| Section 1 | QUALIFICATION COURSES OF FIRE |
| 1.1 | General |
This attachment contains the authorized courses of fire for Worldwide Protective Services (WPS) III training. General procedures for conducting these courses of fire are detailed in Section 2, Firearms Qualification Procedures of this attachment, with specific course details and firing instructions described in Section 3, Courses of Fire. The Department of State (DS)/Overseas Protective Operations (OPO)/WPS reserves the right to make changes to the courses of fire described herein, to include the establishment of new courses of fire. Example images of targets, used in the below courses of fire, as well as scoring sheets may be found in Section 5, Target Images and Scoring Sheets of this attachment. Training may be conducted on paper targets, however, all qualifications/requalifications must be conducted on cardboard targets, with the exception of Designated Defensive Marksman (DDM) targets.
1.2 Firearm Qualification/Requalification (All Labor Categories) A. All armed Contractor personnel shall qualify with required weapon(s), as specified in Attachment 1, Position Descriptions under the standards described in Attachment 3, Firearms Qualification Standards prior to being issued or assuming duty with a weapon under this contract.
1. Contractor personnel shall not deploy to the task order performance location without possessing current qualifications on all task order (TO)-required weapons. The Contractor shall schedule Contractor personnel without current firearms qualifications to attend a requalification at the Government Provided Training (GPT) or Contractor Provided Training site as specified in the TO. Costs associated with travel to this site are addressed in Section B of the WPS IDIQ.
B. Contractor personnel shall requalify on all required weapons using iron sights and assigned optics according to the standards contained in Attachment 3, and the schedule below:
1. All U.S. “P” and “G” personnel shall re-qualify within 120 days from their last qualification date, and no less than 90 days from their last qualification date.
2. Armed “S” category personnel shall re-qualify within 195 days from their last qualification date, and no less than 150 days from their last qualification date.
3. All LN/TCN “G” personnel shall re-qualify within 195 days from their last qualification date, and no less than 150 days from their last qualification date.
C. The weapons qualifications “clock” of Contractor personnel will be put on hold the day the individual departs the TO place of performance for rotation (e.g., rest & recuperation, emergency leave, authorized training, etc.), and restarts once the individual returns to the TO place of performance. If an individual’s time away from a TO place of performance lasts longer than 40 days, the individual’s weapons qualification “clock” starts and includes the time accumulated back to the first day of the individual’s travel rotation. If the accumulated time exceeds the requalification schedule as identified in Section 1.2.B above, the Contractor shall schedule Contractor personnel to attend requalifications in accordance with the requalification instructions specified at the Task Order. Costs associated with travel to this site are addressed at the Task Order.
D. Firearms instructors overseeing requalification at TO locations shall be DS-approved firearms instructors, maintaining current certifications in Basic Field Firearms Officers Course (BFFOC), in accordance with Attachments 1, 2, and 3. Instructor-to-student ratios for firearms requalification shall be maintained in accordance with requirements in this attachment.
E. Where U.S. Government-provided firing ranges are not available at the TO place of performance, the Contractor shall schedule Contractor personnel to attend requalifications in accordance with the requalification instructions as specified at the TO and in accordance with this Attachment. Costs associated with re-training and re-qualification site are addressed at the TO level and this Attachment.
F. Initial Firearms Training: Trainees at initial training are authorized six attempts to qualify with required firearms as required per Attachment 1, Personnel Qualifications. The standards and delivery of the attempts to qualify are the same for both Government and Contractor Provided Training. Trainees who fail to successfully qualify on required weapons systems within up to three qualification attempts on the same day, shall be provided remedial training (to include simulation firearms training when available) prior to conducting a fourth attempt, which will be on a subsequent day. The fifth and sixth (final) attempts will not occur prior to receiving additional remedial training. Trainees who fail to successfully qualify after their sixth (final) attempt will be dropped from training and may attend a future training course at the discretion of DS/OPO/WPS COR for Government Provided Training and at the discretion of the Contractor for Contractor Provided Training, respectively. Trainees who fail to successfully complete weapons training after attending a subsequent training course shall be dropped from the training program and shall not be authorized to complete that training program, and shall not be enrolled in the same training program earlier than one year from the failure date.
G. Requalification of Firearms at TO Place of Performance: Contractor personnel who fail to requalify, at the TO place of performance, on required weapons systems within up to three attempts on the same day, shall be provided remedial training (to include simulation firearms training when available) prior to conducting a fourth attempt, which will be on a subsequent day. Personnel cannot provide services in a labor category that requires armed security services until all weapons qualifications are met. The fifth and sixth (final) attempts will not occur prior to receiving additional remedial training. Trainees who fail to successfully qualify after their sixth (final) attempt shall be removed from the TO place of performance or be assigned to an unarmed position, in which the individual must be bio-approved to fill.
1. Contractor personnel that complete their first attempt at the TO place of performance and do not meet full requalification of all required wepons systems and did not complete any iteration of additional attempts at the TO place of performance before departing the location, relinquish these attempts for follow-on attempts to requalify. i.e. Once you declare a first attempt, and for any unforeseen reason, must depart the TO Place of Performance before going through six full attempts (if all six are needed) for requalification, departing post before all attempts are made is a failure on those weapons systems attempted, the attempts are not saved prior to going to another series of requalification attempts. DS/OPO/WPS COR may provide exceptions on a case-by-case basis.
H. Follow-on Requalification of Firearms after Failure at the TO Place of Performance:
The standards and delivery of the attempts to requalify after failing at the TO Place of Performance are the same for both Government and Contractor Provided Training. The following support details apply:
1. For contractor provided training as specified at the TO:
i. all additional costs of retraining, to include weapons usage and ammunition, and any other direct or indirect costs, shall be borne by the Contractor.
2. For government provided training as specified at the TO:
i. Additional requalification training will occur at the Government identified training site, and training costs shall be borne by the Government, to include instruction, weapons usage, firearms range usage, and ammunition.
ii. All other direct or indirect costs, shall be borne by the Contractor.
iii. The Government will provide no more than six (6) days of requalification to P labor category personnel, and no more than eight (8) days of requalification to G and S labor category personnel. Number of days will include a day for arrival and departure from the training site. Total number of training days may be less, dependent on the number of weapons systems required to be requalified.
Contractor personnel who fail to requalify, at the TO identified training site, on required weapons systems within up to three attempts on the same day, shall be provided remedial training (to include simulation firearms training when available) prior to conducting a fourth attempt, which will be on a subsequent day. The fifth and sixth (final) attempts will not occur prior to receiving additional remedial training. Contracotr personnel who fail to successfully qualify after their sixth (final) attempt shall be removed from the training site at the earliest airport/ground transportation departure, following normal out-processing procedures. Contractor personnel who fail to successfully qualify after their sixth (final) attempt shall be dropped from the TO and must attend and successfully complete a full basic firearms course in accordance with labor category standards, and shall not be enrolled in the course earlier than one year from the failure date.

1. Support and Guard contractor personnel must attend the full basic guard firearms course in accordance with their labor category.
2. Protective contractor personnel must attend the PSS firearms course.
B. For government provided training as specified at the TO, contractor personnel, that are bio approved and within good standing for basic and recertification training requirements, but require firearms requalification in accordance with the standards, shall be provided six attempts to qualify on required weapons systems. The Government will provide no more than six (6) days of requalification to P labor category personnel, and no more than eight (8) days of requalification to G and S labor category personnel. J. WPS II to WPS III Firearms Requalifications: All incumbent contractor peronnel providing performance on WPS II and transitioning to performance on WPS III, and required to qualify on a firearms qualification course of fire that is different from WPS II on required weapons systems, are forwarded six attempts to qualify, and the requalification opportunities as outlined in this section.
| Section 2 | FIREARMS QUALIFICATION PROCEDURES (Excluding DDM) |
| 2.1 | General |
A. The qualification course of fire begins once the line instructor declares, “This is your DS M4/Glock, etc., qualification course of fire. It will count for record.” The qualification course of fire ends when the command to cease fire is given for the last stage of the course of fire. There shall be NO COACHING at any time during a qualification course of fire.
B. Alibis: In order to rate an alibi, the shooter must properly and completely perform immediate action. If the stoppage/malfunction is in any way shooter-induced, regardless of immediate action, the shooter does not rate an alibi. All other instances that rate alibis can be found in the BFFOC manual. If the shooter rates an alibi, the shooter receives the full time allotted for that stage of fire to shoot the remaining rounds to complete that stage of fire.
C. DS Carry Conditions:
1. M4 Carbine/MK18: Loaded magazine inserted, round chambered, weapon on SAFE.
2. Glock 19: Magazine inserted, round chambered.
3. M240 and M240B: Bolt forward, ammunition belt in feed tray, feed tray cover closed, weapon on FIRE.
4. SA – M203: Breach closed, no round chambered, weapon on SAFE.
D. Zeroing: All shooters must obtain a “zero” or weapons sights calibration prior to conducting firearms training or qualifications, to included re-qualifications. Unless otherwise specified in this attachment as a specific zero, shooters shall be provided appropriate time and instruction to zero their weapon that meets the course of fire distances and fundamentals of marksmanship. It is the firearms instructors responsibility to ensure the zero of the shooter’s weapons meets the course of fire criteria. Zeroing weapons is estimated to take 10-15 rounds depending on the weapons system, but may differ depending on individual shooters capability. Weapons such as pistols, do not commonly require a zero.
2.2 Scoring
A. Once the qualification course of fire is completed, all shot holes shall be counted and appropriately marked on the target, either in the scoring box for target DS-Q1A or in a space clear from shot holes on the target. When scoring, the grease ring of the projectile must clearly touch the outer edge of the scoring line to achieve the higher point value. For all qualification courses of fire, the scorer will print their name and the shooter’s name on the target. The scorer will sign and date the target. Photographic records of all shooter qualification and requalification targets shall be kept on file for the life of the contract. The quality of the digital photographic record must be such that the target can be rescored should a discrepancy arise later. In cases where there is disagreement over the value or validity of any shot on the target, the onsite U.S. Government representative will make the final determination.
1. Scoring Gauges: Scoring gauges approved by national shooting associations—such as, but not limited to International Shooting Sport Federation (ISSF), National Rifle Association (NRA), Civilian Marksmanship Program (CMP), International Practical Shooting Confederation (IPSC), etc.—may be used to evaluate hits on targets where the grease ring is not apparent, double hits occur, or other issues that require their use to ensure an accurate score is assessed.
B. On the DS-Q1A “Izzy” target, the following additional scoring guidance applies:
1. Rifle and Pistol: All hits in the vital area will be given five (5) points each; all hits on the silhouette outside the vital area to include the AK buttstock, to include the white space between the arm and body at the AK buttstock, will be awarded four (4) points each.
C. Rounds fired after cease fire (i.e., late rounds) will be properly recorded during the qualification course of fire, clearly marked on the target, and deducted from the final score. Late rounds for rifle and pistol will result in five (5) points deducted per round; M203 will result in five (5) points deducted per round; and machineguns will result in one (1) point per round.
D. Crossfire (i.e., shooters firing on targets other than their own intentionally or unintentionally) will result in the disqualification of the offending shooter. A second incidence of crossfire for any shooter will result in their removal from the training program, but he/she can attend a training program at a future date at the discretion of the DS/IP/OPO COR. Shooters that have been the recipient of crossfire will be afforded an opportunity to reshoot without penalty. Recipients of crossfire have one additional option: to subtract “extra” hits to arrive at an adjusted score. This option will only be exercised if the number of rounds on the target can be counted with certainty and there are no more than 85 total rounds on target for an M4 or no more than 50 rounds on the target for a handgun. Deductions are calculated as follows:
1. M4 = 5 point deduction for every extra hit over 60 but less than 85.
2. Handgun = 5 point deduction for every hit over 40 but less than 50.
3. Scores calculated under this option will be accepted as a valid qualification.
| Section 3 | COURSES OF FIRE |
| 3.1 | Guard Semi-Automatic Pistol Qualification Course of Fire |
A. This qualification is applicable for G and S labor categories.
B. Pre-Firing: Each shooter will load three (3) magazines with 40 rounds, broken down as follows: two (2) magazines of 13 rounds each, and one (1) magazine of 14 rounds. When required by the TO to carry the pistol concealed, the individual must wear clothing that covers the holster (e.g., jacket, suit coat, or other garment). When carrying the pistol unconcealed using a duty belt or drop-leg holster, the shirt will be tucked into the trousers. In all cases, individuals shall qualify with the specific holster(s) required in performance of their duties under this contract.
C. Targets: The DSQ-1A Izzy target is used for this course.
D. Scoring: All hits in the vital area will be given five (5) points each; all hits on the silhouette outside the vital area, not to include the white space between the arm and body at the AK buttstock, will be given four (4) points each. A minimum qualifying score is considered 160 out of 200 points (80%). The scoring box in the top left-hand corner shall be utilized for recording hits and totals. The scorer will print their name and the shooter’s name on the target. The scorer will sign and date the target.
Note: This course is also used for the “Tactical/Drop Holster” requalification course.
