IDIQ

Solicitation: WPS III - 19AQMM20R0013
Question and Answers - IDIQ
Date: Amendment 05 - 06.12.20
ItemDocument Reference (PWS, Attachments, Solicitation)Questions/IssuesAQM/Program Office Corrective Action/Response
1Attachment 2Supervisory training does not appear as part of the Attachment 2 training requirements. Will the Government specify whether supervisory training is to be provided or not?Initial supervisory training is identified in IDIQ Attachment 1, and in-service supervisory training is addressed as part of Amendment 2 of the solicitation, that included a revision to IDIQ Attachment 2
2IDIQ Section L, L.10The RFP is silent on the font type and size for narrative text in the Price Volume. Will the Government please clarify?Times New Roman 12 point
3L.13.1.1.1.2.a and EX 1, Vol 1.3Section L instructions say to provide ICoCA membership letter after award but Exhibit 1.0 says to submit w/proposal. Will the Government please confirm whether letters need to be included with proposal?Exhibit 1.0 was replaced under Amendment 01 with format revisions under Amendment 02. ICOCA membership requirement is as provided under Section L.13.
4L.13.1.1.1, L.13.1.2, and EX 1, Vol 1 and Vol 2.2L.13.1.1.1 calls for a Part 1 and 2 and EX 1 calls the same sections "Volume 1 and 2." Wil the government please confirm that they intend for there to be a Part 1 and Part 2 of Volume 1?Exhibit 1.0 was replaced under Amendment 01 with format revisions under Amendment 02. Setion L.12 provides that Volume 01 has two parts; Part 1 is Mandatory Minimum and Part 02 is Past Performance
5L.13.1.2.2 and EX 1 -Vol 2.2Sec L says to include past performances where Offeror was the Prime but Exhibit 1 only requires “3 of their customers” with no Prime requirement. Will government please confirm that all three past performance reference contracts must have been performed by offerors as a prime contractor, to reflect the demands placed on prime contractors by the WPS III contract?See Item 4 above
6Section -L_-Exhibit_1.0_-_Mandatory_Minimum_Matrix_-_04.10.2020. Volume 2: Past Performance. 2Section L instructions require the offeror include completed PPQ forms in SEALED ENVELOPES as part of Volume 2. This requires offerors to send out those PPQs to the customers, and then the customers to complete and return those PPQs by mail, all before 6/19. In light of the fact that the Government has not yet issued the PPQ Attachment B, that several Government customers may be located OCONUS (and therefore subject to mail service delays), and the risk of handling hard copy documents under the current pandemic conditions, will the Government waive this requirement and allow offerors' customers to email the completed PPQs directly to the Contracting Officer? If so, will the Government formally designate a Government POC with email address, to whom the completed PPQs can be emailed? The requirement for the utilization / completion of a Past Performance Questionnaire has been removed from the solicitation.
7Section_L_-_Instructions_to_Offerers_-_05.13.20[1] L.13.1.1 Volume 1 -- Part 02: Past Performance. 4.Section L instructions require the offeror to include copies of all CPARS completed for each contract used as a reference. Since Government CPARs documents can be very voluminous, can copies of CPARS be excluded from the Past Performance page count of 80 pages as a separate Appendix to Volume 1 -- Part 02: Past Performance?Offerors are to include the CPARs needed to support the past peformance requirement within the 80 page limit.
8ATT 2: 2.1.AThe referenced section states that the contractor is responsible for all costs delivering trainees to Government-provided training (GPT) location. Since the location of the training facility (especially if OCONUS) will have significant cost implications - travel, subsistence, training facility cost, instructors etc. - can USG confirm where the GPT location is likely to be?GPT details and location, if utilized, will be outlined in WPS III Task Orders.
9ATT 2: 3.4.1.FAudio and video recording of all WPSIII training is the contractor’s responsibility. This includes all classroom, PEs, ranges, tests etc. Does this requirement to record all training also include in-service and refresher training conducted on project?Audio and video recording is intended for training outside of the task order place of performance, and includes classroom, PEs, ranges, etc. See revised Attachment 2 released under Amendment 02.
10ATT 2: 3.9.VIPSS – High Risk Environment Firearms Training/Firearms Simulator PE – 15 hours. Can USG specify the type/system of Firearms Simulator required and provide additional detail on the 15 hours of prescribed training required?

Are contractors required to maintain these simulators at Government-approved contractor WPS training locations?

Will the Government provide simulators at TO locations in order that contractors can complete refresher training on site?PSS 15 hour high risk environment has been removed. LTL is included in PSS Training, and more time was provided for other weapons systems. No simulators are specified as a requirement. The task order level will specify details if a firearms simulator will be provided at post.
11RFP Attachment 02, Section 2.1.CThe RFP states that "the contractor shall ensure that all trainees have successfully completed all WPS III required training prior to their providing services on a WPS III TO." However, there does not appear to be any specific transition training requirement for current PSS personnel qualified under WPS II. Since the RFP Attachment 2 training requirements differ from the WPS II training requirements, are existing personnel currently qualified under WPS II considered qualified for WPS III?
If not, will the Government please specify how the transition training is to be conducted to ensure that all WPS II personnel are trained to WPS III standards?Existing personnel currently qualified under WPS II are considered qualified for WPS III. Clarifying language added to the updated Attachment 2 released under Amendment 02.
12ATT 2: 3.9.1, paragraphs A through CThe referenced section details the re-training requirements for individuals who may have been away from the project/TO for certain periods of time. Section 3.9.1, paragraph A specifies "….up to 365 days", but paragraphs B and C are not as specific. Should paragraph B read "…between one and three years" and paragraph C "….between 3 and five years"?The language for this section has been corrected. See revised Attachment 2 released under Amendment 02.
13ATT 2: 3.10.1.EAttachment 2, Section 3.10.1.E states that "S" Category shall complete the 40-hour Guard Basic Firearms. However the table in Attachment 2, Section 2.5.4 states only 27.25 hours (or 35.25 hours dependent on labor cat), and 3.11.1 Basic Guard Training at C states 41.25 hours for US guards. Will the Government provide clarification on how long NPSS firearms training should be?S labor category personnel, designated in Attachment 1 as required to maintain firearms training and qualifications, must attend and complete the 41.25 Basic Guard Firearms training. See revised Attachment 2 released under Amendment 02.
14ATT 2: 3.11.2Referenced section includes three hours of Heavy Vehicle Familiarization. Can this class be conducted at the TO place of Performance? If not, please confirm that this is a requirement for TCN guard force personnel being trained OCONUS?Heavy Vehicle Familiarization identified in Basic Guard training is classroom instruction on the general specifications of heavy vehicles. If heavy vehicles are located at the task order place of performance, the practical exercise or additional training will be specified at the task order level.
15ATT 2: 3.12Attachment 2, Section 3.12 mandates 101.5 hours of training for P-QRF and G-ERT personnel (only those specifically assigned). Can P & G personnel attend the same class or do they need to be trained separately?P and G personnel may attend the same class.
16Attachment 3, 3.2Attachment III states that PSS Glock 19 low light shooting calls for weapon-mounted light. Can USG confirm the type/model of weapon-mounted light and correct holster? The DS qualification course was copied directly to the Attachment 2. For the WPS program, no affixed light to the pistol is required.
17Attachment 3, 2.1Employment of Alibis - Can the USG provide guidance on whether a table of alibis will be provided or whether the BFFOC Manual should be the authoritative source? The BFFOC manual will serve as the authoritative source for alibis.
18Attachment 3, 3.17Attachment III only specifies a M203 Familiarization Course and not a Qualification. Will the Government please clarify the qualification requirement?M203 in WPS III is a familiarization course, not a qualification.
19Attachment 3, 2.2Attachment III at 2.2.B specifies that the white space between the arm and body at the AK buttstock will be scored as 4 points. Can USG confirm that this is correct? This is correct and is in line with current DS standards.
20Attachment 2, 2.2.CAttachment II states that two hours of remedial training per day is allowable beyond a full 10-hour training day. Does this apply to CPT? If so, it is not specified. The revised Attachment 2 provides the same language in the CPT section as outlined in the GPT section. It applies to CPT as well.
21Attachment 2, 2.2.GAttachment II states at 2.2.G that if a students fails any portion of the course, they can not return to training for ninety days. Would USG be prepared to consider individual cases where individuals filling critical CLINs may be considered suitable to attend the next available class, especially in cases where the margin of failure is very small and the individual showed measurable improvement?Para 2.2.G continues and states, "The DS/OPO/WPS COR may alter this restriction, on case by case basis, when provided evidence of compelling circumstances."
22Attachment 2Attachment II makes no reference to a BFFOC Recertification Course, or any Transition Training from WPSII to WPSIII. Will the Government clarify the transition and BFFOC recertification training requirements?WPS III does not incorporate transition training, but the IDIQ Attachment II specifies certification parameters and timeframes for WPS II contractors transitioning to WPS III TOs . WPS II personnel trained and qualified as P, G, or S categories, are considered qualified for WPS III upon BIO approval on a WPS III TO, and the training certification dates from Att. II are considered in the bio approval process.
23EX 2.1.6 -L.6.2.3 and M.3.2.3EX 2.1.6 calls this section “Subfactor 3” and Section M calls this "Factor 3." Will the government please confirm that this should be Subfactor 3 of Factor 2 of Volume 1?Exhibit 2.1.6, Section L.6.2.3 has been corrected to read "Factor 3 - Logistics and Property Management/Accountability". This Factor is part of the Technical Response of Volume 3.
24PRICING FOR SAMPLE TOsThere is no section, factor or subfactor title provided in Section L or Ex 2.1.6 for the TO Pricing Section in Volume 3. However, section M refers to it as “Factor 4.” Is this meant to be "Factor 3" since there is currently no Factor 3?Section M.3.2.3 is Factor 3 –Logistics. Section M.3.2.4 is Factor 4 – Sample Task Order Pricing.
25Attachment 16 - IDIQ Pricing Spreadsheet, Table 4In Table 4 of Attachment 16, offerors are instructed to propose one profit percentage and one fee percentage per contract period, and these percentages are identified as Fixed Not to Exceed Percentages in Section B. Can the Government please confirm that the NTE profit percentages would be applicable to fixed-price elements on future task orders and the NTE fee percentages would be applicable to cost-type elements on future task orders?NTE profit percentages would be applicable to fixed-price elements and the NTE fee percentages would be applicable to cost-type elements.
26Section L, Instructions to Offerors

Ref: L.13.1.3 - B.4 (4) & Attachment 16 - Table 5 Offerors are instructed that "each proposed NTE fully-loaded hourly labor rate in Table 5 shall consist of a proposed unloaded hourly rate, any labor-related direct costs (e.g., any fringe benefits, bonuses), applicable indirect costs, and profit. It shall not consist of any other costs, including other compensation costs like post hardship differential pay and danger pay."

If other, non-labor costs are required to be proposed within the FULLY BURDENED STANDARD LABOR (FFUP), similar to the sample task order, will the IDIQ NTE rate only apply to the labor portion of the FULLY BURDENED STANDARD LABOR (FFUP)?

If not, can the Government please clarify how the NTE labor rates will apply to task orders where non-labor costs are to be included within the FULLY BURDENED STANDARD LABOR (FFUP) like the sample task order?Section L has been revised to state: "At this time, the Government does not require submission of subcontractor offerors’ build-up of their proposed or negotiated fully-loaded hourly labor rates, or breakdown of subcontractor offerors’ proposed or negotiated unit prices, but the (prime) offeror shall show on its build-up schedule in the Detail Pricing Tables any applicable indirect costs and profit it applied to the subcontractor offerors’ proposed or negotiated fully-loaded hourly labor rates and unit prices. "
27Section L, Instructions to Offerors

Ref: L.13.1.3 - B.8 (1) & L.13.1.3 - B.10 (4) Per Section L.13.1.2 - B.8 (1), "offerors shall provide Detail Pricing Tables showing for each performance period the build-up of each NTE fully-loaded hourly labor rate proposed in Pricing Table 5". However, Section L.13.1.2 - B.10 (4) states that the Government does not require submission of the (prime) offeror’s breakdown of its proposed unit prices and NTE unit prices. Thus, (prime) offerors shall not submit such information at this time.

Are offerors required to provide a detailed rate buildup of all NTE unit prices?See Item 26 above.
28Section L.10 Formatting: Any charts, graphs or tables shall be self-explanatory…May the offeror provide captions to be used in the Pricing Narrative portion for charts, graphs, and tables?Yes. Captions can be used with charts, graphs and tables in the pricing narrative.
29Section L.10 FormattingGiven the electronic submittal instruction, will the Government accept .5" margins on the right and left margins?A minimum of one-inch top, bottom, left and right margins must be used. See Section L.10.
30C.10.2.2.3- letter CDoes the annual medical screening certification require a physical exam?Yes, annual medical screening certification require a physical exam.
31Section L.13.1.2 (4.)The RFP instruction requests copies of all completed CPARs. The number of pages required to accomplish this is highly variable. For long duration contracts (e.g. 3 or 4 years) this would constitute many pages, with each CPAR averaging 4-6 pages. A single contract's CPARs could consume 24 pages or more. Will the Government consider exempting the CPAR requirement from the page count?See item 7 above.
32Solicitation - Sec C.10.2.2.6.C States, "C. All language tests shall be video and audio recorded, with copies of the recordings to be maintained in the individual’s personnel file and provided to the U.S. Government upon request."WPS II does not require recorded language testing. Will incumbent personel be required to recomplete a new recorded language test prior to performing on WPS III?The recording of language test was removed under Section C .10.2.2.6 Language Proficiency Assessment and Certification released under Amendment 04.
33M.3.3 IDIQ PRICE EVALUATION"The principal basis for evaluating price as a factor for award under this solicitation will be an evaluation of the reasonableness of the offerors’ respective Overall Proposed Prices"

Section B.2 allows for all contract types on future task orders (not just fixed price), and FAR 15.404-1(d)(3) allows for cost realism analysis on competitive fixed price contracts in exceptional cases when requirements may not be fully understood by competing offerors, there are quality concerns, or past experience indicates that contractors’ proposed costs have resulted in quality or service shortfalls.

Given the history of staffing challenges on a number of WPS II task orders, and the critical link between realistic pricing and maintaining 100% staffing, will DOS also evaluate price realism as part of the IDIQ price evaluation? The Government will use one or more of the proposal analysis techniques stipulated in FAR 15.404 to conduct the price reasonableness evaluation. However, the principle means of establishing price reasonableness will be competition.
34L.13.1.1 Mandatory Minimum Requirements - ExperienceWill the Government confirm it will not accept references where the offeror was the prime contractor, but did not self-perform the security portion of the contract, and instead relied on a subcontractor to actually perform? If this is acceptable, should offerors confirm in their response that they self-performed the security scope of work being presented as meeting the mandatory minimum requirements?Offerors should provide direct examples where they self-performed (whether as a prime or subcontractor) the mandatory minimum requirements.
35L.13.1.1 Mandatory Minimum Requirements - ExperienceWill the Government accept a single IDIQ contract reference, if the task orders performed under the IDIQ collectively meet all required mandatory minimum requirements?Performance is performed at the task order level. Each task order under which performance is being used as a reference must be identified.
36B.3 PRICING TABLE 4 – PROFIT AND FEE PERCENTAGESCan the Government clarify the difference between profit percentage and fee percentage?See Item 25 above.
37L.13.1.6"The offeror shall also address their approach to promoting small / small disadvantaged business participation."
Can the Government confirm that an acceptable response to this requirement does not require a formal Small Business Subcontracting Plan or Small Business Participation Plan, and that per FAR 19.702(b)(3), a subcontracting plan is not required because performance on WPS III will occur entirely outside of the United States and its outlying areas?Response pending.
38GeneralThere are two copies of Exhibit 2.1.0, different dates.
Can the Government clarify which is the correct version?Exhibit 2.1.0 Baghdad Security Performance Work Statement dated 06/10/20, released under Amendment 04, is the current version.
39M.3.2.4 Factor 4 – Sample Task Order PricingCan the Government provide a definition of the Pass/Fail ratings for this factor? Will a price realism or reasonableness analysis be conducted, or is this evaluation only meant to ensure offerors have complied with the pricing instructions and completed the pricing template and narrative accurately? As provided in Section M.3.2.4 "….will be an evaluation of the offerors’ ability to adequately price task orders in accordance with the pricing instructions provided in Section L, Exhibit 2.1.6."
40Exhibit 2.1.6 Proposal Instructions - Sec L.7.1 General Pricing Instructions, Item D"For purposes of award, the Department shall perform a compliance assessment with requirements outlined in this Exhibit."
Can the Government confirm that the Pass/Fail rating assigned to this factor is only the result of this compliance assessment, and that a subjective analysis of price realism, reasonableness, balanced pricing, or other price analysis techniques will not contribute to the Pass/Fail rating?See Item 39 above.
41Exhibit 2.1.6 Proposal Instructions - Sec L.6.2.3.1 Logistics and Property Management/Accountability, Item LThe instructions require a plan for acquiring and managing all required canines, however Exhibit 2.1.0, Section 4.3.5.B states all EDCs will be U.S. Government provided.
Can the Government clarify whether EDCs are provided, and if not, whether offerors should provide a plan for acquiring and managing EDCs?Exhibit 2.1.6, Section L.6.2.3.1.L was revised under Amendment 04 to specify management of canines vice procurement.
42Section L.13.1 DETAILED VOLUME INSTRUCTIONSCan the Government confirm the "Additional Company Requirements" for Foreign Ownership, Control or Influence (FOCI) and International Code of Conduct (ICoCA) requirements listed under Volume I are excluded from page count? The FOIC and ICoCA requirements are excluded from the five (5) page mandatory minimum narrative.
43H.13 Insurance RequirementsSection H.13.7 states, "Medical Professional Liability Insurance – The Contractor shall provide professional liability occurrence-based (or claims-made with a pre-funded tail of not less than three years) medical malpractice insurance in an amount of $1,000,000 per occurrence / $3,000,000 aggregate with by-name inclusion of all personnel providing medical care and services under this contract or its task orders."

Question 1: Can the Government clarify what a “Pre-funded tail” entail? Does this refer to a guaranteed tail option in the policy?

Question 2: Can the Government clarify what method of evidence would be required for “by-name inclusion of all personnel providing medical care and services”?

Response pending.
44C.10.2.2.3 Medical Screening and Fitness for Work CertificationSection C.10.2.2.3 states, "The Contractor’s OMD shall perform a medical screening, to include administering any TO performance location country entry required inoculations and/or medical testing as well as U.S. Centers for Disease Control and the World Health Organization recommended vaccinations for every candidate prior to those individuals providing services on the TO and incumbent prior to reaching full operating capacity (FOC), even if another Contractor has conducted a screening on the individual within the last year. This screening shall be conducted by a physician who is licensed to practice medicine from a state or jurisdiction of the U.S. "

Can the Government clarify the intent of this statement? Is the Government looking for the OMD to perform all medical screening for every candidate or can this be performed by a licensed physician at an established medical clinic or facility similar to as it is currently being performed under WPS II?

Section C.10.2.2.3 has been revised. See Section C - 06.01.2020 released under Amendment 04.
45Attachment 2 Training RequirementsSection 2.5.1.1 states:

B. “P” personnel who have not performed under WPS II or WPS III for a period of 3 years must successfully complete WPS III PSS recertification training, as specified in the table below, and qualify on all base contract and TO-required weapons.

C. “P” personnel, who have not performed under WPS II or WPS III for a period of 5 years must successfully complete the full WPS III PSS training course.

Can the Government confirm current WPS II qualified personnel will be considered WPS III qualified and fall under the 'Recertification Training' requirements, or will there be a need for a separate transition course?Clarification provided under Attachment 02 - 06.01.2020, released under Solicitation Amendment 02.
46Attachment 2 Training RequirementsSection 3.9(a) states, "Contractor “P” category personnel shall complete PSS training as outlined in brief in the following table, and in greater detail as follows. Training shall conform to the DS Advanced Tactics, Leadership, and Skills (ATLaS) curriculum, as adapted by DS/OPO/WPS for WPS III Contractor personnel. Contractor-developed lesson plans are subject to DS/OPO/WPS approval."

Section 3.9.1 states:

B. “P” personnel who have not performed under WPS II or WPS III for a period of 3 years must successfully complete WPS III PSS recertification training, as specified in the table below, and qualify on all base contract and TO-required weapons.

C. “P” personnel, who have not performed under WPS II or WPS III for a period of 5 years, must successfully complete the full WPS III PSS training course.

Can the Government confirm current WPS II qualified personnel will be considered WPS III qualified and fall under the 'Recertification Training' requirements, or will there be a need for a separate transition course?See revised Attachment 02 - 06.01.2020, released under Solicitation Amendment 02.
47Attachment 2 Training RequirementsSection 2.5.5.4, states, "WPS III Contractor instructors must successfully complete BFFOC prior to conducting WPS III weapons training or conducting or scoring weapons qualification shoots for WPS III personnel. Firearms instructor status is valid for a 5-year period from BFFOC completion."
Will current WPS II qualified BFFOC personnel be considered qualified under WPS III?Current WPS II qualified BFFOC personnel be considered qualified under WPS III.
48Attachment 2 Training RequirementsSection 3.14, states, "WPS III Contractor instructors must successfully complete BFFOC prior to conducting WPS III weapons training or conducting or scoring weapons qualification shoots for WPS III personnel. Firearms instructor status is valid for a 5-year period from BFFOC completion."
Will current WPS II qualified BFFOC personnel be considered qualified under WPS III?See item 47 above.
49Attachment 2 Training RequirementsSection 2.5.2 states, Contractor personnel filling labor categories designated as “S” shall complete NPSS training as outlined below.
Will current WPS II qualified NPSS personnel be considered qualified under WPS III?Current WPS II qualified NPSS personnel be considered qualified under WPS III.
50Attachment 2 Training RequirementsSection 3.10.1(A) states, "A. Contractor personnel filling labor categories designated as “S” shall complete NPSS training as outlined below (see PSS Training Requirements for course descriptions). "
Will current WPS II qualified NPSS personnel be considered qualified under WPS III?See revised Attachment 02 - 06.01.2020, released under Solicitation Amendment 02.
51Attachment 2 Training RequirementsSection 3.10.1(E) states, "“S” category personnel that are required to qualify on firearms in accordance with their position description in WPS II IDIQ Attachment 1, Position Descriptions, shall complete the 40-hour Guard Basic Firearms Course"
Can the Government confirm this requirement is based off WPS II IDIQ Attachment 1 rather than WPS III?See revised Attachment 02 - 06.01.2020, released under Solicitation Amendment 02.
52Attachment 2 Training RequirementsSection 4.1 states, "The Contractor shall ensure that all personnel in “P” and “G” labor categories successfully complete at least 40 hours of annual refresher training. The refresher training is in addition to all required firearms training and requalifications contained in WPS II IDIQ Attachments 1 and 3. "
Can the Government confirm if this is meant to state WPS III rather than WPS II?See revised Attachment 02 - 06.01.2020, released under Solicitation Amendment 02.
53Section B.4

Section L, B.4

Section B and Section L define the composition of the IDIQ NTE rates. The NTE rates exclude post hardship, danger and DBA. If these costs are added at the task order level, it is highly likely that the resulting fully burdened task order labor rates will exceed the IDIQ NTE rates. Can the Government provide additional guidance on how the IDIQ NTE rates will apply at the task order level?Exhibit 2.1.6, Section L.7.1.E.2(a) states "The labor portion of the FFUP shall not exceed the Offeror’s current not-to-exceed (NTE) fully burdened IDIQ labor rate per labor category. "
54Amendment 1, Question 6In response to Amendment 1 the Government stated pages for the technical volume remain 8.5x11.
Will the Government accept 11x17 in Volume I only so Offerors can include the Exhibit 1.0?The format of Exhibit 1.0 - 05.29.20 was revised under Amendment 02 to accommodate 8.5x11 format.
55L.12Due to the level of detail required to fully respond to the Sample Task Order requirements, will the Government consider increasing the page count to 100 pages to adequately address all subfactors?Section L.7.3 of the IDIQ was revised under Amendment 04 to reflect an increase in the page count for the technical response of the Sample Task Order from 50 pages to 75 pages.
56GeneralCan the Government clarify if new WPS III BIOs have to be submitted for incumbent WPS II personnel?
If so, at what stage during mobilization/transition can BIOs be submitted?Contractors will need to submit complete BIOs for new or incumbent WPS II personnel for WPS III. BIOs can be submitted at any time following task order award.
57C.10.7 Transition - Mobilization, Initial Operating Capacity, Full Operating CapacityThe SOW states, "Contractor personnel providing direct services under the TO shall not be part of the mobilization team (i.e., they cannot concurrently provide direct TO services and be on the mobilization team)."

Can the Government confirm that during the mobilization period (not less than 45 days) no direct TO services are performed, and direct TO services begin at IOC?

If so, can the Government confirm members of the LPMO can serve on the mobilization team during the mobilization period?Task Order service performance begins at IOC. LPMO personnel may serve on the mobilization team during the mobilization period.
58Attachment 02, Section 3.7.2.1.1 - Real WeaponsUnder WPS II Base IDIQ Contract Modification 004, the Government issued a revision to Section 6.2.1.1 and renamed the M4 with 10.5” to “MK 18 SBR”. It was clarified by stating, “The requirement is only for 10.5” upper receivers to be used. Only renaming with no additional purchase required.”

In WPS III Attachment 2 Section 3.7.2.1.1, the Government requires the contractor to have the specified quantity of "Mk 18 CQBR" weapons, notating that "the requirement is only for a 10.3-inch upper receiver to be used with M4 carbine lower receiver".

Will the Government continue to allow the 10.5” upper approved under WPS II as being acceptable for WPS III or is a 10.3” upper required as stated in the Section 3.7.2.1.1 table?WPS III requires a 10.3" upper as stated.
59Attachment 03, Section 3.5 - PSS 100 Yard M4/MK18 Qual CourseThe note states, “This course transitions from optics and back-up iron sights (BUIS). Stages 1 and 4 are BUIS only; all remaining stages are with optics. Firearms instructors shall ensure that optics are switched off for the “BUIS only” stages of fire.”

The listed course of fire contradicts this statement by showing both the OPTIC being required in State 2. Additionally, Stage 3 fails to identify if the BUIS or OPTIC should be used.

Can the Government clarify the course of fire?

If OPTIC or BUIS is not specified in the remarks of the stage of fire, the previous stage of fire that designated optic is continued for the subsequent stage of fire.
60Attachment 03, Section 3.2 - PSS Glock 19 Pistol Course of FireStage #8 references “Safety Circle” under Section 3.2 - PSS Glock 19 Pistol Course of Fire.

Can the Government define the Safety Circle.

Safety Circle is a DS term for keeping your muzzle pointed down in a safe direction.
61Attachment 03, Section 3.17 - M203 Familiarization Course of FireSection 3.17 Familiarization Course of Fire table references B519 (TP) and BA13 (LTL)

Att. 2, CPT, Att.2, CPT, 3.7.2.2.1 Live Fire Ammo – The table references

- M781 (TP) – similar to the B519

- M1029 (LTL) – similar to the BA13

- 6235LE (Sponge Rnd)

Can Contractors use M781 and/or the B519 for the TP rounds?

Can Contractors use M1029 and/or BA13 for the LTL rounds?

Offerors must propose to utilize the rounds specified in Attachment 3. Any substitutions for utilization on a task order must be approved by the Contracting Officer (CO) and Contracting Officer Representative (COR) in advance.
62Attachment 01, Section 2.5.5 - Senior Armorer (SARM) (S) & Section 2.5.6 - Armorer (ARM) (S)Will the Government consider commercial armorer experience towards the qualifying experience for the armorer positions?Commercial armorer experience is not included in the qualifications.
63Attachment 01, Section 2.6.5 to Section 2.6.7Section 2.6.7 states, "C. Must possess current and active National Registry of Emergency Medical Technicians certification as an AEMT.

1. Certification must be valid prior to deployment and remain valid throughout the period of deployment."

Non-U.S. applicants are not likely to be NREMT registered/certified.

Will the Government consider adding "or equivalent" for the National Registry of Emergency Medical Technicians as an AEMT?Non-U.S. Citizens would be required to meet the qualifications outlined in Attachment 1 if a Non-U.S. Citizen was designated for these positions at the task order level.
64Attachment 01, Section 2.6.3 to Section 2.6.7Military medical personnel do not spend their entire period of service in the field and will, as assigned, be stationed in a hospital or clinic as part of their duties.
Can the Government remove the clause that says "work experience in a hospital or clinic setting does not satisfy this requirement."?No changes will be made to the Position Descriptions at this time.
65Attachment 01, 2.2.4 - Protective Security Specialist (PSS) (P)Section 2.2.4 states, "B. Must possess a minimum of three (3) years of applicable experience.

1. A minimum of one (1) year of this experience must include experience in protective security assignments.

2. Experience may be gained in the employ of any national, state, provincial, local, or commercial entities providing armed protective services that require skills similar to those identified in the PSS training course as outlined in WPS III IDIQ, Attachment 2, Training. This experience must be earned in locations with significant risk."

Can the Government clarify "protective security assignments"?See Attachment 1, Section 1.3.A.3
66C.10.2.2.3 - Medical Screening and Fitness for Work CertificationSection C.10.2.2.3 states, "...This screening shall be conducted by a physician who is licensed to practice medicine from a state or jurisdiction of the U.S..."
Can the Government add "or equivalent" to the statement, to accommodate personnel being screened in clinics outside the United States? No change will be made to this requirement.
67Attachment 01, Section 1.3 Definitions (1.3.A.3)Section 1.3.A.3 states, "Protective security experience is defined as a personal bodyguard, a designated security member of convoy or movement operations, or security services experience..."

Can the Government confirm if experience as an armed, full-time police officer and/or armed, full time contract security provider meet the “security services experience” component of this definition?

Confirmed. Experience as an armed, full-time police officer and/or armed, full time contract security provider (to include commercial companies) meets the “security services experience” component definition.
68Attachment 01, Section 2.2.2 - Security Detail Leader (SDL) (P)Section 2.2.2 states, "Security Detail Leader (SDL)(P) Qualifications:

B. Must possess a minimum of six (6) years’ experience in protective security assignments.

1. A minimum of two (2) years of this experience must have been in a supervisory or in-charge capacity.

2. A minimum of two (2) years of this experience must have been as a Shift Leader working in protective security on WPS III and/or any of its predecessor contracts.

3. The remaining four (4) years of experience may be gained in the employ of any national, state, provincial, local, or commercial entities providing armed protective services that require skills similar to those identified in the PSS training course as outlined in WPS III IDIQ, Attachment 2, Training. This experience must be earned in locations with significant risk."

Does the Government mean to include an "OR" between 1.) and 2.), with 3.) totaling the remaining four (4) years?

The time requirement for this position description can be earned concurrently.
69Attachment 01, Sections 2.5.1 to Section 2.5.3For Logistical Support Services CLINS, will the Government continue to accept NPMA certifications that exceed that qualifications requirement?
For example, if position requires a CPPA certification, will the higher-manager certification of CPPM meet the requirement? The Government will accept higher level certifications.
70Attachment 06, Section 3 - Special Protective EquipmentSection 3 lists the Shotgun and M-203 for issue as well as on the Armory list of tools, etc. Personnel Qualifications have no mention of either weapon system at all for requirements.
Can the Government clarify if these weapons are removed from qualification and carry requirements?Confirmed removal of the shotgun. The M-203 remains in Attachment 3 as a FAM course.
71WPS III Section L.12 Proposal Vol. Composition and L.13.1.2 - Vol. 1 – Part 02: Past PerformanceUp to 80 pages is allocated for Vol. 1, Part 02 Past Performance, inclusive of all CPARS for up to three (3) past performance references. While 80 pages is generous, the frequency and length of CPARS is beyond the contractor’s control, and page count for them could be substantial. For example, three contracts spanning five years could yield 15 (annual) or up to 30 (semiannual) CPARS of several pages each, limiting space for the required contractor narrative sections. Request DOS consider an unrestricted page count for Past Performance to allow for the required CPARS without constraining the narrative sections.See Item 7 above.
72WPS III SOW Section C.8.4.1.4.DThis section states that the Contract shall provide "Mail Service". Question: Will the Contractor have access to send mail through the Diplomatic Post Office (DPO) located at the U.S. Embassy in Baghdad? For purposes of the Sample Task Order, the Contractor will be required to pay for all mail services.
73WPS III SOW Section C.10.4.3.F.This section states: "Contractor personnel who fail any portion of physical fitness testing will be afforded one (1) retest within seven (7) calendar days of failing. The retest will include all of the required events established in Attachment 15, Physical Readiness Test Protocols and Standards, even if the individual previously failed at only one event. Contractor personnel who fail any portion of physical fitness testing shall be considered unqualified to perform services under the contract until such time as they pass the complete test. Contractor personnel who fail the allowable retest shall be removed from the task order performance location". Question: In the event that an employee fails the physical fitness test, and after 7 days fails the retest and is sent home from the Task Order Location, if this employee passes all events of the test at a later date, are they authorized to return to the Task Order and work?Personnel must meet all Task Order and IDIQ requirements in order to perform services. A qualifying PRT score must be provided to the Government prior to redeployment.
74IDIQ SOW C.9.3IDIQ SOW C.9.3 refers to local program management office services and roles (e.g. local program manager), but can offerors assume that C.9.3 is all in reference to Task Order (TO)-level management?
Can the Government clarify that the TO LPM referred to in C.9.3 is different from the IDIQ LPM specified in C.9.2?All performane occurs on Task Orders. There is no contract mechanism for an IDIQ LPM. The reference to an LPM in C.9.2 and C.9.3 could be the same person if an offeror obtains multiple TO awards. It is the offeror to determine if it is the same person.
75IDIQ SOW C.10.2.2.3-AFor the physical evaluations / MCC / fitness for duty deliverables now required annually, does the USG require individuals to undergo a new documented physical exam to generate a new MCC, or does this mean that the OMD can simply review any changes before signing the updated paperwork?Per subpara C of C.10.2.2.3, medical screenings must be updated annually, requiring the OMD to certify, with an updated screening based on a review of previous screenings on file. The annual screenings become comprehensive by the OMD to monitor the overall health of the individual with consideration of the duties that the individual is assigned.
76IDIQ SOW C.10.2.2.4.A.3For TCNs and LNs, who must meet a "culturally appropriate testing standard of similar origin to the MMPI" (IDIQ SOW C.10.2.2.4.A.3), will the Government be more specific about what constitutes an acceptable standard for TCN/LN psychological evaluations?Offerors should propose to the U.S. Government a process to psychologically evaluate TCN and LN personnel based on the identified labor pools by the Offeror. The evaluation should be comparable in level of effort and intent as outlined by an MMPI evaluation.
77IDIQ SOW C.10.2.2.4-EPer IDIQ SOW C.10.2.2.4-E, contractors must implement a

"program that provides education and resources to Contractor personnel on mental health awareness, preventative training for dealing with mental trauma, peer support with skills to identify those in need, and suicide prevention. The Contractor’s plan for this program shall address specific resources, activities, and metrics, as well as scheduling for implementation, communications and notification of appropriate U.S. Government personnel if there is a concern relating to a specific individual in accordance with U.S. regulations and laws."

This is a vague requirement which could be met with something as simple as a PowerPoint presentation or video all the way up to a rigorous in-person training program with frequent mandatory assessments by a credentialed psychiatric services provider. Since this has significant cost and schedule implications, will the Government please define the contents and standards to be met by such a program?Offerors must submit a proposal that meets the requirement specified in the Section C reference. All proposals are subject to the Government's approval and the proposal for this requirement is subject to evaluation as well as fair and reasonable determination of the cost associated.
78RFP Section M.3.2Section M.3.2 is entitled "Technical Evaluation Sample Task Order", but the technical and management subfactors (M.3.2.1-M.3.2.2) and Factor 3 *(M.3.2.3) all make reference to "each subfactor as it applies to the WPS IDIQ and the Sample Task Order Performance Work Statement". Since the Section L instructions, indeed the entire Volume III, all relate to the Baghdad STO only, how will the Government evaluate capabilities / approaches at the IDIQ level? The principal basis for evaluating the Sample Task Order price response as a factor for award under this solicitation, will be an evaluation of the offerors’ ability to adequately price task orders in accordance with the pricing instructions provided
79IDIQ SOW C.9;

Section L Exhibit 2.1.1, Attachment A Staffing Table;

Section L Exhibit 2.1.0 STO PWS 5.0. IDIQ SOW C.9.1 states: "The Contractor shall implement and maintain a dedicated WPS III program management structure consistent with and capable of managing diverse technical/operational work efforts under a multiple TO system". The same paragraph goes on to mention a Local Program Management Office (LPMO) with CONUS capability.

1. Will the Government confirm that this LPMO is in effect the WPS III IDIQ program management office, located CONUS?

2. Will the Government confirm this is the IDIQ/program-level LPMO to be funded under CLIN X600 identified in Section L Exhibit 2.1.5 (STO Pricing Sheet)?Question 1. Confirmed. Question 2: Each WPS III Task Order will contain CLIN X600. It is the Contractor's responsibility to price these CLINs accordingly.
80IDIQ SOW C.9.2IDIQ SOW C.9.2 refers to a Program Manager and a Local Program Manager. Will the Government confirm whether this also refers to the IDIQ/program-level program manager or to the TO Manager? For clarification, the LPM is synonymous with Local (CONUS) Program Manager (PM). The Project Manager is designated for the task order place of performance.
