| Item | Document Reference (PWS, Attachments, Solicitation) | Questions/Issues | AQM/Program Office Corrective Action/Response |
| 01 | IDIQ Section L.10 | L.10 requires narrative throughout the proposal to be in 14 point font, and 12 point in graphics. Based on the extensive requirements in the Baghdad sample TO Section L instructions, 50 pages will be inadequate to address all the requirements in sufficient detail to facilitate a meaningful evaluation. Will the Government: |
1.) Either allow 12 point font in narrative and 10 point font in graphics and tables, to allow offerors to provide detailed responses?
| 2.) Or increase the page count to 75 pages? | Section L.10 has been revised to reflect the proposal to be 12 point font and 10 point in graphics. | |||
| 02 | IDIQ Section L.5 | |||
| beta.SAM.GOV announcement | To ensure availability of the appropriate personnel, it would be much appreciated if the Government would announce the date for the pre-proposal conference as soon as possible. | An update to the Solicitation Synopsis with information on the virtual pre-preposal confernce has been posted with Amendment 01 to the soliciation. | ||
| 03 | Section L, Exhibit 1.0 | Exhibit 1.0 refers to a minimum mandatory requirements matrix/form as "Section L, Attachment A", but that attachment does not appear to be included in the solicitation package. Will the Government please issue that matrix/attachment as soon as convenient? | Document Name Correction & Revision: Section L, Attachment A has been renamed to Section L, Exhibit 1.0 - Mandatory Minimum Matrix. See revised Section L, Exhibit 1.0 Mandatory Minimum Matrix - 05.28.20 | |
| 04 | Section L, Exhibit 1.0 | Referenced exhibit mentions a past performance questionnaire as Section L, Attachment B, but that attachment is not included in the RFP. Will the Government please provide? | The requirement for the utilization / completion of a Past Performance Questionnaire has been removed from the solicitation. | |
| 05 | IDIQ Section L.10 | L.10 requires graphics to be provided in Times New Roman (TNR) font. TNR font tends to make graphics look cluttered and less easy to absorb and evaluate. Will the Government allow offerors to use Arial or Calibri font (at 10 point size) in all graphics and tables? | Yes. The Government will allow offerors to use Arial or Calibri font (at 10 point size) in all graphics tables | |
| 06 | IDIQ Section L.10 | Reference to use of 11x17 pages is made in the price proposal instructions only. Can offerors use 11x17 in the technical volume and will they count as one page or two? | No. Pages for the techncial volume remain 8.5 x 11. | |
| 07 | IDIQ Section L.9 | Will the Government confirm that tables of contents, lists of tables/figures, acronym lists/glossaries, and proposal covers are outside of the final page count for all volumes where a page count is applied? | The tables of contents, lists of tables/figures, acronym lists/ glossaries, and proposal covers are outside of the final page count for all volumes where a page count is applied. | |
| 08 | IDIQ Section L.10 | Will the Government confirm that headers and footers in all volumes are excluded from the font size restructions, as long as they remain legible? | Headers and footers in all volumes are excluded from the font size restrictions, as long as they remain legible. | |
| 09 | IDIQ Section L.9 | RFP L.9 requires five hard copies of the proposal to be delivered physically on the proposal due date. In the light of the COVID-19 situation, to avoid any potential infection risk, will the Government amend the instructions to accept the proposal by email only? | Proposal submissions will be made electronically. See revised Section L.9 for instructions. | |
| 10 | SF 33, Item 9 | The 06/19/2020 due date provides only 30 days to prepare a comprehensive IDIQ proposal that includes an equally demanding Task Order response. The virtual pre-proposal conference will occur approximately two weeks from the 5/19/2020 RFP release, followed by an additional 5 days for question submittal, leaving only about 1 week to complete, print, and deliver the 4-volume proposal before the specified due date. Moreover, ongoing COVID-19 restrictions continue to preclude the onsite proposal team meetings and close interpersonal communications essential to developing proposals of this magnitude, even in those Offeror offices that are gradually re-opening. These are challenging conditions for even the best prepared and most efficient Offerors. In comparison, the WPS 2 procurement spanned 76 days from solicitation release to final due date, did not include a fully priced sample TO, and was not subject to COVID-19 working restrictions and the attendant elevated staff health and safety risks. To ensure the Government receives the complete, compliant, and competitive proposals appropriate to this 10-year, $15 Billion procurement, we respectfully request the Government extend the suspense period by at least an additional 4 weeks that is more consistent with the WPS 2 timeline and allows more timely exchange of Offeror inquiries and Government responses. | The proposal due date remains unchanged. | |
| 11 | Section L.9 Proposal Requirements | Offerors are required to submit five (5) printed sets of the proposal, each set consisting of four (4) volumes and one (1) CD-ROM, as well as one (1) electronic version delivered by email. Due to ongoing COVID-19 restrictions, Offerors’ personnel are working remotely, and those in gradually re-opening offices are doing so at greatly reduced operational capacities. Under normal circumstances, hard copy production under deadline pressures is a labor-intensive effort requiring multiple personnel working in close proximity. Given today’s unprecedented working conditions, we respectfully request the Government amend the submittal requirement to only the electronic version delivered by email. | See Response to Item 09 above | |
| 12 | Section_L_-_Exhibit_1.0_-_Mandatory_Minimum_Matrix_-_04.10.2020[1] | Exhibit 1.0 states "1. Offeror shall provide in this volume a sufficient number of examples listed in the Matrix Form (See Form: Section L, Attachment A) substantiating that within the last five (5) years, (and for the minimum duration of at least two (2) years combined within the those five (5) years) offeror has performed contract(s) (Federal, State or Private Sector) as a contractor (prime or sub) outside the U.S. providing all three (3) of the following: (a) armed personal protective and (b) armed guard and (c) team-based emergency response security services in a “high risk, high threat environment” outside the United States. Can the Contracting Office please provide the "SECTION L MATRIX ATTACHMENT A" document? | See Response to Item 03 above. | |
| 13 | Section_L_-_Exhibit_1.0_-_Mandatory_Minimum Matrix_-_04.10.2020 | Exhibit 1.0 states "1. How many is considered a "sufficient number of examples"? | Offerors should submit as many examples as they determine to substantiate how their company meets the requirements listed in Section L.13.1.1 VOLUME 1 – PART 01: Mandatory Minimum Requirements. Also see Item 03 above. |
