About this file
This is a Request for Information (RFI) Log documenting Questions and Answers for VISN 7 Construction MATOC contract 36C24726R0026, Amendment #0003. The document addresses clarifications for SEED 1 Project 534-23-910, a renovation project at a VA medical center involving stairwell and bathroom upgrades across multiple floors.
Key technical requirements clarified include: precast terrazzo will be used for stairs (treads, risers, and landings) with separate tread and riser components minimum ¾" per NTMA standards, complying with NFPA egress and stair enclosure requirements; stair bases will be precast terrazzo matching hallway finishes; existing concrete risers must be field-verified and ground down as necessary to accommodate new finishes and ensure smooth transitions; landings will utilize blue terrazzo and treads/risers white terrazzo consistent with existing facility materials; visual contrasting strips and abrasive inserts require COR and VA interior designer coordination; wall protection will be Inpro palladium rigid sheet at 0.060" thickness; handrails and crash rails will match existing new standards with coordination required; and bathroom phasing must be coordinated with facility and COR for department availability. Work sequencing requires vertical spaces to be independent phases, with demolition and construction coordinated during facility working hours, after hours, or weekends as appropriate for stairwell work requiring full vertical shutdown. The asbestos report (532-23-910 Environmental Survey Report) has been provided. NTMA contractor membership requirements and ICRA requirements with infection control coordination are pending further elaboration in subsequent amendments. RFI submission deadlines: Seed #1 (Project 534-23-910) by 4/30/26 at 5PM Eastern; Seed #2 (Project 557-20-101) by 5/1/26 at 5PM Eastern; Seed #3 (Project 619A4-25-102) by 5/4/26 at 5PM Eastern, submitted to elissa.goodman@va.gov and CC joyce.powers1@va.gov.

SEED 1_Project 534-23-910 - A- 509/Stars and treads
If the height of the stairs and treads is increasing to add the terrazzo (which it seems it is based on the drawing detail from A-509, detail 4), how will that affect areas not getting the terrazzo? Such as the height of the landings where doors are and at the very top steps.
New finishes are required to comply with with NFPA general egress and stair enclosure requirements along with a smooth transition from existing to new. See A509 detail 4
SEED 1_Project 534-23-910 - Stair nosing
Will precast Terrazzo be acceptable for Stair Nosing and rise portion of the stairs?
Yes. Precast terrazo will be acceptable. Revision has been made to Stair drawings to reflect change see A509
SEED 1_Project 534-23-910 -
Concerning ICRA requirements on G003, alternate method in Appendix A, if a space cannot be exhausted to the outdoors, is a Level IV anteroom an alternative to air monitoring of negative air machine HEPA exhaust.
Icra requirements are to be coordinated with COR and infection control requierements per facility. Will elaborate further in next amendment.
SEED 1_Project 534-23-910 -
Please provide the asbestos report referenced in the scope of work and drawings.
Please find Asbestos report attached titled "532-23-910 - Environmental Survey Report".
SEED 1_Project 534-23-910 -
Please confirm the phasing on Drawings G005 and G006. These drawings point out the areas of work but do not list any phasing requirements. How many bathrooms can be performed at one time? Are there certain bathrooms that cannot be done at the same time? Are the areas as defined by the colors to be performed as separate phases?
Vertical spaces are required to be independent phase.
Bathroom phasing will need to be coordinated with the COR for department availability.
SEED 1_Project 534-23-910 - G005/G006
Per G005/G006 Phasing Notes, all demolition and construction work is to occur after hours and weekends. Is this the intent for the stairwells? This would be extremely difficult to achieve and extend the time to do this work tremendously. With the precast terrazzo it may be 2 weeks per floor.
Demolition work will need to be coordinated with facility working hours. The stairs will need to be coordinated after hours/ possibly weekend as it requires a full vertical shutdown. Security and safety of the facility will also need to be notified.

SEED 1_Project 534-23-910 - A509
A509 appears to show 3/8” poured in place treads for stairways. This would not be realistic. The tread/riser combo is also not possible at 3/8”. Precast terrazzo treads are minimum ¾” per NTMA. The solution would be to offer a separate tread and riser. We would install the tread over the riser in the field. Please confirm.
Separate precast terrazzo tread and riser is acceptable. Riser and tread is required to comply with NFPA egress and stair requirements. See updated drawings A509
SEED 1_Project 534-23-910 - 4/A509
