Solicitation 140P2019R0045 Amendment No. 0004 Schedule of Changes
1. The hour and date specified for receipt of offers remains January 10, 2020 at 2:00 PM MST.
The time of 11:59 PM EST noted in BetaSAM is incorrect. This is a system error.
2. Revised Specification Section 01 27 00 Definition of Contract Line Items is incorporated and attached.
3. Revised Contract Price Schedule is incorporated and attached.
4. Q&A – What follows are questions from potential offerors and the official Government response. If a question is missing, it was answered in a previous amendment.
Q29. General note #3 on E0.08 says to replace the existing manual transfer switch as shown on the one line diagram. A manual transfer switch is not shown and there is no longer a generator. Both generators were removed per notes on E1.B3.
A29. The existing manual transfer switch is to be removed as there is no longer a generator for this project and therefore no need for the switch.
Q30. Adding the second service (FVDP) seems to be a violation of the national electrical code.
A30. R EVISED ANSWER: The second service is permitted by NEC exception (C)(2) to 2014 NEC
230.2 due to power company limitations on size of single-phase service.
Q31. Demolition note #6 on E1.B3 wants all the H1-H9 fixtures refurbished by a UL listed facility. H10 and H11 were not addressed.
A31. REVISED ANSWER: Only fixtures to be refurbished are H1-H9. H10 are the lobby fixtures that have already been restored. There is no older wiring in the fixture. They will only require a new LED bulb. H11 is a modern exterior lantern light that should not contain any old wiring and will only require a new LED bulb.
Q38. Option “N” is for additional grounding electrodes if the grounding resistance doesn’t meet spec.
We won’t know what’s needed until the grounding is installed and resistance is tested. Please provide some sort of quantity to base this option.
A38. Regarding ground resistance, we recommend that the Contractor follow specification section 26 05 26-3.5, E and F:
E. Report measured ground resistances that exceed the following values:
1. Power and Lighting Equipment or System with Capacity of 500 kVA and Less: 10 ohms.
F. Excessive Ground Resistance: If resistance to ground exceeds specified values, notify the Contracting Officer promptly and include recommendations to reduce ground resistance.
The contract documents have been revised; there is no Option N anymore.
Q49. Reference Specification Section 28 31 00: Part 1.21.C requires a service organization with spare parts to be within 100 miles of the project site. Part 2 requires numerous items that “… shall be Edwards …” There is not an Edwards certified service company within 100 miles of the project site. Please clarify if other manufacturers with service technicians within 100 miles or an Edwards technician outside the 100 mile requirement will be acceptable.
A49. There are both Siemens and Notifier contractors who are within the range and have acceptable products. In a remote site time is actually more important than distance and so the 100 miles can be revised to four hours time which opens the window.
Q52. Utility Fees: Who will be responsible to paying the utility design, service installation and connection fees? It is understood the Contractor will coordinate the service work with the Utility Companies.
A52. The contractor will be responsible.
Q55. Specifications state the basement rooms to be occupied by Park Service employees. At the walk thorough it was stated there will NOT be any park employees staying on site during construction. Please clarify.
