Title Description

1 General Information

The Contractor shall provide all labor, management, supervision, tools, material, and equipment to continuously operate, maintain, and repair the , Raw water supply, water treatment plant and distribution system (from source, including purchased water as it enters the installation, to the point of use at Marine Corps Mountain Warfare Training Center (MCMWTC) Bridgeport, CA.

1.1 Concept of

Operations

The Concept of Operations should provide the Contractor with the general intent, scope, or services boundaries between sub-annexes if included in a multi-function or BOS contract. The Concept of Operations should also give the Contractor insights into any interoperability requirements or any requirements included in the PWS that is not normally associated with the sub-annex, e.g., The intent of 1606000 Water is to specify the requirements for the operation and maintenance of raw water supply, water treatment plant, and distribution systems.

The following services are not included in this Template:

The point of demarcation is where the water exits the building water meter or, if there is no meter, where the water enters the building. All components beyond this point of demarcation are considered part of the facility and are included in 1502000, Facilities Investment.

Repairs to the facilities (building structures) and service order response for raw water supply, water treatment plant, and distribution systems are included in 1502000 Facilities Investment.

Utility locates and escort services are included in 1501000 Facility Management.

2.1 Definitions and

Acronyms

Definitions and Acronyms are listed in J-1606000-01.

2.2 Personnel The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required to efficiently operate, maintain and repair the Raw Water Supply, Water Treatment Plant and Distribution System.

2.2.1 Certification, Training and Licensing

The Contractor shall employ certified water treatment plant operators who are experienced in similar plants and systems to perform the requirements of this functional section.

Each water treatment plant operator must possess or have received through reciprocity a current/valid operator's certificate equivalent to the second highest water certification grade/class level issued by the Water Works Operators Certification Board of Examiners from California or from reciprocity from applicable states.

The chemist and the laboratory analyst shall complete yearly training in order to keep personnel updated with the latest local and Federal environmental regulations, public health concerns, laboratory procedures, and safety requirements.

The Contractor shall submit proof of all certification, training, and licensing requirements per Section F.

3 Recurring Work

The Contractor shall efficiently operate and maintain the raw water supply, water treatment plant and distribution system to ensure the safe production, treatment and distribution of quality, reliable drinking water such that all drinking water and fire suppression demand requirements are continually met.

For water the only requirement the contractor has for MCMTWTC Base Camp Bridgeport is courier service, picking up samples and transporting them to the sample testing lab every two weeks

Below are the requirements for Coleville Housing:

The Inventory are provided in Section J- 1606000-03

The Contractor’s liability limit is $200.00 (by weekly.)

The Contractor's liability for each recurring repair and replacement work occurrence is limited to the dollar amount identified in each Task Order of labor, material and equipment cost per equipment or component per occurrence.

The Contractor shall shut-down, restart, and perform operational checks on all equipment affected by both scheduled and unscheduled utility outages at no additional cost to the Government.

Water distribution begins at the point of water source and ends at (and includes) the cutoff valve, hydrant, or utility system backflow preventer (regardless of location) of the building or structure being served. Water treatment plants and fire main systems end at (and includes) the post indicator valve except for facilities that house the water systems.

Potable water is continuously and safely produced and distributed and meets quality standards and demand requirements.

3.1 Operation The Contractor

The Contractor shall comply with Standard Operating Procedures (SOPs).

The Contractor shall ensure plant and system configuration drawings or diagrams are created and kept current.

Plant and systems equipment and components shall be efficiently and safely operated per UFC 3-440-02N, UFC 3-430-09, UFC 3-230-02, applicable and measurable performance standards from ANSI and AWWA Standards, OMSI and other local applicable specific operating manuals, procedures, and instructions.

Safe operation shall ensure that all water treatment plant equipment requiring operator-attendance is staffed by trained, qualified personnel at all times of operation. The KO/COR shall be notified immediately if unsafe conditions are discovered. The Notification of Unsafe Conditions Report shall be submitted per Section F.

The Contractor shall maintain one full replacement set (Quantity: 40 each) of arsenic removal cartridges onsite at all times.

The volume of drinking water produced shall meet demand and minimum storage capacity and water to meet quality, demand, and minimum storage requirements.

Unscheduled interruptions are minimized such that drinking water quality and demand requirements are met

99.9 percent of the time annually.

3.1.1 Water Quality The Contractor

shall produce and distribute drinking water to ensure the specified water quality standards are met and in compliance with the regulatory operating permit.

Water quality shall meet all Federal, state and local authority regulations, certifications and requirements.

Water quality shall be per NPDWR, 40 CFR Part 143 (NSDWR), Department of Health, and AWWA as applicable, The Contractor shall perform routine operational sampling per SOPs to maintain drinking water quality within specified standards.

Minimum quantities and frequencies of on-site sampling and laboratory analyses of drinking water shall be performed per appropriate regulatory requirements that govern water quality sampling and analysis, e.g., operating permit, approved operating and maintenance manual, OMSI, and for overseas installations: CNICINST 5090.1, country-specific DoD FGS, CTO and OEBGD.

Minimum quantities and frequencies of off-site analyses of wastewater, generated by drinking water operations, shall be performed by an independent certified laboratory which shall meet all laboratory certification requirements per USEPA for Safe Drinking Water Act, CNICINST 5090.1, and local regulations.

If water chemistry is confirmed, through independent laboratory analyses, not to be in compliance with quality standards, the Contractor shall immediately notify the KO/COR and adjust the water chemistry immediately to meet all regulatory requirements.

Laboratory analysis Drinking water quality complies with the regulatory operating permit.

3.1.2 Minimum

Operator Attendance

The Contractor shall provide a sufficient number of water treatment plant operators and support personnel per shift to ensure efficient and safe operations of equipment at all times of operation.

The Contractor shall operating the water treatment plant seven days per week in according with plant permit.

All personnel operating the plant shall meet the training and certification standards in Spec Item 2.2.1.

Minimum numbers and types of water treatment plant operators and support personnel and supervisory operators in direct responsible charge comply, by each applicable shift, with regulatory operating permit, approved O&M manual or other technical reference that specifies minimum or recommended staffing levels.

All water treatment plant operators, support personnel, and supervisory operators in direct responsible charge meet training and certification requirements specified in Spec Item 2.2.1.

3.1.3 Operating

Records, Logs, and Reports

The Contractor shall prepare, submit and maintain operating records, logs and reports for in-process tracking of plant output characteristics to ensure records, logs, and reports are current and complete.

The Contractor shall develop and update standard operating procedures to ensure operating processes and Plant and Systems configuration are current.

Per approved operating permit, country-specific DoD FGS, CTO and OEBGD, a monthly Operating Records Report shall be submitted to the KO/COR within three working days following the end of the month during which work is performed and shall include copies of daily operating logs, chemical content, pressure readings, chemical dosages, filter backwash frequencies, flow rates, and other laboratory records, daily flow drinking water reports, maintenance records, corrosion tests, personnel records, emergency condition records, and operating costs.

The Contractor shall provide the reports electronically.

3.3 Integrated

Maintenance Program

(IMP)

shall develop and implement an integrated maintenance program for the raw water supply, water treatment plant and distribution system equipment to ensure all equipment and components remain in optimum condition and sustain maximum life.

The Contractor shall develop and submit an IMP to the KO to validate completeness within 30 days following award, Per Section F.

The IMP shall include the Contractor’s approach for integrated maintenance, including maintenance and inspection tasks, schedules for planned work accomplishment, plan for minimizing occurrence of repair and downtime, process for the identification of the need for repairs, and the process for scheduling and completing repair work.

As part of the IMP, the Contractor has full responsibility for any individual occurrence of repair, including replacement, job up to and including the dollar amount in each Task Order.

The Contractor shall, per Annex 2, notify the KO upon identification that the repair will exceed the liability limit listed above. If the estimated cost of the repair exceeds the recurring work liability limit, the Government

Maintenance is accomplished in accordance with Contractor's IMP and work schedule.

All repairs costing at or less than the Contractor’s limit of liability are responded to within the hour identified in each Task Order of Contractor discovery or Government notification and are accomplished per specified standards and recommendations.

When a problem or a need for repair is identified, the Contractor shall respond within one hour and complete the repair within two days.

If the repair or replacement work (individual job) exceeds the Contractor's liability limit, the Government, at its discretion, may order the under the non-recurring work section of this contract. The IMP shall include all equipment and components of the raw water supply, water treatment plant and collection system, such as, reservoirs, wells, water storage tanks, pumps, filters, chemical treatment, valves and automatic controls, and supply, plant and distribution system piping.

The IMP, inclusive of repair and replacement, shall be performed per AWWA, ANSI and NFPA Standards, Systems and equipment are maintained and repaired to sustain a fully functional and operable condition in accordance with OEM specifications.

3.3.1 Water

SCADA

Programming Control

The Contractor shall perform PM on Water SCADA Programming Control and associated equipment according to the PM Program to ensure proper operation, minimize breakdowns, and maximize useful life.

The Contractor shall perform PM on Water and Wastewater Instrumentation Systems and associated equipment in accordance with applicable federal, state and local statutes and regulations, manufacturers recommended procedures, OEM

Requirement Information:

Water SCADA Programming Control shall be performed in October.

Periods of Performance for Water SCADA Programing’s are required for Option Periods 1, 3, 5, and 7 only.

The contractor shall be responsible for ensuring all equipment and components of the instrumentation system are maintained; all sensors operate correctly, all controller elements receive signals properly, and the PLC is in optimum working order.

The contractor is also responsible for maintaining the RTU when it is an integrated component of the PLC.

When the RTU is separate from the PLC the contractor is only responsible for ensuring that the signal reaches the

RTU.

All repairs and replacements shall be performed per AWWA, ANSI, and NFPA Standards, OMSI, Equipment manufacturer’s recommendations, and commercially accepted practices.

Water and Wastewater Instrumentation System PM is performed in accordance with the PM Program.

Water and Wastewater Instrumentation Systems are operating properly to ensure minimal breakdowns and to maximize useful life.

Water and Wastewater Instrumentation System PM is in accordance with applicable federal, state and local statutes and regulations, and with DoD policies, instructions and guidance.

Water and Wastewater Instrumentation System PM program meets manufacturer’s Recommended procedures and OEM standards.

The Contractor shall perform any repairs up to specified maintenance program limit for repairs identified during preparation for and conduct of inspection, testing, and certification.

Refer to Spec Item 3.3 for systems and equipment included in an IMP.

Notification of repair work exceeding these liability limits shall be submitted by the Contractor to the KO within two hours of identification, in accordance with the reporting requirements in Annex 2. Service orders or non-recurring work task orders may be issued for repairs exceeding the respective maintenance program limits.

The Contractor shall provide all required package and sample bottles or other materials.

The COR must have direct contact with laboratory personnel for situations involving a sample testing positive or over the maximum contaminant level (MCL).

Non-recurring work may be ordered utilizing Task Order issuance in accordance with Section H or on a task order in accordance with the
