About this file
This document is an amendment to solicitation 36C24224R0071 for the construction of a new Emergency Department at the Stratton VA Medical Center in Albany, NY. The key details include:
The project requires the contractor to prepare the site, perform demolition and abatement, and construct the new Emergency Department including general construction, structural, mechanical, plumbing, electrical, fire alarm/sprinkler, and other work. The period of performance is 550 calendar days and the contractor must provide a dedicated, OSHA-certified superintendent. The contractor is required to utilize the VA's Autodesk Build construction management platform for project communications and collaboration. The amendment provides responses to vendor RFIs regarding specification clarifications, exterior metal sheathing grounding, steel fabricator certification, concrete admixtures, soldier piles, and interior/exterior signage. It also clarifies discrepancies in the finish plans and schedules.

This amendment provides responses in red to the vendor submitted RFIs below:
1) The following specifications are included in the specifications but do not appear in the table of contents. Are these intended to be included?
· 07 13 52 MODIFIED BITUMINOUS SHEET WATERPROOFING
· 13 34 19 METAL BUILDING SYSTEMS
Response: Yes, both sections should be included and they are included in the Volume II Spec book. They are also listed in the TOC in Volume I Spec Book.
2) Does the metal-panel cladding have grounding to which the lightning protection system would be connected? Prefer to show actual locations on drawings, not just reference “connect to existing”.
VA Electrical Design Manual
2.2.3 METAL CURTAIN WALL GROUNDING
(a) To help ensure that personnel are not exposed to electrical shock, all exterior metal sheathing of buildings shall be grounded.
(b) For buildings with perimeters not exceeding 76 M (250 ft) the sheathing perimeters shall be grounded at diagonally opposite corners of the building.
(c) For buildings with perimeters exceeding 76 M (250 ft) the sheathing perimeters shall be grounded such that the spacing between grounding points does not exceed 30 M (100 ft).
(d) A ground point shall consist of a driven ground rod and brazed connection to the building sheath. A No. 6 AWG bare copper conductor shall be used to connect the sheath to the ground rod.
(e) Where a lightning protection system is provided for the building, the sheath shall also be bonded at each down conductor location.
2.3 LIGHTNING PROTECTION SYSTEM
(a) Lightning protection is mandatory for all Mission Critical buildings. For non-Mission Critical buildings, perform risk analysis per NFPA 780, Annex L, and provide a lightning protection system where ND>NC. Submit calculations to CO, PM and COR.
(b) Lightning protection systems shall comply with NFPA 780 – Standard for the Installation of Lightning Protection Systems, and NFPA 70 – National Electrical Code.
Response: On 1-ES-102, add the following notes 4,5,6 under “LIGHTNING PROTECTION GENERAL NOTES”
1. At each ground rod location, provide a dedicated lightning protection down conductor concealed within the building exterior metal sheath. Down conductor shall be bonded to ground rod on the bottom, and perimeter conductor on the top.
1. At each ground rod location, provide a No. 6 AWG bare copper conductor, brazed to the building exterior metal sheath, and bonded to the ground rod
1. Entire lightning protection system shall comply with NFPA 780 and NFPA 70.
3) Will AISC certification for fabricators and/or erectors be waived for this project? These limit competition and local participation.
Response: Yes, for this project I am going to hold to the AISC certification for the steel fabricator. This project has some unique steel details and existing conditions.
4) Regarding the upcoming bid for the New Emergency Department Albany VAMC Project, I have snipped the paragraph below from the Project Documents, Section 033020 "Concrete Slab on Grade", Page 7, Paragraph 2.3 G. “Integral Water Vapor Reducing Admixture (WVRA)”. The project cannot be bid by a contractor as specified.
The Products currently listed need to be updated per the details below:
· "Barrier One, Inc." filed Chapter 7 bankruptcy liquidation in 2023. This company name no longer exists. The company has reorganized under the new name "Barrier One Concrete Admixtures" and a new product name "CPS Moisture Vapor Reducing Admixture". Please update to minimize confusion.
· “Vapor Lock 20/20” is a Canadian Company and will not meet “Buy American” standards if required. Warranty is limited to 10 years.
· "Moxie International" no longer manufacturers "1800 Super-Admix, or a WVRA product for slabs.
Consequently, there may be only one product reference standard for a contractor to base their bid.
To assure you receive the outcome you have specified and not encounter any project delays, please consider another locally available product, ISE Logik MVRA 900. I have attached information on this product for your review.
ISE Logik MVRA 900 is the ONLY WVRA with a Health Product Declaration (HPD) and Environmental Product Declaration (EPD) to allow design professionals the ability to understand the health and environmental impact of the product and how it contributes to net zero goals. (attached)
ISE Logik MVRA 900 provides a LIFETIME moisture vapor warranty - exceeding the 10 years required in the specification - AND also adds an Adhesion Warranty, cross warranted with the largest manufacturer of flooring adhesives. (attached)
Please consider updating your specifications for future projects to include ISE Logik MVRA 900 and include as an “equal” in an upcoming addendum for this project. I remain available if you have any questions or need additional information.
Response: Modify specification section 033020 part 2.3.G to read:
G. Integral Water Vapor-Reducing Admixture (WVRA): Sodium silicate admixtures by “Vapor Lock 20/20” by Specialty Products Group (SPG); “Barrier One” by Barrier One, Inc. Concrete Admixtures ; “Moxie Shield 1800 Admixture Super-Admix” by Moxie International; with the following minimum performance:
The products and manufactures we have specified meet the intended requirements for elevated slab floor slabs; ASTM E 96- Water Vapor Transmission and ASTM D5084 Waterproofing.
5) Please provide a detail for soldier pile wall / steel sheeting noted on drawing 1-SS-100
Response: Temporary piling shall be designed by a delegated engineer. Contractor to submit engineered shop drawings for review and record. This is called for on drawing 1-SS-100 and also specified in for spec section 0310000 part 3.2
6) Based on the attached plans and specs we have the following requests regarding exterior and interior signage:
· A copy of the VA Signage Manual/Signage Details mentioned in the specs for interior signage.
Response: signage. VA signage manual can be downloaded here: https://www.cfm.va.gov/til/dManual/dmSignage.pdf
· A copy of the signage layout A16.01 referenced in drawing 1-AS-408.
Response: See VA Signage Manual page 574
7) There are a number of discrepancies in finish plans and schedules for floor finishes:
· 09 06 00 Schedule for Finishes includes 09 65 13 Resilient Base Stair Treads Finish Code RST-1, but Finish Plan and Finish Schedule drawings do not indicate if required. Should these be included for stair treads at SW6 & SW15? Is any floor finish required at landings?
Response: Response: Resilient Base Stair Treads are not required for SW6 and SW15. Please omit this information from specification section 090600. Modify First Floor Finish Plan 1/1-AS-905 in include LVT-1 Floor finish with WB-1 Base in room Rooms E141 storage, E149 office, E148 storage, and E147 storage.
· B001 Passageway – AS-903 Finish Schedule lists “LVT”. Which Finish Code LVT is required?
Response: Passageway B001 shall receive LVT-5 with WB-1 wall base.
· E109 Clean Linen – AS-903 Finish Schedule lists WSF, AS-905 Finish Plan shows LVT-2. Please clarify.
Response: LVT-2
· E152 Control Room – AS-903 Finish Schedule, base code is RB, is this intended to be WB-1 from 09 06 00 Schedule for Finishes?
