QUESTIONS & REQUEST FOR INFORMATION (RFI) 002

SOLICITATION 36C26118R0487_3

05/10/2019 – 05/20/2019

Q26: As a follow up to the answer provided for question 19, the government appears to be saying that both section 01 00 10 and 01 45 00 are going to remain a part of the contract. The answer provided says

01 00 10 takes precedence over 01 45 00 yet the most stringent of the two will apply. By leaving these two conflicting specifications that cover the same scope of work, the government is leaving the interpretation of what is the “most stringent” up to whomever is reading it, rather than having a clear and concise contract document. Will the government please reconsider their response to question 19 and remove 01 45 00 from the contract documents?

A26: Specification section 01 00 10 shall take precedence.

Q27: Sheet AD111.2 C2 says “ARCHITECTURAL DEMOLITION PLAN – FUTURE

CONSTRUCTION PHASE” Will the government please confirm if the demolition depicted on this page is to be included in the base bid of this contract?

A27: Future or (F) work is not part of this Scope of Work. Future work is indicated to provide the Basis of Design for projects in the future. Base Bid Scope of Work includes: (1) access doors for future piping

(see door schedule on A-600), (2) isolation valves for future utility expansions (See valve schedule on M-

701) and (3) sufficient clearances inside the utility canopy duct bank to allow for future capacity (see detail F1/A-501).

Q28: Sheet AS 111.2 D3 says “SITEPLAN – FUTURE BASE BID, Will the government please confirm it the work depicted on this page is to be included in the base bid of this contract?

A28: Future or (F) work is not part of this Scope of Work.

Q29: On page ESD201 of the prints in the general notes section number 2, it states that temporary generators shall be provided at each building affected by the shutdown during cable switchover. However, clarification is needed as to who will be providing such generators, and also further detail in the kVA requirement needed for building 22, (Old Chiller Room)?

A29: Contractor shall be responsible for providing all temporary power equipment including generators. B-22 is fed via a 3000kVA pad mount transformer (SN-B22) located on the east side of the

B-22A expansion and is fed from circuit 5 from the 15kV lineup. In addition, there is a 750kVA transformer feeding the essential equipment loads within B-22. This system is connected to the campus generator system. The B-22 temporary generator(s) shall be provided at the forementioned 3000kVA pad mount transformer. We recommend the VA provide the peak demand on this transformer to determine the actual load at the 4,000 Amp bus in order to determine the temporary generator size required at this location.

Q30. During the site visit we were unable to see some of the electrical equipment and on sheet E-701 it indicates we are to tie into the existing electrical panels EP and P, both are in building B22. Can the government provided the product data on each of these electrical panels so that we can ensure we estimate the correct type of circuit breakers. We need to know the manufacture, voltage, amperage and phasing as a minimum. Pictures would be helpful.

A30: Panel P: GE A-Series II panelboard, 120/208/3ph/4W 125A MCB, 225A bus. Panel EP: GE A-

Series II panelboard, 120/208, 3ph, 4W, 125A MCB, 225A bus. Photos as follows:

Q31: On sheet ES101.1,101.2,101.3,101.5 note 8 says we are to tie into the existing lighting control panel in electrical room 102. Can the government please provide the product data sheet for this lighting control panel. We need to know the manufacture and model of the lighting control panel at a minimum. Pictures would be helpful.

A31: Lighting control panel is a Wattstopper LP8. See attached photo.

Q32: Specification section 23 07 11.3.8.A shows a pipe insulation schedule in regards to the insulation for the chilled water there are a three different materials listed. Is the contractor free to select any of the three materials listed or does the VA want a specific material for the chilled water piping? With regards to the protentional use of “Cellular Glass Closed Cell” insulation, the schedule list a different thickness for using this material within the “chiller room and pipe chase” versus using this product in other areas. Does the VA consider the covered canopy walkway enclose a pipe chase, therefore requiring the use of thicker insulation?

A32: Confirmed, the covered canopy is the “pipe chase” described in 23 07 11. Please use the following thickness:

Chilled Water insulation and jacketing material/finish shall match existing at the point of connection on the roof of B22, as follows:

Q33: Specification section 23 07 11.3.1.N & P talks about Freeze protection and metal jacket covers. For all of the piping systems that are to be installed within the covered canopy walkway enclosures, does the

VA define this area as an interior space, thus not requiring metal jacketing or freeze protection, or is the

VA going to consider the pipe within covered canopy an outdoor space, which would then require metal jacketing and freeze protection?

A33: The canopy is defined as an outdoor space. All pipe shall have metal jacketing and freeze protection, please follow all requirements in 23 07 11.

Q34: Shutdown & Generators Date Required

a) What are the procedural requirements outside of the requested time frame, for changeover?

Provide Response: Contractor shall provide and coordinate all Method of Procedures with the

VA.

b) Generators are supplied by whom?

Provide Response: See Q29, above.

c) What is the time given from start to finish from cut out to re-energizing?

Provide Response: As required for proper switchover. Contractor to provide their estimated time.

d) For Bldg. 22, no Kva is given for backup generator size?

Provide Response: See Q29, above.

Q35: (Lighting) Control Panel / LCP Date Required:

a) What is the panel information for existing LCP?

Provide Response: See Q31, above.

b) Is there contactor/channel availability?

Provide Response: Unknown, coordinate with VA.

c) Are there available photographs?

Provide Response: See Q31, above.

Q36: Sheet E-701, Luminaire Schedule, Fixture Type “ZL” is manufactured by the Antrox Lighting Solutions Company. Research reveals Antrox Lighting Solutions is located in Ancona, Italy. Will these fixtures be approved if they do not meet the Buy American Act or will the VA provide another fixture for type “ZL”?

A36: Per FAR 52.225-5, this light fixture does meet the Buy American Act.
