| Section 1 | INTRODUCTION |
| A. | There are two models for delivery of contract-required training not to be performed at the task order (TO) performance location under the WPS III contract: |
| 1. | Government-provided training (GPT) at a U.S. Government-identified training facility with courses scheduled and provided by a U.S. Government training provider. Specific requirements for Contractors under this model are provided in Section 2 of this Attachment. |
| 2. | Contractor-provided training (CPT) at Contractor-provided training facilities. Specific requirements for Contractors under this model are provided in Section 3 of this Attachment. |
| B. | The determination as to whether training will be Government-provided or Contractor-provided will be made at the TO level. |
| C. | Section 3 of this Attachment addresses refresher and in-service training. |
| Section 2 | GOVERNMENT-PROVIDED TRAINING (GPT) |
| 2.1 | General |
| A. | Upon TO award, the U.S. Government will direct the Contractor to send personnel requiring WPS III training to a DS/IP/OPO-provided training location. The Contractor is responsible for all costs and logistical support related to delivering their trainees to the GPT location. |
| B. | The Contractor shall utilize the TO-identified GPT location and provider for all required training not provided at the TO performance location. Costs related to U.S. Government-provided training are addressed in Section B. The contractor is required to arrange airfare travel, visas, immunizations, and other associated costs identified at the TO level to present designated WPS contractor personnel for training to meet contract requirements. |
| 1. | The Contractor may schedule firearms requalifications at the GPT location for Contractor personnel rotating back to the TO place of performance. |
| 2. | The Contractor shall schedule firearms requalifications at the GPT location for Contractor personnel whose firearms qualifications have expired while away from the TO place of performance. |
| C. | The Contractor shall ensure that all new WPS trainees have successfully completed all WPS III required training prior to their providing services on a WPS III TO. The U.S. Government will consider any Contractor personnel assigned to a position who have not successfully completed the required training for that position to be UNQUALIFIED, and the position will be considered UNSTAFFED for the purposes of assessing deductions, in accordance with Section H.26. Incumbent WPS II personnel, that have successfully completed WPS II initial training courses, are considered qualified under the WPS III contract. |
| D. | All requests for training and requalifications, scheduling, and documentation requirements shall be maintained using a DS/OPO/WPS-provided information technology (IT) system. The use of this system does not remove or replace other reporting or document retention requirements. |
| E. | The U.S. Government will consider training and all firearms qualifications conducted in that training course to be valid from the graduation date of the training course. |
| 2.2 | Trainee Requirements |
| A. | Contractor personnel to receive WPS III training at the GPT location shall be bio-approved and have a minimum of an interim Personnel Security Clearance/Public Trust certification or RSO Vetting Approval prior to attending. In the event that the trainee’s final clearance is denied, suspended, or revoked during the training course, the Contractor is responsible for removing that individual from training and bearing all associated costs. |
| B. | The Contractor shall ensure that all trainees have read the standards of conduct for the GPT location, and sign a statement agreeing to abide by all laws, regulations, cultural norms, and GPT training provider policies and procedures. As feasible, all training, including classroom instruction, practical exercises, tests, and qualifications, conducted at the GPT location is both audio and video recorded. The Contractor shall upload all signed statements using the DS/OPO/WPS-provided IT system upon registration, and prior to trainees traveling to the GPT location. |
| C. | Trainees will be continuously evaluated during all training evolutions and in all aspects of training to include but not limited to conduct and performance. Evaluations may include individual assessments as well as team assessments. |
| 1. | Trainees who fail graded exercises will be required to attend remedial training at the conclusion of the training day. Trainees who fail the same graded exercise after remedial training will be required to restart that module of training. |
| 2. | Trainees who fail at a subsequent graded exercise will be required to attend remedial training at the conclusion of the training day. Trainees who fail the same graded exercise after remedial training will be dropped from their training course. |
| D. | Trainees who fail to demonstrate competence in the required training will be removed from their assigned training course by the DS/OPO/WPS COR. Trainees may be afforded the opportunity to return to the GPT location and continue training in a future course at the discretion of DS/OPO/WPS. |
| E. | Non-compliance with remedial training – Trainees who refuse to attend remedial training will be removed from their training course and will not be allowed to return to GPT for a period of 2 years from the drop date. The DS/OPO/WPS COR may alter this restriction, on case by case basis, when provided evidence of compelling circumstances. |
| F. | The purpose of the Assessment/Final Training Exercise phase of training is to evaluate and document the learning and skills acquired during the course to determine the trainees’ readiness to perform on the WPS III program. Failure to demonstrate the basic skills required to perform on the WPS III program will result in removal from the training program. |
| G. | Trainees who fail to successfully complete training for a particular training course (i.e. PSS, NPSS, Guard, DDM, etc.) will be dropped from training and will not be allowed to attend the same training course for a minimum period of 90 days. If the individual is bio-approved for a labor category requiring a different training course, they may be enrolled in that training course. The DS/OPO/WPS COR may alter this restriction, on case by case basis, when provided evidence of compelling circumstances. |
| H. | Trainees who fail to complete training for a particular training (i.e. PSS, NPSS, GF, DDM, etc.) course after two (2) attempts will be not be allowed to return to that training course for a period of 2 years from the drop date. The DS/OPO/WPS COR may alter this restriction, on case by case basis, when provided evidence of compelling circumstances. |
| I. | Training will be conducted 6 days per week with a standard training day of 10 hours. Individual remedial training will be conducted in concurrence or after the training day, and will be limited to 2 hours per day. In accordance with the GPT scheduling policies, voluntary training on firearms simulators will be made available to personnel who request to enhance their firearms handling skills. This voluntary training will not count towards an individual’s training hour limit. |
J. The U.S. Government highly encourages and forwards the opportunity for WPS Prime Vendors to provide a representative to monitor training of the Prime Vendors’ trainees. The U.S. Government and/or designee will provide availability of each representative to consult the progress and remediation of trainees.
| 1. If a WPS Prime Vendor trainee does not successfully meet a training requirement, remediation will be forwarded in line with the IDIQ requirements. The WPS Prime Vendor representative(s) may inform the U.S. Government and/or designee conducting the training and remediation to forgo additional time/remediation and seek immediate re-qualification at the request of the WPS Prime Vendor representative. The U.S. Government will forward the availability of qualification of the training requirement at the next available time, not to disrupt the delivery of the course at large. | |
| 2. If no WPS Prime Vendor representative is present, the U.S. Government will pursue all qualifications, remediation, and standards of the trainee directly with the trainee. | |
| K. | Each trainee (P, G, and S) armed under the authority of the WPS III contract will sign and date a form containing the DS Deadly Force/Use of Force Continuum policy acknowledging they understand their rights and responsibilities under the policy. This document will become part of the trainee’s permanent training record and will be updated annually at the TO place of performance. | |
| 2.3 | Scheduling and Preparation | |
| A. | Upon TO award, the Contractor shall develop and submit an updated schedule of projected annual training requiring the use of the GPT location, identifying the number of training seats required, categorized by course type. Thereafter at the beginning of period of performance quarter, the Contractor shall update the projected training schedule for the upcoming year using a DS/OPO/WPS-provided IT system. | |
| B. | The Contractor shall: | |
| 1. | Schedule their personnel’s training through a DS/OPO/WPS-provided IT system within 45 days of commencement of the training course unless previously approved in writing by the DS/OPO/WPS IDIQ COR. Registration information will be established at the TO level but will include, at a minimum, the following: | |
| a. | Trainee name |
| b. | Trainee contact information |
| c. | Security clearance/public trust certification status |
| d. | Bio-approved labor category requiring the individual attend training. |
| 2. | Receive notification of approved course enrollment schedule from a DS/OPO/WPS-provided IT system prior to initiating trainee travel to the GPT location. | |
| 3. | Obtain all visas and appropriate immigration permits for the country where WPS III training will occur. | |
| 4. | Ensure that all trainees are fully prepared to attend and successfully complete all scheduled training courses. | |
| 5. | Ensure that all trainees arrive at the GPT location within 48 hours of their first course start date and depart the GPT location within 24 hours of graduation or being dropped from training. | |
| 6. | Notify the DS/OPO/WPS COR and the GPT provider a minimum of 10 days prior to trainee arrival at the training location using a DS/OPO/WPS-provided IT system. | |
| 7. | Notify the DS/OPO/WPS COR and the GPT provider within 12 hours of a trainee cancellation or arrival delay. | |
| 8. | It is the intention of the U.S. Government that all personnel receiving WPS program training provide services on a WPS III task order. Notify the DS/OPO/WPS COR in every case that a trainee successfully completes training but is not scheduled to deploy or fails to deploy to a WPS III TO within 90 days of completion, this notification must provide details as to the circumstances that have prevented the individual from arriving at the TO place of performance. | |
9. The Contractor shall ensure enrolled WPS personnel provide all biographical information and documents to the GPT facility in compliance with the established policy. Information and documentation shall be provided to the GPT facility no less than 25 calendar days prior to commencement of training unless previously approved in writing by the DS/OPO/WPS IDIQ COR.
| C. | Trainees shall remain on the GPT location for the duration of their scheduled training. Unless specifically authorized by the DS/OPO/WPS COR, trainees that leave the GPT location have elected to not continue training, will be dropped from any scheduled courses, and will not be allowed to return for any future training. |
| D. | Trainees that depart the training location for legitimate family emergencies may be afforded the opportunity to return to the GPT location and continue training in a future course at the discretion of DS/OPO/WPS. |
| 2.4 | Logistical Support |
| A. | Logistical and life support for trainees at the GPT location will be provided by the U.S. Government. |
| B. | The U.S. Government will provide office/desk space for one (1) non-trainee Contractor personnel at the GPT location at no additional cost to the Contractor. The Contractor may have additional training management personnel onsite with the prior written permission of the DS/OPO/WPS COR. All other costs (e.g., logistical, life support, etc.) associated with non-trainee Contractor personnel at the GPT location are the responsibility of the Contractor. |
