4 Non-recurring Work

4.1 Equipment Rental Services

Spec Item Title Description 1 General Information The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform Base Support Vehicles and Equipment services at the Marine Corps Mountain Warfare Training Center, Bridgeport, CA.

1.1 Concept of Operations The intent of 1700000 BSVE is to specify the requirements for a transportation program consisting of vehicles and equipment rental.

Definitions and Acronyms are listed in J-1700000-01.

2.2 Personnel The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required for efficient operations within the BSVE function.

2.2.1 Certification, Training, and Licensing

BSVE operators shall comply with all Federal, state, and local laws and regulations regarding certification, training and licensing.

Weight Handling Equipment (WHE) / Material Handling Equipment (MHE), Ordinance Handling Equipment (OHE), Civil Engineering Support Equipment (CESE) operators shall comply with the standards stated in NAVFAC P-300, NAVFAC P-307, and NAVSEA OP-2239.

2.3 Special

Requirements

The Contractor shall include pick-up and delivery of requested vehicles as part of the rental.

All vehicles shall be delivered no later than 72 hours of Government request.

The Government assumes that all vehicles are included with unlimited mileage.

The Contractor shall state in its offer any exception to unlimited mileage for any class of vehicles and specify the rate per extra mile, if applicable.

2.3.1 Safety Necessary permits for the movement of overweight/oversized loads on public highways shall be obtained.

2.3.2 Fuel Efficient

Acquisition

Current laws and regulations require compliance in the fuel efficient acquisition of new and replacement vehicles. In addition, Alternative Fuel Vehicles (AFV) will be procured when available. The Contractor shall comply with DoD Directive

4500.36 and DoD Regulation 4500.36-R for the acquisition of new and replacement vehicles.

2.3.3 Audits and

Inspections

The Contractor shall provide assistance and cooperation for all authorized transportation related inspections, internal reviews, and audits conducted by the Government. The Government and other external agencies perform approximately five audits and inspections per year.

2.3.4 Special Vehicle

Maintenance and Repair Requirements

2.3.4.1 Established

Priorities

The Rental Vehicles and Equipment Frequency is provided in J-1700000-02 indicates the rental frequency to each unit of BSVE.

2.3.4.2 Allowable

Downtime Standards

The Contractor shall manage the overall maintenance effort so BSVE downtime does not exceed the allowable downtime standards specified herein. For the purpose of computing downtime, regular working hours is defined as eight hours per day, Government regular working hours are from 0700 to 1600, Mondays through Fridays, except observed Federal holidays.

2.3.4.3 Downtime

Computation

Downtime will terminate when a unit is returned to service.

Any time period that BSVE is returned to the Contractor for rework shall be included in the downtime computation. Any time period BSVE is under the control of the Government shall not be included in the downtime computation. If the Government elects to have work performed by other than the Contractor, any downtime associated with such performance will not be included in the downtime computation. When computing downtime, fractions of hours shall be rounded to the nearest hour (less than 30 minutes = 0, 30 minutes or more = one hour).

2.3.4.4 Temporary

Suspensions of Downtime Standards

When the Contractor experiences a delay in material receipt that will cause the individual unit downtime of a particular unit to exceed the allowable time, the Contractor shall submit a Temporary Suspension of Downtime Accumulation per Section F. Written requests shall include a copy of a purchase order showing the material order date and expected delivery date, and information demonstrating the lack of required material is beyond the Contractor's control.

Downtime suspensions will not be approved if the material in question should have been stocked in adequate quantities to meet expected demand was not ordered to allow for adequate vendor lead times, or if the shipping method used to transport the material causes/contributes to the delay.

If granted, suspension of downtime accumulation will only cover the period from the date/time the Contractor's written request was provided to the KO to the date/time the material is received. The Contractor shall notify the KO immediately upon receipt of the material, and provide written documentation showing date and time of receipt.

2.3.4.5 Excessive Repairs The Contractor shall perform all repairs, regardless of the cost of the repair or age of the BSVE.

Delivery Service and Fuel Program Requirements

The Contractor shall provide diesel fuel delivery service to ensure fuel is readily available.

The Contractor shall develop and submit a Diesel Fuel Delivery Program per Section F and provide diesel fuel to meet customer fuel requirements.

The Contractor shall provide up to 2,000 gallons of Diesel Fuel per Service Order request.

Diesel Fuel is delivered within 24 hours of Routine Service Order and within 12 hours of Emergency Service Order.

Maintain accurate diesel fuel record of fuel delivery.

Ensure that all diesel fuel meters are certified and calibrated as required.

Diesel Fuel Delivery and Fuel Accountability Reports are submitted per Section F.

Diesel Fuel delivery and fuel receipt are accurate and submitted to the COR.

There are no lapses in diesel fuel availability.

Ensure diesel fuel accountability of at least 98% accuracy.

The Contractor shall coordinate and schedule required maintenance and repair of leased vehicles to ensure maintenance is kept up to date and repairs are performed in an expeditiously.

Leased vehicles are picked up from the lessee and dropped off at the designated locations and returned to the lessee as scheduled.

Provide Received and/or Reassigned Vehicles and Equipment services to ensure satisfactory operation.

The work includes Commercially Leased Vehicles and Equipment for Government use.

For Received Vehicles and Equipment:

Establish new History Jacket, perform an initial safety inspection; if problems identified, prepare a Quality Deficiency Report.

Clean windows; install parts/equipment shipped with vehicle;

apply corrosion preventive compounds, if not applied by the manufacturer; service all fluid levels and tire pressures; manufacture and install license plates; apply appropriate vehicle markings as required; and include new vehicles and equipment in the Preventive Maintenance (PM) schedule.

Install specialized accessories including but not limited to, special lights, radios, racks, shelves, tow-hitches, and other customer requested accessories.

Be the sole POC on behalf of the Government between rental agency and customers. Document any damage upon turn-in from customer.

For Equipment:

Perform the following services: oil change; tune-up; lube; reliability and safety inspection; and repair of any deficiencies noted during the required inspections.

Install and/or repair of specialized accessories including but not limited to special lights, radios, racks, shelves, tow-hitches, and other customer(s) requested accessories.

Establish History Jacket as required.

History Jackets are established.

New vehicles and equipment are delivered and serviced on time.

3.3 Maintenance The Contractor

shall maintain, repair and alter leased vehicles and equipment to ensure they are in fully operational condition.

The Contractor shall submit a Maintenance Schedule per Section F.

Maintain vehicle and equipment history files (hardcopy) for life of all units serviced under this contract.

The Contractor shall be responsible for all leased vehicles and equipment and maintain copies in each history file.

Leased vehicles are maintained in accordance with OEM recommendations.

The Government may replace leased vehicles and equipment throughout the contract with newer units, which may change in mix, manufacturer, model, and types. The Contractor is responsible for in-service and maintaining these replaced units under the requirements.

3.3.3 Leased

Vehicle Trouble Calls

The Contractor shall accomplish trouble calls in the field to ensure BSVE, including diesel fuel and propane gas, to safe and operational condition.

The Contractor shall respond to service orders within two (2) hours.

BSVE are responded to within two (2) hours during Government regular working hours and within three (3) hours after Government regular working hours.

Non-recurring work may be ordered utilizing task order issuance in accordance with Section H or on a task order in accordance with the

PROCEDURES FOR

ISSUING ORDERS clause in Section G. The order will specify the exact locations and types of work to be accomplished. The period of performance will be specified in each order.

Refer to Non-recurring ELINs for task listings, descriptions, and related requirements. All periods of performance are measured from issue date of order to acceptance of the work.

4.1 Equipment

Rental Services

The Contractor shall provide equipment rental services to support base equipment requirements.

The Contractor shall ensure rental equipment are safe and in fully operational condition.

The Contractor shall to ensure rental equipment are picked up and dropped off at designated locations, and transported in an appropriate, safe, and timely manner.

Rental equipment shall be free of dirt, and operational.

Rental equipment shall be operated in accordance with local, state, and federal safety standards.

Refer to J-1700000-04 for rental requirements.

ELINs are provided in J- 0200000-10.

Rental equipment are clean and in safe operating condition.

Services are provided within 72 hours of request during regular working hours and within 96 hours of request outside regular working hours.
