Section 1GENERAL CONDITIONS
1.1Hiring of Incumbents

A. The U.S. Government’s interests in economy and efficiency are best served when there is a minimum of disruption to the delivery of services during the period of transition between a predecessor Contractor and a successor Contractor. Therefore, in order that the U.S. Government receives the benefits of an experienced and trained workforce familiar with the U.S. Government’s requirements, a Contractor awarded a Task Order (TO) is encouraged to employ qualified incumbent employees of the predecessor Contractor to perform in the same positions at the same location under a successor TO.

B. Where incumbent personnel filling a position under the predecessor TO is no longer qualified to fill the position because the qualifications for that position have changed under the successor TO, the successor Contractor may hire that incumbent employee for the position as if fully qualified under the condition that the incumbent employee must meet all of the new qualifications of that position within 180 days of the full operating capacity date under the new TO. Failure to meet all of the qualifications of the position within the 180 day timeframe makes the employee unqualified for the position and the contractor shall then remove the employee from the position. For instance, many of the canine handler labor categories in predecessor TOs were S category positions, in WPS III, these canine handler positions may be assigned at the TO level as P or G category CLINS and require that incumbent employees meet the new qualifications and requirements within 180 days of the full operating capacity date of the new TO.

C. Personnel that are bio-approved for an existing position description under WPS II are considered fully qualified for that position description under WPS III. All individuals submitted to fill position descriptions established under WPS III must meet all training and security vetting requirements (security clearance, public trust determination, RSO vetting approval) prior to providing services on a WPS III TO.

1.2 General Qualifications

A. In order to be eligible to work under the WPS III IDIQ contract, U.S. citizen Contractor personnel shall:

3. Possess and maintain a valid passport granted by the U.S. Department of State (DS) if travel is required.

6. Local Nationals (LNs) must successfully pass a DS/RSO interview, background investigation, and/or polygraph examination and be approved by DS/RSO at the TO performance location.

7. Meet or exceed all applicable position/labor category requirements as detailed in Section 2 of this Attachment and the applicable TO.
