About this file

This document contains a schedule of changes and questions and answers related to a solicitation for life safety and critical deficiency corrections at the Oregon Caves Chateau.

The National Park Service is seeking a single prime contractor to address critical life safety deficiencies at the Oregon Caves Chateau, a National Historic Landmark. The work includes installing fire suppression and detection systems, upgrading egress doors and accessibility, structural repairs, replacement of water supply and waste piping, steam piping and radiators, the main electrical panel, and addition of plywood shear panels and steel balconies. An elevator and internal stairway will also be installed. The estimated price range is over $10 million and the period of performance is from April 2020 to September 2021. The pre-proposal meeting date will be included in the solicitation and small businesses are encouraged to participate as subcontractors.

The document provides answers to contractor questions on scope details, clarifications on specifications, responsibility for fees and insurance, and extends the proposal receipt date to January 10, 2020 at 2:00 PM MST due to a system error.

Solicitation 140P2019R0045 Amendment No. 0003 Schedule of Changes

1. Substitution requests should be submitted with your proposal on the form provided with the solicitation.

2. Architects Supplemental Information:

Revised Specification Section 09 80 00 Fiberboard Wall & Ceiling Treatment (with changes) is attached.

The correction was incorporated via Amendment No. 0002, however the updated specification section was not attached.

3. Davis Bacon Wage Decision Number OR20200039 dated 1/3/2020 is incorporated and attached.

4. Q&A – What follows are questions from potential offerors and the official Government response.

Questions 29, 30, 31, and 38 were not answered in Amendment No. 0002, thus they were carried forward to this Amendment No. 0003.

Q29. General note #3 on E0.08 says to replace the existing manual transfer switch as shown on the one line diagram. A manual transfer switch is not shown and there is no longer a generator. Both generators were removed per notes on E1.B3.

A29. This will be answered in a forthcoming amendment.

Q30. Adding the second service (FVDP) seems to be a violation of the national electrical code.

A30. General Note 4 on drawing E0.08 still instructs contractor to relocate generator and provide a New MTS. Circuit for fire alarm panel was not revised. It is still indicated to G-11 and does not appear on any other panel schedules.

Q31. Demolition note #6 on E1.B3 wants all the H1-H9 fixtures refurbished by a UL listed facility. H10 and H11 were not addressed.

A31. The second service is permitted by NEC exception (C)(2) to 2014 NEC 230.2 due to power company limitations on size of single phase service.

Q38. Option “N” is for additional grounding electrodes if the grounding resistance doesn’t meet spec.

We won’t know what’s needed until the grounding is installed and resistance is tested. Please provide some sort of quantity to base this option.

A38. This will be answered in a forthcoming amendment.

Q40. Specification Section 08 0314 .3.1A: This section directs us to confirm existing door repairs "as noted on drawings." We are unable to find a list of doors to be repaired on the drawings. Please clarify which, if any, doors need to be repaired.

A40. No door repairs are required.

Q41. Specification Section 09 6816.3.2: Many areas where carpet is currently installed and will be quoted under CLIN 11 – Option K are in need of some floor preparation as the wood floors under the existing carpet have low spots and ridges, etc. To preserve any of the existing wood floors, how are we, or are we not, to prepare floors where the carpet is being replaced in the base quote and those areas in

CLIN #11?

A41. For bidding purposes, assume that these floors will be levelled w/ the following product:

Trowelable Leveling and Patching Compounds at wood subfloors: Synthetic gypsum based fibreinforced self-leveling compound or recommended by carpet tile manufacturer: Basis-of- Design: Schonox APF.

Q42. Reference A9.01: for the new flooring at the stairs, confirm the treads and risers are to receive the same material as the landings except at Stair B100 which will receive the salvage wood treads. We recognize that 09 6500.2.2 specifies a rubber product where resilient is called out.

A42. The upper guest room floor stairs will be carpeted stairs and landings. The main central stair grand stair will remain wood (no scope of work). The small set of stairs up to the guest rooms at Level 1 will be salvaged wood treads and risers from the existing stairs in the same location as shown on detail 11/A8.11. The service stair from B1 to Basement 3 will have rubber treads and risers with the landings (top/middle/and bottom) being the resilient flooring called out in the schedule. The small set of stairs to the laundry room at B2 are also rubber treads and risers.

Q43. Reference A9.01: Do the treads require the ADA stripe at the top and bottom treads?

A43. Yes. Per Stair Requirements detail 2/T1.01, the upper approach and bottom tread of each interior stair shall be marked by a strip of clearly contrasting color.

Q44. Reference A9.10: confirm whether or not the treads are to receive rubber base material or just at the landings.

A44. Only the landings are to receive rubber base.

Q45. Reference Option K (CLIN #10): Where the carpet is being changed in the guest rooms, confirm that the closets, which seem to all be pretty much hardwood, do not receive carpeting.

A45. If the closets currently have hardwood, hardwood shall remain. If there is carpeting in any of the closets, it will be replaced with new carpeting.

Q46. Building Information Model: There are several references to the utilization of Building Information Model (BIM) in the Solicitation (pp. 22, 155, 156 and 171). We understand that the BIM model is not currently available or does not exist. Confirm whether or not the National Park Service (NPS) will still require the Contractor to provide coordination, phasing and sequencing drawings using BIM (p. 156 Subfactor 2.A). If the model does not already exist, confirm whether or not the NPS will require the Contractor to develop the model. If that is the intent, what electronic files will be provided?

A46. The NPS currently has the BIM model and will provide it to the contractor for reference. Contractor to utilize BIM as required by NPS.

Q47. Reference L101: this sheet indicates the existing balcony footings are to be removed. Please confirm these are to be removed whether or not Option A is taken.

A47. Option A is not taken, the existing metal balconies will remain and the footings will not be removed. Please note that this Option has been broken out due to funding sources and it is expected to be completed with the base project.

Q48. Insurance: Please clarify who will be responsible for obtaining and paying for Builders Risk Insurance. If the Contractor is responsible, please provide an estimated replacement value.

A48. The Government does not require Builders Risk Insurance, therefore the Government will not pay for Builders Risk Insurance. If the contractor chooses to obtain it, the cost will be borne by the contractor.

Q49. Reference Specification Section 28 31 00: Part 1.21.C requires a service organization with spare parts to be within 100 miles of the project site. Part 2 requires numerous items that “… shall be Edwards …” There is not an Edwards certified service company within 100 miles of the project site. Please clarify if other manufacturers with service technicians within 100 miles or an Edwards technician outside the 100 mile requirement will be acceptable.

A49. This will be answered in a forthcoming amendment.

Q50. Reference Amendment #2: the bid time was revised to 11:59 PM EST. Please confirm the location where the bids are to be delivered will be open at 9:59 PM MST. If not, please provide a time when it is closes.

A50. Location of where proposals are to be delivered is located in Section L of the solicitation.

The time of 11:59 PM EST noted in BetaSAM was not correct. This was a system error. The hour and date specified for receipt of offers is exended to January 10, 2020 at 2:00 PM MST.

Q51. Reference Amendment #1: Please clarify that the only item issued under Amendment #1 is the revised plan sheet L8.03. A Schedule for Changes (SOC) for Amendment 1 was not issued. The file labeled “Amendment 1” when opened states it’s for Amendment #2. This SOC does note the changes to L8.03.

A51. The SF 30 for Amendment No. 0001 is now posted on the BetaSAM website. The amendment was effective November 6, 2019, however the SF 30 did not get posted until January 2, 2020. The amendment merely provided the appendices to the specifications, and the Schedule of Changes is contained within the SF 30.

Q52. Utility Fees: Who will be responsible to paying the utility design, service installation and connection fees? It is understood the Contractor will coordinate the service work with the Utility Companies.

A52. This will be answered in a forthcoming amendment.

Q53. Is other work being performed at the site outside this project scope? (Heard there may be 8,000 lnft of new water main being ran approximately at the same time as this project).

A53. The other work is outside the scope of this project and may be conducted within the timeframe of this project.

Q54. Specifications state all kitchen equipment is to be removed and stored. No kitchen equipment was seen on site. Please clarify.

A54. If there is no equipment, no need to remove – guessing this happened when the concessionaire moved out.

Q55. Specifications state the basement rooms to be occupied by Park Service employees. At the walk thorough it was stated there will NOT be any park employees staying on site during construction. Please clarify.

A55. This will be answered in a forthcoming amendment.

Q56. Specifications state the new acoustic wall and ceiling panels were to match the patterns of the existing. At the walk through it was presented as “Or get as close as you can”. Please clarify

A56. Per discussions with ORCA staff, patterns in the public spaces (lobby / dining areas) must be replicated EXACTLY. Wall and ceiling panels at guest room hallways and rooms are to match the pattern but do not need to be exact regarding where joints fall.

Q57. Please provide the Signage Schedule.

A57. All signage is shown on the code sheets. Signage schedule is not required.

Q58. Specification # 01-50 00-1 States Contractor is responsible for the cost of power during construction. Please provide the rate of charge.

A58. This will be answered in a forthcoming amendment.

Q59. Specification # 01-50 00-1 Contracting Officers office to be in Basement # 2. During walk through it was stated CO office to be in the Chalet. Please clarify.

A59. This will be answered in a forthcoming amendment.

Q60. Specification Clarification: 09 80 00 Fiberboard Wall & Ceiling Treatment: 2.2 Materials lists 440 Sound Barrier.

A60. The product should be Pinnacle from Homasote. This is the same as 440 Sound Barrier but has an additional step of sanding the surface to create the similar texture to the Nu-Wood panels (See No. 2 above).
