About this file
This is a Request for Information (RFI) Log Amendment #0011 for VISN 7 Construction MATOC contract 36C24726R0026, documenting clarifications and government responses for Seed 2 of Project #557-20-101.
The RFI addresses six key technical clarifications for the Seed 2 construction project. Regarding cabling infrastructure, contractors must utilize CAT6A for all horizontal cabling requirements rather than CAT6. For fiber optic backbone requirements, new diversely routed A & B side fiber cabling (OM-4 optical multi-mode, 24-strand) spanning approximately 800 feet must be installed from the existing IT closet (Room D127-5/D129-5) to Building 40's Main Server Room. Telecom room buildout specifications require rack elevations and equipment layouts compliant with Division 27 and low-voltage drawings, with specific clearance requirements: 3 feet from front, back, and one side of rack rows to walls; 12 inches on the fourth side; 12 inches additional dedicated space on backboards for service provider and security equipment; and 30 inches wide by 36 inches front clearance around electrical panel boards. Wireless access points will be provided by VA OIT, but contractors must install CAT6A coiled cabling in ceiling locations with approximately 40 WAPs planned throughout the space. CCTV/surveillance camera cabling responsibility falls under Division 28 requirements with the security contractor. All new access control and video surveillance additions must match and extend existing systems (Avigilon ACC 7 camera monitoring and Software House Tyco C-Cure 9000 with HID Signo card readers), including all required software licenses, programming, testing, and integration. The government notified contractors that the question submission deadline has passed and no further questions will be accepted.

REQUESTED CLARIFICATION/INFORMATION GOVERNMENT RESPONSE
Seed 2, Project #557- 20-101 - CAT6 vs.
CAT6A
cabling
The Seed 2 bid drawings appear to call for CAT6 cabling. Please confirm that CAT6 is the intended horizontal cabling requirement for Seed 2 unless specifically noted otherwise. If CAT6A (typical VA standard) is required for any data, voice, security, imaging equipment, or other low-voltage drops, please identify the applicable locations and cable types.
Utilize CAT6A for all horizontal cabling requirements.
Seed 2, Project #557- 20-101 - Fiber optic backbone / cross-connect scope
The specifications include fiber optic cross-connect/backbone requirements, but the drawings do not appear to include detailed fiber riser diagrams, cable elevations, fiber routing, strand counts by run, or diverse/redundant path requirements. Please confirm whether the contractor is required to replace, extend, or provide new fiber backbone/cross-connect cabling from the local TR to the CR/MDF as part of the base bid. If required, please provide routing, termination locations, fiber type, strand count, spare capacity, and any physically diverse/redundant path requirements.
New diversly routed A & B side fiber back to Building 40, Main Server Room (approximately 800 feet), is required from existing IT closet, which will be expanded as part of this construction project (Room D127-5/D129-5). Fiber type- OM-4, optical multi-mode, 24-strand
Seed 2, Project #557- 20-101 - Rack elevations and telecom room buildout
The drawings do not appear to include detailed rack elevations or equipment layout elevations for the telecom/security rack buildouts. Please confirm that rack layouts, patch panel arrangement, cable management, and equipment placement are to be provided in accordance with Division 27, the low-voltage drawings, and VA coordination after award. If specific VA rack elevations or equipment arrangements are required for bidding, please provide those details.
Rack elevations and equipment layouts to be provided in accordance with Division 27, low-voltage drawings, and VA coordination to ensure EHRM compliance. See detail 1/5- LV105. 3 ft distance clearance from the front, back, and one side of each rack row to TR walls. The fourth side must not abut a wall and needs to leave 12 in. clearance. • Provide an additional 12 in. dedicated space on backboards to accommodate service provider, security, video, etc. equipment mounted on them. • Provide an additional 30 in. wide by 36 in.
front clearance required around electrical panel boards.

Seed 2, Project #557- 20-101 - Wireless access points
We do not see wireless access points identified on the Seed 2 drawings. Please confirm that new wireless access points are not required as part of the Seed 2 base bid unless specifically shown in the drawings. If WAPs are required, please provide locations, cable type, mounting requirements, and responsible trade
Wireless access points will be provided by VA OIT, however, contractor will be responsible for CAT6A coiled in ceiling in approximate locations. Contractor should plan for 40 WAPs throughout the space.
Seed 2, Project #557- 20-101 - Surveillance camera cabling responsibility
The bid documents appear to assign security system cabling to the security contractor rather than the structured cabling contractor. Please confirm whether CCTV/surveillance camera cabling is to be furnished, installed, terminated, tested, and certified by the security contractor as part of the security scope. If the VA intends for the telecom contractor to provide the surveillance CAT6 cabling, please clarify the division of responsibility between telecom and security contractors.
CCTV/Surveillance camera cabling contractor to be in according with Division 28 requirements.
Seed 2, Project #557- 20-101 - Access control and video surveillance system basis
Prior amended RFI responses identify the existing camera monitoring system as Avigilon ACC 7 and the access control system as Software House Tyco C-Cure 9000 with HID Signo card readers. Please confirm that all new Seed 2 access control and video surveillance additions are to match/extend these existing systems and include all required software licenses, programming, testing, and integration.
Yes, match/extend these existing services, include all licenses, programming, testing, and integration.
Please be advised that the due date for submitting questions has passed. The Government is not longer accepting questions. We appreciate your understanding and look forward to your proposal submission. DUE DATE FOR ELECTRONIC TECHNICAL AND PRICE PROPOSAL REMAINS UNCHANGED. .
