About this file
This is a Request for Information (RFI) Log Amendment #0009 for VISN 7 Construction MATOC (Multiple Award Task Order Contract) covering Seed 1, Seed 2, and MATOC RFP solicitations. The document addresses eight contractor questions and government responses regarding construction renovation scopes at VA healthcare facilities.
Key project clarifications include: one entire stairwell can be turned over to the general contractor at a time, with one set of bathrooms (male/female) available concurrently; Infection Control Risk Assessment (ICRA) barriers must comply with VA standards, with contractors required to submit detailed ICRA plans for approval prior to construction including barrier layout, negative air system design, traffic control, and ante room specifications; door removal is limited to replacement of existing doors before additional doors are removed, with coordination required through the Contracting Officer Representative; working hours cannot be guaranteed during normal business hours and must be determined on an individual basis; asbestos abatement scope includes full door removal at all locations shown on drawings and complete removal of finishes within restroom limits of construction, with post-award verification and additional sampling to occur following contract award; and for Seed 2 Project #557-20-101, drop-in sinks (not integrated sinks) are required per the plumbing fixture schedule on sheet P-301. The electronic technical and price proposal submission deadline remains June 17, 2026 by 2 PM Eastern, while hardcopy submissions are now due June 24, 2026 by 4 PM Eastern to the Ralph H. Johnson VA Healthcare System in Charleston, South Carolina. The government ceased accepting questions prior to this amendment's publication.

REQUESTED CLARIFICATION/INFORMATION GOVERNMENT RESPONSE
Seed 1 - Project #534- 23-910, Amendment #0005, Clarification
How many stairwells can be shutdown simultaneously? How many bathrooms on each floor can be shut down for phase 1, how many can be shut down for phase 2. The GC can’t make these determinations as they are dictated by the facility. The facility needs to define these items prior to bid otherwise anything assumed incorrectly by the GC will be treated as a change order.
One entire stairwell can be turned over to the GC, for work to be completed from start to finish. One set of bathrooms (male/female) can be turned over to the GC, concurrently with a stairwell. If a bathroom is completed while a stairwell is still under construction, The GC can move on to another set of bathrooms that has been coordinated through the COR.
Seed 1 - Project #534- 23-910, Amendment #0005, Question 178
Again, these ICRA barriers need to be clearly defined so all GCs are bidding the same scope. We understand the GC will submit a plan per the spec requirements, but if the VA disagrees with the GC’s plan – it will be subject to a change orders since no defined plan was ever established prior to bid and it was left up to the GC to determine. The response also states that an ANTE room is required at each bathroom. The construction of these Ante Rooms should be shown on the drawings as this will affect ILSM due to space constraints in the hallway. In order for the Ante Room to be affective, sufficient room is needed to enter the ante room with tools/carts so that the door can be closed prior to the door to the construction area being opened. This is to ensure negative air is maintained within the construction space. As a result, this ante room will take up most of the area in the Hallway. Because of this some Hallways may need to be blocked off, and alternate egress routes may need to be established. As a result, this could greatly affect phasing, the total number of bathrooms we can work on simultaneously and the overall project schedule. If any of the GC’s assumed plans are not approved this will be cause for a change order so we ask that some type of specific plan be in place so that all GC’s are bidding the same scope and to help prevent future changes.
The intent of the contract documents is to establish performance-based infection control requirements consistent with VA and ICRA guidelines, while allowing the Contractor to develop means and methods that comply with those standards. However, to address concerns regarding consistency of bid scope and potential change orders, the following clarifications are provided: • The intent is that all bidders carry a complete and compliant ICRA barrier system consistent with VA standards. o The Contractor is required to prepare and submit a detailed ICRA Plan for VA review and approval prior to construction. This plan shall include: o Barrier layout and construction details o Negative air system design and monitoring approach o Traffic control and material handling procedures o Identification of ante rooms and workflow o Coordination with Interim Life Safety Measures (ILSM) • Ante rooms are required at each restroom construction area entry, as stated in the specifications. For bidding purposes, Contractors shall assume: o A fully enclosed ante room with self-closing or gasketed doors o Sufficient space to allow personnel ingress/egress while maintaining negative pressure (i.e., one door closed before the other is opened) o Accommodation for small carts, tools, and personnel staging • As long as the Contractor’s submitted ICRA plan meets the performance requirements and intent of the contract documents and VA standards, review comments directing compliance will not constitute a change in scope.

REQUESTED CLARIFICATION/INFORMATION GOVERNMENT RESPONSE
Seed 1 - Project #534- 23-910, Amendment #0005, Question
The response does not answer the question. How many doors can be removed at one time?
If a door frame is to be replaced, staff may have to be relocated.
Door frames would have to be coordinated through the COR and that specific department. If doors (without frames) are to be replaced, the existing door is to be replaced before another door is removed.
Seed 1 - Project #534- 23-910, Amendment #0005, Question the response states “see answer to question 179”. Response to 179 state the contractor to submit their proposed working hours for COR approval. Based on this response we would assume all doors can be completed during normal working hours and if this plan is not approved, it will be subject to a change order. To avoid changes, please provide detailed response so all GC’s bid the same scope
The VA cannot guarantee that every service line will allow renovations during working hours. This has to be on an individual basis. There is no guarantee that all doors can be completed during normal hours.
Seed 1 - Project #534- 23-910, Amendment #0005, Question
Please provide the qty and door numbers that are to be assumed to contain asbestos and those that are not. The response states to reference the Environmental Survey, but this level of detail is not included in the survey for each door associated with the project. Please provide Asbestos Qtys for doors and all other items so all GCs are bidding the same scope – even if the info provided is not accurate. The goal is to make sure everyone is bidding the same scope.
• The Environmental Survey included in the Contract Documents is intended to provide existing known conditions based on sampling performed at the time of the report.
Contractors shall include sufficient abatement scope to cover full disturbance of all materials within identified renovation areas, including:
o Full door removal at all locations shown on the drawings o Complete removal of finishes within restroom limits of construction o Localized abatement beyond visible limits as required to access underlying construction o This establishes a uniform bidding baseline.

Seed 1 - Project #534- 23-910
Post-Award Verification • Following award, the Contractor will coordinate with the VA for:
o Pre-construction verification and, if required, additional sampling o Final delineation of ACM vs non-ACM materials o Adjustment of quantities based on verified field conditions
Seed 2, Project #557- 20-101
On A-810 the is a note that says "Provide Integral Sink as indicated on elevations in the Corian Color Bisque".
However, on the Plumbing schedule when it lists the sinks, none are listed as integral sinks. All integral sinks are provided by Corian because they match the countertops.
However, none of the sinks listed on P-301 Plumbing Schedule are listed as Corian.
No integrated sink required, provide drop-in sinks as indicated on the bid set plumbing sheets. Per the fixture schedule on sheet P-301.
MATOC
RFP, 1.2.8.3
As of today, the due date to submit our proposals, is Wednesday 6-17-26, via email and mail for the hard copies of the technicals. would you consider, assuming the due date does not change from the 17th, allow the hard copies to be delivered NLT Friday 6-19-26 (two days after the email proposal due date)? For many of us GCs to mail the hard copies, we would have to do it at least 2-3 days in advance of the due date to make sure it gets to you in time. Our fear is that an amendment with changes to the technical is provided right after we send the hard copies, having to send a revised package. Allowing a later due date for the hard copies, will eliminate that possibility, and will assure that the final technical you received vie email, is the same as the hard copies mailed.
Submission date for the four hardcopies required IAW 1.2.8.3 are no longer required by proposal due date. Hardcopies are now due June 24, 2026 by 4 PM Eastern to:
Ralph H. Johnson VA Healthcare System ATTN: John W. Cronk Engineering Service Room G206D 109 Bee St. Charleston, SC 29401
