The FFUP shall also include all costs associated with providing the positions, including but not limited to direct labor, uplifts/bonuses, training, travel, taxes, insurance (including DBA), other direct costs, indirect costs and profit. Section L - L.13.1.3.a(9) specifically prevents Offerors from including DBA in their not-to-exceed (NTE) fully burdened IDIQ labor rate. Additionally, Section L L.13.1.3.B4(4) prevents offerors from including "any other costs, including other compensation costs like post hardship differential pay and danger pay" in their not-to-exceed (NTE) fully burdened IDIQ labor rate. Please confirm that the FFUP for the sample task order is the sum of the fully burdened costs associated with providing the position and the associated NTE fully burdened IDIQ labor rate minus any discounts. In other words, the FFUP includes the IDIQ NTE labor rate, plus DBA, plus uplifts and all other costs associated with providing the position. | The FFUP for the sample task order is the sum of the associated NTE fully burdened IDIQ labor rate minus any discounts, plus fully burdened costs associated with providing the position as described in Exhibit 2.1.6 Section L.7.1.E(2). | ||

| 085 | Exhibit 2.1.6, Section L.7.1.E (2)(a) | Exhibit 2.1.6, Section L.7.1.E (2)(a) requires offerors to include taxes in the labor portion of the FFUP. This will require offerors to develop a blended cost for taxes per NTE labor category over the period of performance. This requirement is extremely challenging since taxes are country specific and legal requirements are constantly changing in WPS III performance locations. Offerors will be required to accept significant costs risks that will ultimately be passed onto the Government. We respectively request that the Government include taxes as a separate CLIN, preferably a cost reimbursable CLIN, negotiated at the task order level to decrease the operational and cost risks to both the offeror and the Government. | See Item 80 above. | ||
