About this file
This is a Request for Information (RFI) Log for the VISN 7 Construction MATOC (Multiple Award Task Order Contract) solicitation 36C24726R0026, Amendment #0013, covering Seed 1 and Seed 2 projects.
The log documents four clarification questions and government responses regarding two construction projects. For Seed 1, Project #534-23-910, three questions addressed Specification Section 28 31 00 regarding a five-year inspection, testing, maintenance, and repair service requirement for the fire alarm system. The Government clarified that the five-year service requirement applies only to fire alarm system components touched in the project scope (4th Floor Nursing Station, restrooms, and stairwells), not the entire building fire alarm system. The service will be administered through the General Contractor rather than a direct contractual relationship with the Government. For Seed 2, Project #557-20-101, one question addressed fiber optic backbone and cross-connect scope requirements. The Government response specified that the exact fiber routing path will be determined in coordination with the Contracting Officer Representative (COR) and OIT representative, with the contractor planning for an 800-foot distance between the telecommunications room (D127/D129-5) and Building 40 Server Room, with requirements complying with revised Section 27 10 00 and attached Section 27 13 23. The document notes that the question submission deadline has closed and the Government is no longer accepting questions, with the electronic technical and price proposal due date remaining unchanged.

Seed 1, Project #534-23-910, Section 28 31 00
Specification Section 28 31 00, Paragraph 1.6.A requires five years of inspection, testing, maintenance, and repair service for the fire alarm system.field and must be provided for all offerors to bid the work fairly. Given the limited fire alarm scope associated with this project, which appears to consist primarily of modifications within select restrooms and the 4th Floor Nurse Station, this requirement appears disproportionate to the scope of work and will increase project cost $3-5 million, reduce competition, and result in unnecessary contingency pricing. a. Five-year service agreements are typically associated with campus-wide fire alarm replacements or major system upgrades. Is the five-year service requirement included in this project, yes or no?
Only Fire Alarms System Components touched in the project scope which aligned to 4th Floor Nursing Station, Restrooms listed in Scope, and Stairwells listed in Scope.
This is not intended to perform five year years of inspection, testing, maintenance, and repair of the entire building fire alarm system.
