About this file
This document is a Request for Information (RFI) Log that compiles questions and official government responses for VISN 7 Construction MATOC Seed Project 1 (Project 534-23-910) at Ralph H Johnson VAMC in Charleston, South Carolina, Amendment #0005.
The project scope encompasses comprehensive renovations to multiple building floors including: 46 bathroom renovations across floors 1-5 with new fixtures, tile, paint, and finishes; replacement of approximately 525 door panels (with 8 on Floor 1, 109 on Floor 3, 174 on Floor 4, and 234 on Floor 5); renovations to six stairwell towers with new terrazzo flooring, paint, railings, and guardrails; a new nurse station on Floor 4 with cabinetry and technology infrastructure; and replacement of nine drinking fountains. The project requires a 300 calendar-day performance period following Notice to Proceed and includes all necessary abatement, demolition, construction, testing, commissioning, and closeout activities. Work must comply with ICRA (Infection Control Risk Assessment) Class III/Level IV requirements with full-height containment barriers, negative air systems, anterooms, and continuous monitoring. Asbestos abatement for identified materials is the contractor's responsibility through a licensed subcontractor. The contractor is responsible for temporary barriers, signage, wayfinding, all testing and inspections, fire alarm tie-ins with Gamewell/FCI E3 Series system integration, commissioning agent services (independent third-party), and final cleaning and turnover. Standard work hours are 7:00 AM to 4:00 PM with weekend and after-hours work permitted for noise-generating activities with COR approval. One bathroom set and one stairwell can be closed concurrently during construction. No on-site laydown, parking, or office space will be provided; the government will supply temporary power and water connections. Existing conditions drawings are reference only; contractors must field-verify all conditions. Seed Project 1 is the only tax-exempt seed project; Projects 2 and 3 include applicable sales taxes.

Existing Asbestos and Hazmat Data per Seed 1 ATT
27. - For Seed 1 Charleston, Attachment 27 references existing asbestos locations in Building [pending site walk]. Will the Government please confirm: (a) the asbestos abatement scope is included as part of the contract or is performed by a separate VA-procured abatement contractor prior to construction, and (b) MARZ's role in handling or interfacing with abatement during the construction phase?
Abatement of the areas with ACM defined in the provided hazardous material survey is required except for the transite pipe which can remain.

Please provide all the sole source justification documentation (brand name justification) on this project as part of the contract documents.
If the contractor encounters a product within the contract documents that appears to be sole source but is not accompanied by a Brand Name Justification (BNJ) or Sole Source Justification (SSJ), the contractor shall proceed as follows:
• Treat the item as a Brand Name or Equal requirement. In the absence of a published justification, no product shall be assumed to be sole source.
• Submit a formal substitution request in accordance with the specifications, including complete technical data, product literature, performance characteristics, and any other documentation necessary for evaluation by the Contracting Officer’s Representative (COR) and the VA technical team.
Upon receipt, the Government will review the submitted information to determine whether the referenced product is truly sole source or whether alternate manufacturers are acceptable. If the Government determines that a sole source condition exists and must be maintained, a formal justification will be issued through amendment. Otherwise, the product will remain Brand Name or Equal.
This process ensures compliance with VA procurement regulations and maintains fair and open competition.
