X X X February 16, 2018 x 1(one) The solicitation (36C25518Q0169) for asbestos lead survey in support of the STL VAMC is extended with a new response date and time of February 16, 2018, 2:00 pm cst.
Please reference the solicitation and the responses to pre-bid questions for details.
CONTINUATION PAGE
1. The solicitation references a 2008 comprehensive report. We will need to obtain an electronic copy of this in advance so that we may prepare a realistic budget and sampling strategy? Please clarify that the data can be relied upon.
a. VA Response:
i. See attached PDF document for bidding purposes. Electronic versions will be provided at award.
ii. The 2008 assessment was completed by a licensed industrial hygienist. The 2018 Assessment contract (this contract) requires all spaces be surveyed and/or all suspicious material be tested. All new/additional materials identified and the appropriate 2008 Assessment results shall be compiled into the 2018 Assessment.
2. Will the VA provide CAD files for the floor plans for the buildings in the scope for our use in the field and for reporting?
a. VA Response:
i. Not all floor plans are available in AutoCAD. After award the available AutoCAD documents will be shared to assist in updating all floor plans in AutoCAD.
3. There seems to be some degree of uncertainty and ambiguity relating to how the data is reported. Please clarify the end-goal and the degree of flexibility on this deliverable
a. VA Response:
i. Final 2018 Assessment shall be an updatable record that accurately represents existing field conditions. Reference “Project Deliverables” section of the project scope of work for additional information.
4. The scope indicates that the survey is to be destructive and include wall cavities; however, in the meeting, it was made clear that the VA wants to limit or not include destructive testing. The scope also includes pipe chases; does the VA want the contractor to map out the mechanical systems and plot them as part of the deliverable? Are mechanical plans available to assist?
a. VA Response:
i. Mapping of the mechanical systems is not required.
ii. Destructive testing through walls is not required. All chases and/or cavities which can be viewed/sampled shall be included in the assessment. Samples taken from insulations shall be repaired by the contractor.
5. Are you currently using a specific database or have a database in mind where you'd like to integrate the findings from this survey effort?
i. No existing database.
6. Is there a previous Facilities Condition Report that will require updating or are you expecting a new report to be developed?
i. The existing 2008 Assessment will be provided. The applicable information in the 2008 Assessment and the new 2018 Assessment results shall be compiled into one updated document.
7. Is the VA working hours referenced on Page 7 limited to Monday through Friday or can surveys be conducted during the weekend as well?
a. VA Response:
i. All surveys shall be coordinated with the VA hours of operations. Sampling and above ceiling inspections require surveying after VA normal hours of operation (7am – 5pm, Monday-Friday). Emergencies within the hospital may require re-scheduling of planned surveys.
8. Is it the intent to have the Certified Industrial Hygienist on site during the entire survey process or provide observation at the frequency determined by the CIH per their best professional opinion?
a. VA Response:
i. The Certified Industrial Hygienist shall provide necessary oversight for accurate surveys.
9. Can the VA provide full sets of background drawings for MEP building systems in CAD format?
a. VA Response:
i. After specific request, drawings in the VA file system will be provided if available.
10. If no MEP CAD drawings are available, would the VA accept drawings showing asbestos piping by simply highlighting the room to indicate presence of ACM piping, along with condition assessment and quantity?
a. VA Response:
i. Specific rooms or spaces can be noted as having Hazardous Materials on existing utilities. Those utilities will need to be identified and approx. quantity and location description for the subject space.
11. Can the VA provide background drawings for architectural floor plan layout in CAD format?
a. VA Response:
i. After specific request, drawings in the VA file system will be provided if available.
12. Does the VA intend for the lead survey to be a true “surface by surface” HUD type inspection, including a sample from every single wall/ceiling/door/window system in every single room of every single building? Or does the VA intend for this survey to be “representative” in nature, similar to the asbestos inspection effort, whereby a representative number of samples are collected from a given paint/substrate combination such that the lead content for a given system can be inferred from representative samples? The first will require tens of thousands of samples, the latter would likely require only a thousand or two samples.
a. VA Response:
i. Reference paragraph 2A in the supplement B. All locations shall be tested / sampled.
13. Is the use of an XRF (X Ray Fluorescence) testing instrument acceptable for lead paint testing considerations?
a. VA Response:
i. Yes
14. Would the VA expect the contractor to identify and report the presence of lead shielding within rooms that, when disturbed during future renovations, could create a lead hazard concern?
a. VA Response:
i. Yes
15. Are the new buildings (currently under construction) being constructed at Jefferson Barracks in the scope of work?
a. VA Response:
i. Refer to the paragraph 1A2 in the supplement B for required locations.
16. Will the VA be able to provide the contractor with unlimited access to buildings and rooms without delay? Specifically, will the VA provide the contractor with a set of keys to all rooms, or provide a chaperone with such keys at all times so as not to delay the inspection effort?
a. VA Response:
i. See response to question 7 above.
ii. Access will be coordinated with project COR. Free access will not be authorized to all spaces and Hospital operations are priority. Contractor shall expect and accommodate shifts in planned survey locations to accommodate hospital functions.
17. Can the VA provide a list of buildings that are in scope, along with date of construction/age and total square footage?
a. VA Response:
i. Building age is irrelevant for all spaces identified shall be surveyed.
18. Does the VA intend for the contractor to provide an asbestos management plan along with inspection?
a. VA Response:
i. Refer to the project deliverables section of the supplement B.
ii. Asbestos management plan outlining the priority level of the material shall be included in the survey.
19. Does this scope of work require the contractor to apply asbestos hazard labeling to exposed asbestos piping insulation and/or other asbestos building components as appropriate?
a. VA Response:
i. No
20. Can the VA provide a list of buildings with estimated age of roofing system?
a. VA Response:
i. See question 17.
21. Does the VA intend for the contractor to destructively inspect roofing systems for asbestos despite existing roofing warranties?
a. VA Response:
i. Contractor is expected to review documents on file, survey roofs and identify on the Assessment potential areas of concern.
22. Does the VA intend for the contractor to inspect external building components such as windows, doors, cooling towers, etc?
a. VA Response:
i. See section 2 of the supplement B. To include but not limited to buildings, tunnels, crawlspaces, connecting corridors, etc..
ii. Exterior surfacing material for buildings 2,3,4, and 18 at JB campus.
23. Are pedestrian tunnels included in the scope? If so, what is the approximate square footage?
a. VA Response
i. Pedestrian tunnels are included in the scope of work. Approximately 25,000 to 30,000 square feet.
24. Are buried utility tunnels included in the scope? If so, what is the approximate square footage?
i. Utility tunnels are included in the project scope of work.
25. Are earthen crawl spaces included within the scope of work? If so, does the VA intend for contractor to assess exposed dirt floors for possible contamination from historical piping degradation?
i. Yes
26. Are all temporary building structures exempted from the scope?
a. VA Response:
i. Refer to section 1 of the supplement B.
27. Will the contractor be required to acquire licensing for asbestos and lead inspections in the state of Missouri?
a. VA Response:
i. Yes
28. What role is the required CIH expected to fill with this scope of work? Can they be subcontracted and just have them review the reports for signature?
a. VA Response:
i. CIH is responsible for providing oversight of all activities outlined in the project SOW. All activities must be conducted in accordance with local and federal requirements.
29. Is the contractor expected to sample all building components regardless of age (i.e. installed last month vs. within last 50 years or so) if they are otherwise considered suspect as an asbestos containing material?
a. VA Response:
i. Contractor shall test all suspect materials not previously identified.
30. What ICRA restrictions and requirements will the contractor be forced to follow with respect to inspecting above ceiling systems?
a. VA Response:
i. Prior to all survey work the attached ICRA & ILSM will be coordinated to determine class 1 through 4 protection requirements.
ii. All above ceiling to be completed within HEPA carts.
31. Will the contractor be allowed access to facility after standard business hours and/or on weekends to address sensitive areas that are difficult to inspect while occupied?
i. Yes. All access to be coordinated with project COR.
32. Will the contractor be allowed to establish their own schedule for field inspection efforts?
i. Contractor shall establish a proposed schedule. The schedule will then be coordinated with the project COR and hospital staff.
ii. Refer to questions 7 and 16.
33. Will the contractor be expected to update existing drawings using the same format with respect to identification of homogenous building materials, regardless of their asbestos content? This is how the current drawings are constructed.
a. VA Response:
i. The facility has AutoCAD and PDF plans updated approximately 5 years ago. Some of the interior spaces have been modified and the successful bidder is required to work with the VA to identify and coordinate floor updates.
34. What functionality does the VA intend for the “database” system to provide?
a. VA Response:
i. A “database” is not part of the project requirements.
35. Will Mr. Isaac LaSalle be involved with this project as the VA COR or in other capacities?
35. VA Response:
0. Facility Engineering services will represent the COR for this project. The Safety Office, which Mr. LaSalle is employed, will be the subject matter expert throughout the project.
36. It appears the lead survey mimics HUD guidelines. Can you please confirm this is the guideline the VA is following or provide the VA specifications for asbestos/lead surveys and the VASTLHCS Risk Assessment protocols?
a. VA Response:
i. Refer to section 3C in the Supplement B. All local and federal guidelines, to include HUD shall be followed (use non-residential building). See the attached ICRA and ILSM for additional survey requirements.
37. Project Deliverables D. states “contractor shall conduct and participate in weekly coordination meetings to coordinate activities and track project status.” How long are bidders to assume these meeting will last? Will the review process require any work stoppages? If so, will remobilizations be able to be submitted as change orders?
a. VA Response:
i. Meeting lengths will be determined by the level of coordination and topics to be discussed.
ii. VA review will not require the contractor to stop work.
iii. Remobilization cost will not be accommodated unless proper documentation is submitted and accepted by C.O.
38. Project Deliverables F. states “Submittal of survey report shall include…” Does the VA anticipate receiving one combined report with two separate sections or two separate reports for each location? Will it be acceptable to record XRF readings above action levels on PDF drawings as stated “The findings shall be documented in an Excel® style spreadsheet and delivered in the format of a program that also integrates Adobe® floor plans for all areas tested.”
a. VA Response:
i. 2 separate final reports, John Cochran Division and Jefferson Barracks Division.
ii. XRF reading shall be identified in spreadsheet format an referenced on the drawings. All information / survey results shall be referenced from drawings to detailed report.
39. Project Deliverables F. (d) does not appear to follow AHERA guidelines. Asbestos Inspectors are required to record the condition of the ACM and provide estimated abatement costs, as requested in Project Deliverables F. (e). A contractor that states an opinion on the urgency of remedial actions is subjective and also presents a liability issue if the VA doesn’t respond to the opinion and an exposure occurs. I’d like to request “and urgency of remedial activities” be removed from this section.
a. VA Response:
i. Understand the concern but follow the requirements of the Supplement B.
40. Project Deliverables G. What areas require surveys to be performed outside of normal working hours?
a. VA Response:
i. See response to questions 7, 16 and 32.
41. VA Professional Industrial Hygienist (VPIH) states “The contractor will retain a certified Industrial Hygienist services to provide oversight of the abatement survey processes.” Can you clarify what is intended with this statement? The SOW states this is an AHERA survey. The previous statement eludes to a NESHAP survey.
a. VA Response:
i. Both standards will be followed for surveying, sampling and estimating.
ii. No abatement to be performed, project scope of work does not require abatement to be performed. Only survey and sampling is in this scope of work.
42. The provided drawings do not provide square footages for the depicted buildings on the John Cochran or Jefferson Barracks sites. Can the VA provide these square footages?
i. Bid the solicited documents.
43. Does the VA have an estimated number of asbestos samples that will be collected for each building or total for the survey so all bidders are on the same page? It is difficult for bidders to determine the number of samples without having some idea of the number of homogenous areas and their square footages/lengths using AHERA rules.
i. Bid the solicited documents.
44. Is the survey to include all features of the two campuses in addition to the buildings such as in traffic corridors, parking lots, manholes, electrical substations, landscaping features, etc.?

46. Will VAHSTL previously abated areas and additional asbestos/lead documentation be available for download prior to the bid submittal?
a. VA Response:
i. The scope of work for this project requires the contractor go through VA records and determine previously abated areas. No documentation will be made available prior to bid.
47. After the AHERA asbestos inspection and EPA lead Testing survey that identifies specific locations of ACM and LBP does the VAHSTL intend to have the contractor conduct a hazard assessment survey with a Missouri licensed industrial hygienist in addition to the AHERA and Lead Survey?
a. VA Response:
i. Yes.
48. Do the VA COR or VAHSTL escorts have the required lead and asbestos training necessary to be present in an AHERA sampling area or AHERA regulated area? Or will the contract be responsible for training VA staff on appropriate levels of lead and asbestos awareness to be able to escort asbestos inspectors and lead samplers during the course of the survey?
a. VA Response:
i. Contractor will not be responsible for training VA personnel assigned to the project. Per the project scope of work, the contractors Industrial Hygienist is responsible to coordinate with contractor staff and ensure proper protocols are followed.
49. In order to sample inside wall cavities or collect all built-up roofing materials, destructive sampling will need to be performed. Is it the contractors responsibility to fix the damaged materials or will VAHSTL have their maintenance crews perform the patching?
a. VA Response:
i. See question 4 above.
50. Is there a man lift available for use or will one need to be rented when accessing roofs?
a. VA Response:
i. Contractor is required to provide all equipment, materials and labor to fulfill the project scope.
51. Does the VAHSTL have a fall protection program that they would like contractors to follow, if so could you provide Contractors with a copy of the VAHSTL fall protection program.
a. VA Response:
i. Contractor shall follow OSHA safety requirements.
52. Can the VAHSTL define what worker protection situations or environmental issues perspective bidders may encounter during the course of the survey?
a. VA Response:
