RFP Exhibit 2.1.0, STO PWS Section 8.1 | Will life support and housing be provided to the STO awardee for the transition team at the sample task order location? | Life support and housing will not be Government provided for the transition team of the Sample TO.
Exhibit 2.1.6, L.6.2.1.4, page 8 | The Baghdad TO requires the emergency demobilization plan to include pricing on page 8 of STO instructions. Will the Government confirm that it requires pricing information to be included in a technical volume? | Pricing requirement reflected within the emergency demobilization plan of Exhibit 2.1.6, Section L.6.2.1.4 (6) has been removed.
PWS Sec 6.1 & Attachment 1 - Personnel Qualifications | Will a candidate for the Senior Research Analyst (SRA) position qualify with an active DoD TS/SCI clearance?
| Will a candidate qualify if he/she has a DoS TS SCI Eligible clearance? | Upon Bio approval and obtaining TS clearance, DS SSO will coordinate the SCI portion of the clearance. Current DoD or DOS SCI access does not directly qualify a candidate. | |||||
L.12 Proposal Volume Composition | Volume 3 TECHNICAL RESPONSE TO SAMPLE TASK ORDER. Will the Government confirm that Table of Contents, List of Exhibits, and List of Acronyms are exempt from the 50-page limit? | The tables of contents, lists of tables/figures, acronym lists/ glossaries, and proposal covers are outside of the final page count for all volumes where a page count is applied. | ||
L.13.1.4 vs. EX 2.1.6 -L.7.2 | L.13.1.4 of the IDIQ says there are no page limits on TO pricing but EX 2.1.6 has a limit on text of 75 pages. Could the government please clarify? | Exhibit 2.1.6, Section L.7.1 (b) provides no limitation on spreadsheet pages. Section L.7.1 (c) provides 75 page limitation on pricing narrative. Section L.13.1.4 has been revised to provide this clairification. | ||
L.12, L.13.1.4, EX 2.1.3-L.7, M.3.2 | There is no section, factor or subfactor title provided in Section L or Ex 2.1.6 for the TO Pricing Section in Volume 3. However, section M refers to it as “Factor 4.” Is this meant to be "Factor 3" since there is currently no Factor 3? | Section M.3.2.3 identifies Factor 3 as Logistics. M.3.2.4 Factor 4 is Sample Task Order Pricing. | ||
EX 2.1.6 -L.7.3 | Are the Assumptions to be included in the 75-page pricing narrative section? | Yes. Assumptions are to be included in the 75-page pricing narrative. | ||
EX 2.1.6 -L.7.3 | Since the past performance allows up to 80 pages, the pricing narrative up to 75 pages, the 50-page limit on the STO technical response seems inadequate. Will the Government increase the STO technical response page limit to 100? | Section L.7.3 of the IDIQ has been revised to reflect an increase in the page count for the technical response of the Sample Task Order from 50 pages to 75 pages. | ||
Section_L_-_Exhibit_2.1.6_Baghdad_Section_L_-_Proposal_Instructions_-__04.23.20, Section L.6.2.3.1.L Logistics and Property Management/Accountability, Page 12 of 18. This instruction does not appear to be applicable since STO PWS Section 4.3.5 states that all Explosive Detection Canines (EDCs) and vehicles for transporting them will be provided by the Government. Also, PWS Section 4.4.2 states that a Canine Veterinarian Clinic Facility is also provided by the Government. Please confirm that no response to this instruction for a plan to acquire and manage canines is actually required for this sample task. | Exhibit 2.1.6, Section L.6.2.3.1.L has been revised to specify management of canines vice procurement. | ||
STO PWS Sections 4.3.5 and 4.4.4 Transportation | TO PWS Section 4.3.5 stipulates that vehicles to transport all EDCs will be provided in-country by the Government, but PWS 4.4.4 states that the contractor is responsible for moving "personnel and canines" to and from the task order place of performance. Will the Government please clarify whether all EDCs are transported by the Government, not the contractor? | At the TO place of performance, all vehicles are Government provided when providing security services. The Contractor is required to provide transportation from the Airport to the place of performance of personnel and canines, in Contractor provided vehicles as stated in PWS Section 4.4.4. | ||
Section_L_-_Exhibit_2.1.6_Baghdad_Section_L_-_Proposal_Instructions_-__04.23.20[1] | What metrics will the Government use to determine whether or not the contractor has achieved Initial Operating Capability (IOC)? | Initial operating capacity (IOC) is the date a contract company/contractor takes over performance from either the incumbent or the Government. The IOC date also marks the end of the mobilization period and the work required to meet Full Operating Capacity (FOC). Initial Operating Capacity will coincide with the changeover from the incumbent contract company to the new task order awardee (this includes transition periods of the same contract company with new award). The total time period of transition contains three milestones(Mobilization, IOC, and FOC). Mobilization is the beginning of transition and the period of performance of the new Task Order, mobilization ends at the beginning of IOC when the vendor has assumed the performance of incumbents and any new contract personnel as specified on the TO staffing pattern. At IOC, the vendor can bill against the standard CLINs. | ||

The only change seems to be that in the later-dated version, Section 3.0 has now been reserved. Will the Government confirm that the later version of the TO PWS dated 4/30 is the version to use? | Exhibit 2.1.0 Baghdad Security Performance Work Statement dated 4/30/20 is the current version. | |||
