Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.

1.2 GENERAL INTENTION

A. The Chiller Infrastructure at the VA Central California Health Care system at 2615 E.

Clinton Ave. Fresno, CA 93703 requires updating, and corrections. This project is to increase the size of the chilled water piping system from the chilled water plant to Building

1 (the Main Hospital Building) to increase the distribution capacity for the main hospital. It also includes the installation of one additional chiller (Chiller 4) in the chiller plant to increase the chilled water capacity for the campus. Additionally, distribution of the chilled water system, and future utility systems, shall be located in overhead duct banks contained within a visually attractive, concealing pedestrian canopy. This necessitates the replacement and expansion of the existing pedestrian canopy system as shown on the drawings. It is noted that hospital operations must not be impacted by this project.

Therefore, an alternate pedestrian route has been identified for temporary or permanent construction depending on Additive Alternate execution. The scope also includes the removal and replacement of manhole/vault #7 along with providing new medium voltage feeders in new concrete duct bank to the new location. Additionally, corner drains will be added manhole/vault 5 and the B24 breezeway concrete floor will be resurfaced.

Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the removal and replacement of the existing pedestrian canopy system, associated infrastructure, chillers, and commissioning as required by drawings and specifications.

B. Visits to the site by Bidders may be made only by appointment with the Medical

Center Engineering Officer.

C. Offices of Triple C – The A&E Group with offices at 4401 Atlantic Ave. Suite 200, Long

Beach, CA. 90807, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without

01 00 00 - 3 affirmations by Contracting Officer or his duly authorized representative.

D. All testing shall be by certified testing laboratories subcontracted by the Contract.

The Government shall not be required to contract testing for any trade.

E. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

F. Due to the phased approach of this project phased, commissioning will be required.

This will require acceptance and warranty start dates to vary. Contractor is to provide a schedule showing phased turnover, commissioning, acceptance, and warranty start by phase as indicated in the Contract Documents. VA acceptance of this schedule is required prior to the start of work.

G. Contractor to provide a third-party Mechanical Controls Engineer to perform complete calibration, programming, start-up, testing, demonstrations, instructions and training services required by the specifications, including (but not limited to): 01

45 00, 01 91 00, 22 08 00, and 23 08 00. Contractor to submit Mechanical Controls

Engineer qualifications, past experience and proposed responsibilities to the

COR/AE for review.

H. Comprehensive 3rd party inspections, testing and written reports for all Divisions (paid by the General Contractor). Contractor shall employ third party inspection consultants to perform all inspections required by this contract. The VA has no inspection capability. Any reference to VA inspections shall be by a third-party inspector qualified to perform the work.

Credentials shall be supplied to the VA/AE as required by this contract. All inspections, testing, certifications, and permits are to be paid for by the General Contractor. An air quality permit is required for the generator. The VA will not pay for or perform any required inspections. VA inspections are for VA use only, when performed, and do not reduce the inspection burden on the Contractor. Third party inspection services must be submitted for acceptance by the VA after award. Submission to include resumes of inspectors, with alternates, projected days on site, qualifications of inspectors showing similar projects, related portfolio, and description of communication protocol with Owner.

Acceptable 3rd Party inspectors include the following:

POC shown on the drawings are to be provided and coordinated with future projects detailed on the campus utility master plan and other future planned work detailed by the

COR. This includes provision for future overhead and eyebrow utility chases as shown on the drawings.

Existing utilities to be relocated/rerouted are enumerated on the contract drawings.

Contractor to perform complete survey to ensure conflicts between existing utilities and new canopy structure are avoided and new routing is provided with temporary utilities when to ensure minimal impact on hospital operations. All utility shutdowns are to be coordinated with COR minimum 30 days in advance. Contractor to also provide temporary pedestrian

01 00 00 - 6 walkways during construction, as shown on the drawings, to maintain 100% pedestrian access.

Further, the base bid also includes refurbishing the existing polished concrete slab under the B24 breezeway and the addition of drains to electrical manhole/vault #5 to mitigate standing water in the vault.

All systems are to be commissioned as new with re-commissioning after one year from

Government Acceptance.

A. CLIN 0002 - ITEM II: ADD ALTERNATE NO.1: Provide additional canopy routed from

B22/B31 sidewalk south along west side of B31, then along south side of campus and south of the B24 breezeway, see plans for routing.
