SOLICITATION 36C26118R0487_3
AMENDMENT 001
PHASE II CHILLER INFRASTRUCTURE SYSTEM
05/16/2019 – 05/30/2019
Q1: The fbo.gov listing narrative for this project shows the estimated project cost at $5,000,000 to
$10,000,000. The RFP, SF 1442, Block #10 shows the project magnitude at $10,000,000 to
$20,000,000. Will the VA clarify the actual order of magnitude for this project?
A1: The correct range of magnitude for this project is $10,000,000 to $20,000,000 as specified in the
Request for Proposal (RFP), SF 1442, Block #10.
Q2: In Section M par 8. d it stats that we must include a resume and signed letter of intent for each member of our project team. With this project not bidding until 6/17/2019 and with the VA having 120 days to accept the proposal, it is difficult to guarantee where each of our project staff will be. To satisfy this requirement can we submit multiple people for each position that way if one is not available an alternate will have already been approved?
A2: The Government is looking for compliance of the SOW, Specs, and Drawings:
Under Section M: Evaluation Factors For Award | Information Regarding Bidding Materials &
Solicitation | 7. Proposal Format | b. Page limits for Technical submission (Key Personnel, Prime
Previous Experience, and Safety Rating) is ten (10) sheets printed front and back.
Furthermore, under 58 (1. Introduction | b. the Government states: In order for offers to receive full consideration for award, offerors should ensure that the information and documentation furnished in support of the price proposal and of the technical proposal are current, factual, accurate, and complete.
Q3: Specification Section 01 91 00 – General Commissioning Requirements, Page 16, Part 1.9 – VA’s
Commissioning Responsibilities, Paragraph A indicates that the VA will hire the Commissioning Agent
(CxA) under a separate contract. Will the VA confirm that they will hire the CxA and that this will not be a cost to the Contractor?
A3: Confirmed.
Q4: Sheet A-101.4 note 1 says to provide a temporary pre-engineered pedestrian canopy. I am unable to find any details for this temporary canopy or any type of a description other than it needs to be 10’ clear.
Will the government please provide a detail, or basis of design for what they expect?
a. Does the roof need to weather tight?
b. Does the roof need to prevent falling objects?
c. Does it only need to have overhead cover, or does it need side cover? If yes one side or two?
d. How tall does it need to be?
e. Will a aluminum scaffold type walkway & cover be ok or are you wanting something more decorative?
f. Does it need lighting in it? If yes where are we to get power from?
g. Does it need fire protections in it? If yes where are we to get the fire protection water from?
h. Does all of the walkway need to be elevated or just at locations where there is a drainage issue?
i. What is the walkway construction? Will it have flooring?
j. If it is to be fully elevated, does it need ramps down to transition off of it?
k. If it does need ramps at what locations do you want ramps?
l. Do the ramps need hand rails?
m. Does the VA consider the temporary walkways as a Design-Build element? If so, what are the expected deliverables and schedule?

Q5. Detail D7, Column Type 2, on Sheet A-501 is unclear if the architectural concrete cover is CIP or precast, but the Detail directs you to Sheet A-503. Detail F1 on Sheet A-503 indicates the architectural concrete cover is CIP. Sheet A-904 lists several precast concrete companies and indicates precast products at soldier columns, BBQ area column bases & surround, seat wall cap, curb at column bases, and sidewalks. Will the VA please clarify if Column Type 2 is to receive a
CIP or precast column surround? If precast, will the VA provide specifications for the finish, color, etc. for the surround?
A5: Column Type 2 is CIP.
Q6: Sheet A-904 lists several precast concrete companies and indicates precast products at soldier columns, BBQ area column bases & surround, seat wall cap, curb at column bases, and sidewalks. Will the VA clarify where precast sidewalks are to be installed and provide a specification for the finish, color, etc.?
A6: New sidewalks are CIP.
Q7: On sheet A501 there are man lifts and fork lifts depicted, and then on sheet A-905 it has product specification data for two different man lifts and two different fork lifts. By putting this information on the plans is the government telling us that we must furnish the VA with this equipment or is this information so that we know what type of equipment we need to use to install the utilities in the overhead chase? If we are expected to furnish this equipment to the government at the end of the job, can we purchase it and use it during construction and then turn it over to the government at the end of the job or is the government expecting brand new equipment to be delivered at the end of the project?
A7: The manlift and forklift depicted are part of Activation and not to be furnished by the Contractor to the Government as part of the contract.
Man lifts and forklifts show proposed access to the canopy. This equipment is not part of the
Scope of Work.
Q8: On multiple drawings sheets it makes reference to metal roofing and metal wall panels, yet in reviewing the specifications we are unable to find any specifications for metal roofing panels and metal wall panels. Please furnishes a specification for the metal roofing and a specification for the metal wall panels.
A8: Additional specifications are provided with Amendment 001.
Q9: Throughout the construction plans it makes reference to repairing the existing roofing where this project impacts the existing roofs and that we must “coordinate with the existing roof installation warranty requirements for any modifications to roofing to ensure no violations occur of the warranty”. In order to do this the government must provide us the exact warranty information for each type of roof that we will be modifying as part of this contract. Please provide the bidders with the type of roofing product, the manufacture of the roofing product and the company that holds the warranty for every building that we will be impacting as part of this contract. In addition, please provide a roofing specification for each roofing material type that we will encounter as part of this contract.
A9: All available roof warranty information will be provided at project commencement. Additional roofing specifications have been provided with Amendment 001.
Q10: Site Visit; As the May 22 Site Visit was in-line with the Memorial Day holiday, does the
Government plan to schedule a second site visit that will not conflict with holiday closures of business? Scheduling a second Site Visit would be in the Government’s best interest so as to allow offerors to re-examine the worksite for a complex project at such a large magnitude as this.
A10: The Government does not plan on scheduling another site visit for this project.
Q11. Throughout the Architectural drawings in the General Sheet Notes area it has Item “I” which says
“CONTRACTOR TO PROVIDE TEMPORARY COVERED ACCESSIBLE PATHWAY
PRIOR TO PHASE 1 INTEGRATED SYSTEMS CANOPY CONSTRUCTION AND/OR
DEMOLITION. AN ACCESSIBLE BED ROUTE IS REQUIRED TO BE MAINTAINED AT
ALL TIMES BETWEEN BUILDINGS.”
a. Please confirm if this General Sheet note is describing the same scope of work as the
“TEMPORARY PRE-MANUFACTURED PEDESTRIAN CANOPY TO BE USED
DURING CONSTRUCTION 10' MIN CLEAR WALKWAY” shown on sheet A101.4 or is the Key not trying to tell us to provide Temporary covered accessible pathway for areas other than those shown on sheet A101.4? The Fact that the General Sheet note shows up on every page and is using different language then the “pre-manufactured pedestrian canopy” stated on sheet A101.4, make it difficult to understand and quantify what the government is expecting.
Answer: Confirmed, they are describing the same scope. Temporary route shall be operational prior to construction and patient bed access route to all buildings shall be maintained at all times.
b. Please clarify what is meant by the “an accessible bed route is required to be maintained at all times between buildings? Does the Temporary pre-manufactured pedestrian canopy satisfy this requirement, or is the government expecting us to provide other accommodations to provide access to other/every building during every phase.
Answer: The temporary canopy shall serve as an accessible route. Access shall be maintained at all times to all buildings.
c. Does the government expecting us to leave a route directly through our work area to allow people to walk through our work zones? If they do please provide a detail description of the government’s expectations.
Answer: Yes, access shall be maintained at all times. See B5/AD101 for phasing to enable construction while maintaining access and utility connections at all times.
Q12. Sheet C-501 has the following sheet note: “BACKFILL APPROVED BY GEOTECHNICAL
ENGINEER - EARTH SYSTEMS PACIFIC FILE NO. SH-12139-SA, DATED OCT. 16,
2013”. Will the VA please provide this Geotechnical Report to allow the sub-surface work to be accurately bid?
A12. Reference the attached - EARTH SYSTEMS PACIFIC FILE NO. SH-12139-SA, DATED OCT.
16, 2013.
Q13. Section B Price/Cost Schedule appears to have only one CLIN 0001 price line to insert the cost for the Base Bid as well as the costs for Add Alternates Nos. 1 thru 3. Typically Alternates, whether additive or deductive, are represented by separate CLIN price lines. This manner of separate CLINs is expressed with (6) separate CLINs int Section 01 00 00, Part 1.3 – Statement of Bid Items. Will the VA confirm that the Contractors are to lump together the Base Bid and the
Additive Alternates costs all entered in CLIN 0001 or will the VA issue a revised Price/Cost
Schedule with separate CLINs for all bid items?
A13. Section B/Cost Schedule is correct, the Government intents to award the base, alt 1, alt 2, and alt
3, under one CLIN (0001) as specified under Section M (Evaluation Factors for Award) |
Evaluation Process.
Appendix A (Bid Form Template) 01 00 00, is not mandatory as specified in the notes section of page (1) of the Standard Form 1442. The intent of the “Bid Form Template” is for the
Government to better analyze each individual proposal submitted.
The Government confirms the following: Prime(s) are to properly fill out Section 17 of the SF
1442 (CLIN 0001, CLIN 0002, CLIN 0003). Prime(s) are to provide a lump sum amount in
Section B for CLIN 0001, CLIN 0002, CLIN 0003, and provide a Grand Total as specified in the instructions.
Clarification: Section M (Evaluation Factors for Award) | 8. Proposal Volume Contents | h. Lump
Sum(s) will not be accepted, prime contractor must provide and furnish the Government a complete and broken out proposal for all the work specified in the SOW, Drawings, and
Specifications
If the prime submits a proposal with no back up documentation and just provides a lump sum without justifying their price, that proposal will be deemed non-responsive and the proposal will not be accepted. The prime must provide and furnish the Government a complete and broken out proposal for all the work specified in the SOW, Drawings, and Specifications.
Q14. Section 01 00 00, Part 1.2, paragraph “I” requires the Contractor to provide Submittal Exchange or approved equal (substitutions must be submitted with Contractor Bid). What is the process for pre-approval of a substitution for the Submittal Exchange file management system, or will the
VA be paying for the use of submittal exchange as they have done in the past?
A14. There is no process for pre-approval of a substitution. Substitutions other than Submittal
Exchange must be submitted with Contractor Bid. The contract-awarded Contractor shall pay for the use of a submittal management system and the VA shall have ultimate supervisory control authority.
Q15. Will the VA clarify whether the Site Superintendent may also serve in the role of the Site Safety
Officer (if fully qualified) or will the VA require a sperate individual for the Site Safety Officer?
A15. Confirmed, the Site Superintendent may also serve in the role of the Site Safety Officer (if fully qualified). The Site Superintendent may not serve as the CQC System Manager. The CQC
System Manager may serve as the Site Safety Officer.
Q16. Section 01 00 00, Part 1.14 – As-built Drawings, Paragraph E requires the Contractor to provide a
LIDAR survey of the renovated area and shall be submitted in conjunction with the as-built drawings. Since this will add significant cost to the project, will the VA confirm that a LIDAR survey will be required for this project, and exactly what is expected from the LIDAR survey?
A16. Not Required. Disregard Part 1.14 – As-built Drawings, Paragraph E.
Q17. Section 01 00 10 – Contractor Quality Control, Part 3.4.1, Paragraph D states that the CQC
System Manager may also serve as the home office Project Manager. This paragraph does not mention the Site Superintendent serving in a dual role. Will the VA clarify whether the Site
Superintendent, if qualified, may also serve in the CQC role or will the VA require an individual other than the Site Supt. for the CQC role? Is the VA expecting the contractor to have 1, 2 or 3 full time on-site team members?
A17. See Response to Q15.
Q18. In section B the Price/Cost schedule it list Add Alternate #1. It states we are to add additional canopy from B22 and B31 and to B24 Breezeway. It says that the temporary covered pedestrian canopy is part of the base bid. The question is, if this add alternate is accepted, will this scope of work be performed before phase 1; therefore, eliminating the need to install any temporary canopy in this area, or is this add alternate going to be installed at a later date in the contract, which would mean the contractor would still need to install the temporary canopy? The temporary canopy is a rental item therefore we need to know approximately how long if at all the temporary canopy will need to be installed for, if this add alternate is selected.
A18. Add Alternate #1 shall be performed in Phase 1. The temporary canopy will still be required to maintain access at all times during construction. Once constructed, the permanent canopy can serve as a portion of an accessible route. Contractor shall provide phasing plan as a submittal for
VA approval prior to the start of demolition. Contractor shall coordinate each route and maintain access. See sheet B5/AD101 for access routes and phasing.
Q19. In reviewing the specification, there is a specification 01 00 10 and 01 45 00, both describe the quality control process; however in reviewing both specifications, there are many instances within these two documents where these two specifications directly conflict with each other. So as to avoid confusion on an aspect of the job as important as quality control, will the government clarify which of these two specifications will be the governing document for the execution of this contract and remove from the contract the other specification.
A19. In case of conflict between Section 01 00 10 and 01 45 00, Section 01 00 10 takes precedent and the most stringent condition applies.
Q20. Section 01 45 00 – Quality Control, Part 3.4 – Quality Control Organization, Sub-part “C” requires that additional members to the CQC Organization must be physically present at the site when work in their particular specialty field is taking place. The Experience Matrix lists
Graduate Civil Engineer, Graduate Mechanical Engineer, Graduate Electrical Engineer, Graduate
Structural Engineer, Graduate Architect, etc. If the VA is going to require these specified and specialized CQC Organization members be physically present when any work in their area of expertise is taking place, or will the government allow the quality control system manager to perform these duties? If we must provide all of this additional quality control staff, it will dramatically increase the cost of this project. Will the VA consider striking this requirement from the project or confirm that all of these A/E CQC members will be required to be physically present onsite when the work is taking place?
A20. Only the CQC System Manager is always required to be on-site during the contract duration.
Additional specialized personnel to assist in the CQC System Manager to provide quality control shall be provided at the direction of the CQC System Manager.
Q21. Section 01 91 00 – General Commissioning Requirements, Part 1.8-C indicates that the VA will engage the Commissioning Agent (CxA) under a separate contract. Will the VA confirm that they will hire the CxA and that the cost to retain the commissioning agent will not be a cost to the
Contractor?
A21. Confirmed - Reference Response Q3.
Q22. Proposal RFI #1 – As referenced on the Project Set of Drawings, sheet AD102, Detail D (N)
Utility Chase to Utility Tunnel below at B1/B24 Entrance Canopy. Is there direction for exterior finishes for this new Utility Chase in the plans or specs, or is the intent to try and match the existing building finishes?
A22. Exterior finish for the Utility chase shall be the same Stone Veneer Finish System used on the canopy columns and seat walls. The eyebrow above the utility chase finish shall match the canopy duct bank exterior metal paneling. The metal panel wall system, (Elward Systems DRY or approved equal, see specification section 07 40 00 for more information).
Q23. Electrical Specification section 26 29 11 and section C Scope of Work: Depicts to provide an install a Motro Control for the new Chiller #3. Drawing E-601 depicts that Chiller #3 is not in contract and by other. Also, EP101 depicts Chiller #3 going to Mcc-7 is not in contract and by others.
A23. Confirmed
Q24. Sheet PS 101.1 shows 2 different key notes talking about future pipe work. Is the (F) pipe work supposed to be included in the base bid, or is all future pipe supposed to be excluded, or is it supposed to be as an add alternate? Key Note #4 talks about an add alternate for “N” 6” and 4” fire sprinkler. The bid sheet in the RFP makes no reference to a plumbing or mechanical add alternate. Can you please clarify if the (F) Future pipe supposed to be included in the base bid, excluded from the contract, or shown as an add alternate?
A24. Amendment 001 will clarify the scope, however, Fire Protection piping in the area described by the RFI is Future work. Future or (F) work is not part of this Scope of Work. Future work is indicated to provide the Basis of Design for projects in the future. Base Bid Scope of Work includes: (1) access doors for future piping (see door schedule on A-600), (2) isolation valves for future utility expansions (See valve schedule on M-701) and (3) sufficient clearances inside the utility canopy duct bank to allow for future capacity (see detail F1/A-501).
Please Note: The Base Bid Scope of Work does include New/(N) 8” CHS/CHR from B22A to
B31 routing through the existing utility trench in Phase 1. See Civil Utility Sheets for more information. Review Amendment 001 for complete response.
Q25. Sheet MS101.1 key notes talk about future piping and the plans show this pipe, and there is a note on MS101.1 that says add alternate see sheet MS101.5. Are we to install this future pipe for the
CLC and Canteen expansion? What is meant by “allowances are to be made for steam lines to pitch down” If the pipe is not included in the contract what allowances are we supposed to make?
A25. Amendment 001 will clarify the scope, however, Future or (F) work is not part of this Scope of
Work. Future work is indicated to provide the Basis of Design for projects in the future. Base Bid
Scope of Work includes: (1) access doors for future piping (see door schedule on A-600), (2) isolation valves for future utility expansions (See valve schedule on M-701) and (3) sufficient clearances inside the utility canopy duct bank to allow for future capacity (see detail F1/A-501).
Please Note: The Base Bid Scope of Work does include New/(N) 8” CHS/CHR from B22A to
B31 routing through the existing utility trench in Phase 1. See Civil Utility Sheets for more information. Review Amendment 001 for complete response.
