About this file

This document is a detailed technical specification (Section 132000) for protection of exhibits and collections during a museum renovation project at the National Museum of American History (NMAH). The specification provides comprehensive guidelines for protecting artifacts, objects, furnishings, and equipment during construction, including requirements for dust control, moisture protection, temperature and humidity management, and impact protection. Key protection methods include using fire-retardant materials, polyethylene barriers, silica gel dehumidifiers, rigid and soft impact protection systems, and careful handling procedures to prevent damage to irreplaceable museum items.

The specification is part of a larger $10+ million Smithsonian Institution contract (Solicitation Number 33330225RF0010008) for the NMAH PSRP IV Collection Move project, with a 1,095-calendar day performance period. The project involves moving collections within the American History Building to the Suitland Collections Center, including project management, packing, storage arrangements, physical transit of artifacts, and rigging services. The solicitation includes specific subcontracting goals: 40% with small businesses, with targeted allocations for small disadvantaged businesses (7%), women-owned small businesses (7%), Hub-zone businesses (4%), veteran-owned businesses (4%), and service-disabled veteran-owned businesses (4%). The proposal is due on Wednesday, March 19, 2025, at 3:00 PM Eastern Standard Time.

Stretch polyethylene tautly, fold under itself at the edges, and anchor properly using duct tape plus ½’ staples or wood slate and drywall screws. Use tape to seal the enclosure, not to create it.

2. Submit the shop drawings and manufacturer’s technical information for to use. Drawings are to depict the Contractor’ proposed methods of protecting The Items from dust, dirt, and impact.

3. Venting: where venting is required in barriers to maintain temperature and humidity, provide filtered vents of the size and location to permit the circulation of ambient building air.

4. Adhesive Tapes: Seal dust barrier and drape seams against dust and moisture with appropriate plastic adhesive tapes that are moisture resistant and dust tight. Under no circumstance shall the Contractor apply tape directly to the item.

5. Buffer: Where dust protection is applied directly to an Item and the dust membrane comes in contact with metal, wood, painted, or cloth surfaces or any surface affected by moisture, apply a buffer between the surface and the dust barrier. This buffer shall be lightweight, breathable, non-abrasive, and chemically inert covering – DuPont’s Nomex or approved equal.

B. Moisture Protection for Items: Where required for proper protection of Items, provide polyethylene barrier similar to Dust barrier specified above.

1. Examine spaces for drip pans or other areas that exhibit leaking, and take precautions against spilling water in Items.

2. While piping will be drained prior to capping and removal, residual water may remain in pipes or other devices. Take care that water does not drip on Items.

3. Remove any water that spills during system or ceiling demolition, and dry surfaces.

C. Temperature and Humidity Protection for Items: Protect each Item against changes in humidity and against condensation, and the resultant deterioration and damage.

1. Maintain normal museum temperature and humidity levels during construction.

4. Do not allow silica gel or the container to come into direct contact with the Item.

5. Periodically inspect containment and dehumidification chemical. Replace as needed.

D. Impact Protection for Items: Where required for the proper protection of Items, protect each Item against impact and the resultant damage.

1. See Prototypical Details on Drawings for recommended approach to protection of Items.

2. Rigid Protection: Provide rigid protection on horizontal surfaces where items are impacted by work directly above, on vertical surfaces of glass-front cabinets, and any other circumstances that require enhanced protection.

a. Performance: Design rigid protection to protect the specific Item against impact or contact. The horizontal protection shall stop for penetration a 100 kilogram object with a contact area of .5 square meters dropped from 8 meters. The vertical protection must stop a lateral force of 100 kilogram without movement, racking, or shifting.

b. Prefabrication: Prefabricate rigid protection system off site to the greatest extent possible. Brace prefabricated section to permit movement and installation without racking. Assemble in space using handtools only.

c. Mobility: Design rigid protection to be easily placed around and over the Item.

e. Buffer: Separate Item from Rigid Protection with rosin paper, polyethylene, neoprene, or other archival sheeting material.

3. Soft Impact Protection: Provide soft protection where rigid performance is not required, or for irregularly-shaped objects not requiring rigid protection.

a. Performance: Design soft protection to protect the specific Item against impact or contact. The horizontal protection must stop a .5 kilogram with a 25 mm diameter contact surface dropped from 3 meters.

b. Prefabrication: Prefabricate soft protection off site to the greatest extent possible.

c. Mobility: Protection shall be easily placed around and over the Item.

d. Buffer:

e. Tapes and Adhesives: Do not apply tapes or adhesives to Items requiring protection.

F. Barricades, Warning Signs, and Lights: Comply with requirements of authorities having jurisdiction for erecting structurally adequate barricades, including warning signs and lighting.

G. Temporary Egress: Maintain temporary egress from existing occupied facilities as indicated and as required by authorities having jurisdiction.

H. Cleaning: Periodically clean the protection system of accumulated dust and debris. Do not allow dust or debris to accumulate on surface of protection systems..

I. Removal: After permanent construction operations have been complete, and as approved by the COTR, carefully remove the protection. Call all protection of dust and debris prior to removal.

Take extreme care to avoid dust migration and damage to the Items during removal of the protection.

J. Repair: repair any damage to the Item caused by its protection and/or the renovations. The survey conducted prior to the install shall be used as the base line for the condition of the Item prior to the protection. Restoration work of the damage shall be at the cost of the Contractor.
