About this file
This is a Data Item Description (DID) document for the Production Surge Plan, identification number DI-MGMT-80969, approved by the Office of the Secretary of Defense (A/AMOCOM/FD). The DID provides format and content preparation instructions for contractors to develop a Production Surge Plan as a discrete task requirement in their contracts.
The Production Surge Plan delineates a contractor's capability to rapidly accelerate and sustain production utilizing existing facilities and equipment in a peacetime acquisition environment without declaring war or mobilization. The plan must include: the maximum sustainable production rate with a monthly buildup schedule until achieving that rate, accounting for subcontractor and vendor capabilities; two itemized lists identifying subcontracted and non-subcontracted items/components by nomenclature, part number, leadtime, and production volume, with subcontractors and vendors identified by name and address down to the necessary tier level to identify long-leadtime and critical/pacing items; and a list of Government contracts being performed at the contractor's facility that have production surge provisions or could presumably be surged, including contract numbers, items, and Defense Materials System and Defense Priorities Systems priorities. The plan must also address the impact surging this contract would have on performance of other Government contracts currently being surged with this contract, and conversely, the impact other Government contracts would have on surging this contract. Additional requirements include identifying all additional skilled labor requirements (machinists, tool makers, quality assurance, etc.) necessary to support maximum sustainable production rate; identifying strategic or critical materials, precious metals, and substitute materials with quantities, costs, and rolling inventory requirements to maintain surge production within six months; and listing tooling, equipment, and costs that if acquired would increase surge production capability by at least 10 percent or reduce leadtime, with estimated increases in surge production rate and decreases in leadtime included.
