DEFINITIONS AND ACRONYMS
DEFINITION DESCRIPTION
Alpha Code The letter assigned to specify BSVE by type or class.
Automotive Vehicles Includes trailers and all self-propelled motor vehicles designed for highway or cross-country operations. Specifically included are buses, sedans, trucks, carryalls, station wagons, ambulances, refuelers, defuelers, truck trailers, brush, structural, aircraft firefighting, and rescue operation trucks.
Civil Engineering Support Equipment (CESE)
A budget term used by the Government that refers to equipment under the responsibility of the Naval Facilities Engineering Command. CESE includes automotive vehicles, construction, and railway equipment.
Construction Equipment All mechanical equipment used in the construction, alteration, or repair of buildings, bridges, roads, or other kinds of real property. It includes pile drivers, power shovels, and cranes with special attachments, road rollers, tractors, scrapers, plows, and street sweepers.
Dispatch Hour (DH) Unit Price
The unit price offered by the Contractor to provide one hour of BSVE operation services. The unit price includes all direct and indirect costs associated with providing one qualified, properly licensed BSVE operator for 60 minutes.
Dispatch time begins at the actual departure time of the BSVE from the dispatch area (to pick up load and passengers), and ends with the return of BSVE to the dispatch area. The unit price shall include the Contractor's hourly operator wage, costs for any projected overtime, subsistence (meals and lodging), and other operator-related costs; all costs for BSVE preparation, cleanup, and turn in;
profit, field and home office overhead, clerical support, supervision, inspection, fees, taxes, licenses, permits, and insurance. In short, all costs associated with providing an hour of BSVE operation services.
Downtime The period of time during Government regular working hours that a unit of BSVE is removed from service for maintenance.
Field Service Maintenance/repair service for BSVE that, because of its design or immobility, cannot economically be delivered to the maintenance facility.
Flat Rate Hour (FRH) Unit Price
The unit price offered by the Contractor to provide one flat rate hour of work-in-place. This unit price includes the Contractor's hourly mechanic wage adjusted to allow for the Offeror's workforce productivity, and all costs for profit, tools, equipment, field and home office overhead, clerical support, supervision, inspection, fees, taxes, licenses, permits, and insurance. In short, all costs associated with providing a specific flat rate hour of effort.
Installation/Repair of Specialized Equipment
Alteration of BSVE (as delivered to the activity) to fulfill a special requirement, and any maintenance/repair required to keep such equipment operational.
Examples include, but are not limited to, installation and repair of light bars for security vehicles, installation and repair of bins inside an emergency/service vehicle, fabrication, and permanent installation of special materials to support a load.
Material Handling Equipment
(MHE)
Self-propelled and conveyor equipment used in storage and materials handling operations in and around warehouses, shipyards, industrial plants, airfields, magazines, depots, docks, terminals, and on-board ships. Included are warehouse tractors, forklift trucks, rough terrain forklift trucks, platform trucks, pallet trucks, conveyors and conveyor systems, and straddle carrying trucks.
Ordnance Handling Equipment (OHE)
Equipment designed to safely handle ammunition in any given situation. This includes railroad, industrial, and automotive equipment used for transporting ammunition. It also includes equipment used to manually handle ammunition such as skids, pallets, carriers, and aircraft loading equipment.
Transient Equipment CESE belonging to another Government activity visiting the installation on official business or operating in the vicinity of the installation and experiencing equipment problems requiring assistance, e.g., refueling at CESE fueling facility or towing service.

Weight Handling Equipment
(WHE)
Includes mobile or transportable truck, crawler, and railway mounted locomotive cranes normally used for lifting, moving, and placing heavy material or equipment. For purposes of this contract, WHE does not include portal, gantry, jib, and other facility type cranes.

COMMERCIAL CONSTRUCTION EQUIPMENT RENTAL REQUIREMENTS AND TECHNICAL
SPECIFICATIONS
1. The contractor shall furnish the Government with an efficient and responsive means to obtain construction type equipment and attachments to meet short-term agency requirements for unanticipated surges, contingencies, disaster recovery, seasonal use, etc. Construction equipment is specified in J-1700000-02. The Contractor shall offer Commercial pricing.
2. All construction equipment and attachments shall be offered to the Department of the Navy as part of this contract. As defined by NAVFAC P-300, Management of Civil Engineering Support Equipment, construction equipment means all mechanical equipment used in the construction, alteration, or repair of buildings, bridges, roads, or other kinds of real property. Rental equipment shall not exceed Five (5) years old. Specific categories or types of construction equipment for use in this contract shall be identified at the time the order is placed.
3. The participating Department of the Navy installation, activity or organization or other contracted Government Agency is required to safeguard and provide equipment security for rental equipment while in the custody of the user and upon release from the Contractor.
4. Delivery of rental equipment will be to the Government Requester’s site no later than seventy-two (72) hours from receipt of order. The contractor shall confirm order acceptance by electronic mail. Contractor must provide service between the hours of 0700 and 1600 hours, seven (7) days a week to insure coverage for all unknown emergencies and contingencies which may be experienced by the equipment requestor. Majority of Equipment Rental will be within regular working hours Monday thru Friday and in only specific cases will Saturday and Sunday rentals be requested. Contractor shall provide mobilization and demobilization for all rental equipment.
5. The Contractor shall provide all routine maintenance and repair at no cost to the Government. Trained Contractor service technicians shall be dispatched to the Government Requester’s location/site upon receiving equipment repair trouble call. Rental equipment which cannot reasonably be repaired at the location/site during the rental period shall be replaced at no cost to the Government, within twenty-four (24) of the Contractors determination. The Contractor shall coordinate all manufacturer recall repairs on rented equipment with the government requester. The contractor shall be responsible for components/parts needing replacement due to normal wear and tear. The Government shall be compensated for demurrage fee during repair status.
6. All service calls placed by the government representative for rental equipment shall be acknowledged by 0800 the next day, seven (7) days per week.
7. Delivery shall be made in accordance with instructions on the Order from the Contracting Officer’s designated representative at each installation. If there is a discrepancy between the order and that what is listed on the Contract, it is the Contractor's obligation to seek clarification from the Contracting Officers administering the contract.
8. Any piece of rental equipment requiring repairs determined to be damaged beyond normal wear and tear as a result of operator negligence and/or lack of reasonable safeguard/security on the part of the Government will be borne by the Government. All rental equipment will be inspected by the requester upon delivery to user location/site prior to acceptance. Any damage to the equipment including tire condition shall be noted and recorded and brought to the attention of the Contractor`s representative at time of delivery and prior to accepting equipment. Tire damage caused by the user shall be repaired or replaced by the Government.
9. The Contractor shall provide a Centralized Address that is available to all requesting military installations. All orders submitted to the Contractor Government purchase (credit) Card shall be made to the centralized address provided by the contractor. The Contractor shall accept payment issued by Government utilizing the U.S.
Government purchase card.
10. Mobilization and demobilization for an individual item of equipment involves the initial and final mobilization and demobilization and will be paid at the price bid as a one-time charge. Mobilization is when a particular piece of equipment is mobilized from the contractor loading point to any of the customer designated sites. Demobilization is the final removal from the job.
11. Rental rates will be based on rental start and rental release dates. Participating users shall be billed as determined by each delivery order; hourly, daily, weekly and monthly (4 week basis) as defined below. The rental period shall not exceed 365-day.
Daily – Eight (8) hour work day Weekly – Five working days (40 hours) Monthly – Four Weeks (20 working days-160 hours) Annually – Twelve Months
12. Any vehicles or equipment provided under this contract that is to be used on public highways (state roads) must be licensed, insured, and inspected as required by applicable state laws at the expense of the Contractor.
13. Rental Period Extension: The Government reserves the right to extend the term of any rental equipment beyond the date and time specified on the task order. The Contractor shall notify the Contractor before the original rental period expires and indicate the number of days, weeks, or months that equipment is required to remain at the work site. Exceptions to extending the rental period is that equipment shall not exceed a rental period of 120 consecutive days. The price for extending the rental period is as follows:
Monthly Rate/Monthly Rental: The monthly rental price shall be for the number of consecutive days, excluding legal State holidays, in the month equipment is rented. For daily usage in excess of the number of days in the month of equipment rental, the contractor shall be entitled to receive an additional 1/30th of the monthly rate for each additional day of equipment rental.
Weekly Rate/Weekly Rental: The weekly rental price shall be for seven consecutive days excluding legal holidays.
For each day of use in excess of seven (7) days the contractor shall be entitled to receive an additional 1/7th of the weekly rate.
Annual Rate/Yearly Rental: The yearly rental price shall be for 365 consecutive days.
14. Early Termination: The Government reserves the right to terminate the term of any equipment rental period during the contract term. In such case the contractor will be notified within twenty-four hours to schedule demobilization of the equipment.
Rates are based on the following time periods: half-day= four (4) consecutive hours, one-day= twenty four (24) consecutive hours, one-week= seven (7) consecutive days and one-month= four (4) consecutive weeks. Rates are based on time out, not time used. There is no charge for weekends and holidays. One day is the minimum rental time for any item.
