.
The following study cases were applied.
• Study Case No. 1 – MDBU as short-circuit source.
• Study Case No. 2 – SBCM as short-circuit source (only used to determine fault duty of CB-EM-CLC2, GUTTER TROUGH, CB-L, CB-C, and CB-EM-CLC1).
2.3 Data for Short Circuit Calculations
2.3.1 Power System Data
Input data for this study was obtained from the following sources:
• Contract drawing E-611
• Calray Electric
• The maximum available three-phase and line-to-ground fault currents and associated X/R ratios were obtained from the Short-Circuit, Overcurrent
Device Coordination, & Arc Flash Hazard Analyses performed by
Schneider Electric Engineering Services, LLC March 22, 2016 (Job
Number Q2C: 37151901)
2.3.2 Assumptions
The following assumptions were used in modeling the power system, and ensure conservative, worst-case results:
• All motors were assumed to be running.
• Motor subtransient reactance is assumed to be 17%.
• Motors rated less than 50 hp were modeled as lumped groups.
• System voltage is modeled at 100% nominal.
See Section 7 for detailed input information.

3. PROTECTIVE DEVICE COORDINATION STUDY
3.1 Background and Procedures
The protective device coordination study systematically applies current actuated protective devices (circuit breakers, relays, and fuses) to achieve an optimal compromise between equipment protection and power system selectivity.
The time-current characteristic curves (TCCs) were developed using SKM
CAPTOR software module. The protective device coordination study was performed in accordance with IEEE Standard 242-2001 (Buff Book), IEEE
Recommended Practice for Protection and Coordination of Industrial and
Commercial Power Systems.
Using the appropriate maximum fault currents, the TCCs were plotted as operating time versus current magnitudes on a log-log scale to show protective device operating characteristics and coordination among these devices.
Consideration was given to provide both selective isolation of faults and maximum protection of equipment such as switchboards, panelboards, cables, transformers, and motors.
To achieve optimum protection and selectivity, protective device settings should be high enough to allow the continuous full-load operation of cables and the equipment they supply, and to tolerate temporary power system disturbances such as transformer and motor in-rush currents. However, the settings should be low enough to provide overload and short-circuit protection under minimum fault conditions.
3.1.1 Coordination Objectives
Develop time-current coordination curves to derive coordinated settings for adjustable protective devices at the VA Loma Linda
Community Living Center 2.
3.1.2 Coordination Results
Analysis on the normal power branch begins at the 600A main distribution switchboard (“MSB-CLC2”) served from a 600A breaker in existing switchboard MDBU. Analysis on the emergency branch begins at the 250A enclosed circuit breaker (“CB-EM-CLC2”) served from a 250A breaker in existing switchboard SBCM.
As shown on the TCCs, each device curve is tagged with an arrow and label referencing its location on the plot's individual representative one-line diagram. This label also references the device to its’ specific manufacturer information, including ratings and settings, as indicated in the text box on each plot. The device time-current characteristics are truncated at maximum through-fault current for a downstream fault.
Efforts were made to provide the best coordination possible with the new protective devices. Areas where breaker trip curves overlap indicate areas of possible non-selective breaker operation. Where possible, efforts were made to reduce non-selective breaker operation while maintaining adequate system protection. In some cases, because of device limitations, little can be done to improve device selectivity.
Such device limitations include the fixed operating characteristic of a fuse, the built-in instantaneous or instantaneous “over-ride” elements of molded case circuit breakers, and the limited instantaneous trip range of trip units with an instantaneous trip function.
In cases involving redundant/series protective devices, non-selective breaker operation is of little or no concern. Protective devices are redundant if, regardless of which device opens, the same system outage occurs. Often, to improve overall system protection and coordination, redundant devices are intentionally set to overlap one another.
3.1.3 Coordination Recommendations
All new adjustable protective devices at the VA Loma Linda
Community Living Center 2 should be set per Table 3.
3.1.4 Time-Current Characteristic Plots
Refer to the following pages for the plotted coordination curves, which graphically demonstrate the degree of selectivity and protection obtained.
In some cases, a single TCC may be applicable to several locations in the system, where each location utilizes substantially similar devices, and serves similar loads.

4 ARC FLASH RISK ASSESSMENT
4.1 Background and Analysis
The 2015 edition of NFPA 70E requires that an arc flash risk assessment be performed to determine if an arc flash hazard exists, the arc flash boundary, and the PPE to be used within the arc flash boundary. NFPA 70E also requires that the risk assessment be updated when a major renovation or modification to the electrical system occurs. Any modification to the power system that could cause a change in the available short circuit current or operating time of overcurrent protective devices (OCPDs) requires an update. In addition, NFPA
70E requires a periodic review (no more than five years) to determine if any changes have occurred that could change the assessment.
The severity of an arc flash event is dependent upon the operating time of the
OCPD which isolates the fault and the magnitude of the arcing fault current.
SKM calculates the arcing fault currents at protective devices using equations defined in IEEE Standard 1584-2002, IEEE Guide for Performing Arc Flash
Hazard Calculations. Arc flash incident energies in cal/cm2 at working distances defined in IEEE Standard 1584 are then determined. Appropriate arc rated (AR) PPE can then be selected. The purpose of arc rated PPE is to protect personnel working on energized equipment from the onset of a second-degree or just curable burn. An incident energy level of 1.2 cal/cm2 is considered the energy threshold for a second-degree burn. IEEE 1584 is applicable only to three-phase arcing faults (although single-phase or phase-phase arcing faults are generally expected to escalate to three-phase faults), and does not consider the effects of arc blast or other by-products of an arcing fault such as dangerous sound levels, molten metal droplets, and toxic vapors.
Arcing durations are capped at 2 seconds per IEEE 1584 Annex B.1.2.
Situations where a 2 second cutoff may not be appropriate include workers in a lift bucket inspecting or operating overcurrent devices in elevated plug-in busduct, or in other locations where escape from the arc flash boundary during an arc flash event is not possible. An internal VA Loma Linda contingency plan should be developed to address these situations.
NFPA 70B and 70E address the issue of equipment maintenance and its potential effect on the arc flash boundary and selection of PPE. The results of this study assume that existing protective devices have been properly installed and maintained, and will operate within their specified tolerances to clear faults from the system. Non-functioning OCPDs can allow arcing faults to persist for longer than normal, resulting in elevated incident energy values.
It is important to note that the calculated arc flash incident energy levels and arc flash boundaries do not pertain to the shock hazard that exists near all energized electrical equipment. NFPA 70E 130.4(A) requires a shock risk assessment to determine the voltage to which personnel will be exposed, the boundary requirements, and the PPE necessary to minimize the possibility of electric shock to personnel. NFPA 70E Tables 130.4(D)(a) and 130.4(D)(b) provide approach boundaries for nominal system voltages.
IEEE 1584 states that during testing, arcs on 208V systems were difficult to sustain, and arc flash levels on systems operating below 240V served by transformers smaller than 125kVA are “not a concern”. NFPA 70E-2015 article
130.5 Informational Note No. 5 refers to IEEE 1584 for more information regarding arc-flash hazards for three-phase systems. Based on these guidelines from the industry consensus standards, buses operating at less than 240V served by transformers smaller than 125kVA are assumed to have an incident energy of
1.2 cal/cm2.
4.2 Results and Recommendations
The results of the arc flash hazard analysis are given in Table 4. It is important to note that both large and small available short-circuit current magnitudes could result in higher available arc flash incident energies. If the available short-circuit current increases without a decrease in the opening time of the overcurrent protective device, the arc flash energy will increase. If the available short-circuit current decreases, resulting in a longer opening time for the overcurrent protective device, arc flash energies could also increase. Thus, two arc flash fault current scenarios were considered. The results in Table 4 show the worst-case for each respective equipment location included in the study.
Arc flash scenarios:
1. Utility source (MDBU)
2. Emergency source (SBCM)
The protective devices at the VA Loma Linda Community Living Center 2 were set as low as possible to reduce incident energy levels and still provide adequate coordination as required by NEC article 517.31(G).
