Solicitation 140P2019R0045 Amendment No. 0002 Schedule of Changes

1. Pre-proposal conference/Site Visit information is provided and attached.

2. Updated guardrail detail is incorporated and attached.

Description:

Incorporate Revised guardrail foundation at the guardrail adjacent to the new concrete walk to the main entry. Foundation provides a continuous thickened slab edge adjacent to the existing stone retaining wall to ensure the guardrail structural load and forces does not impact the stone retaining wall. See revised sheet L8.03 attached.

3. Architects Supplemental Information:

Incorporate Revised Specification Section 09 80 00 Fiberboard Wall & Ceiling Treatment: 2.2 Materials lists 440 Sound Barrier. The product should be Pinnacle from Homasote. This is the same as 440 Sound Barrier but has an additional step of sanding the surface to create the similar texture to the Nu-Wood panels. See revised specification section attached.

3. Q&A - What follows are questions from potential offerors and the official Government response:

Q1. Specs Volume 1 Section numbers 017419 & 017823 are mismatched. In Specs Volume 3, Section number 221319.13 is mismatched, and Sections 220513 & 220519 are out of order on the TOC.

A1. Spec sections 017419 and 017843 are correct. TOC has been updated to show sections in the correct order. See revised specification TOC attached.

Q2. B08_Contract Price has a lump sum category for "Balcony Reconstruction". Given that we would only be providing a portion of this scope, how do we proceed with filling out this form?

A2. You should contact a prime/general contractor who can provide the full scope of the work.

Q3. B03_Wage determination lists prevailing wage for only one kind of Carpenter. "Carpenters: Metal stud installation and form work only" Should we assume this prevailing wage for our carpentry installers even though they are not metal stud installers but instead timber installers?

A3. Yes, for pricing purposes. If there is not an appropriate classification included in the determination, the awardee will need to submit a Standard Form 1444 (Request for Authorization of Additional Classification and Rate) after award, and we will work through that process.

Q4. WBE-certified. We are a WBE firm. Might this be an advantage for this project?

A4. This is a full and open solicitation.

Q5. Regarding Section L, Subfactor 2B, Schedule: Please confirm that the Schedule and Schedule Narrative are not part of the 10 pages allowed for Subfactor 2A.

A5. Correct

Q6. Regarding Section L, Subfactor 3B, Safety: Please confirm that this section is not included in the 5 pages allowed for the Management Approach.

A6. Correct

Q7. Just below Subfactor 3B, there is a bulleted paragraph that seems to be misplaced. Please clarify and explain how we are to respond to this.

A7. The paragraph was inserted in error. It is hereby deleted.

Q8. What is the last day/time that you will accept questions about the solicitation / project?

A8. December 24, 2019.

Q9. Section J, Attachment 4 is referenced in the Solicitation as 11 pages of “Forms for Use in Proposal Submission.” However, there was no Attachment 4 posted with the Solicitation. There was a form supplied for Past Experience, one for References, and one for Past Performance – but no form for resumes.

A9. Use your own format for the Key Personnel resumes.

Q10. Will there be housing available for the construction crews?

A10: No.

Q11: Parking situation during construction?

A11: Designated contractor parking is shown on L0.01. Additional parking will need to be coordinated with Park staff.

Q12: How about space for the trailers? Is the NPS campground available?

A12: Our campground is not equipped for trailers.

Q13. Can the Road to the Chateau be closed during mobilization and large deliveries?

A13: Yes coordinate all road closures with the park. While the park is closed, the contractor should plan to schedule larger deliveries then, Q14. Does the hall wall patterns need to match with the new Homesote?

A14. Yes, reference the documents.

Q15. What is the height of the ceiling space on the 3rd floor?

A15. We were able to look through and opening in the janitor's closet and it looks to be 8"-10" floor joists.

Q16. Specifications state all kitchen equipment is to be removed and stored. No kitchen equipment was seen on site. Please clarify.

A16. (If there is no equipment, no need to remove – guessing this happened when the concessionaire moved out).

Q17. Specifications state the basement rooms to be occupied by Park Service employees. At the walk through it was stated there will NOT be any Park employees staying on site during construction. Please clarify.

A17. Park staff will not occupy the Chateau. Park staff will be at the site though.

Q18. Specifications state the new acoustic wall and ceiling panels were to match the patterns of the existing. At the walk through it was presented as “Or get as close as you can”. Please clarify

A18. Per discussions with Park staff, patterns in the public spaces (lobby / dining areas) must be replicated EXACTLY. Wall and ceiling panels at guest room hallways and rooms are to match the pattern but do not need to be exact regarding where joints fall.

Q19. Please provide the Signage Schedule.

A19. All signage is shown on the code sheets. Signage schedule is not required.

Q20. Specification # 01-50 00-1 States Contractor is responsible for the cost of power during construction. Please provide the rate of charge

A20. No cost for electrical.

Q21. Specification # 01-50 00-1 Contracting Officers office to be in Basement # 2. During walk through it was stated CO office to be in the Chalet. Please clarify.

A21. Contractor’s office will be in Chateau and CMR’s office will be in Chalet.

Q22. Will this project be going on during the winter and summer and for how long?

A22. Yes. Contractor should provide their proposed schedule for construction.

Q23. Q23. There are some conflicting notes on E2.00 regarding the existing secondary feeder. General note 7 says we are to replace the conductors in the existing conduits. Bubble note 5 says they are to remain. The riser diagram on E0.08 says they are to remain.

A23. Price the project to replace the secondary feeder.

Q24. After a ton of searching we are being told we can’t find FSC in Alaska Yellow Cedar.

A24. FSC is not required. Alaska Yellow Cedar is required for the balcony construction.

Q25. Enlarged Restroom plan 7/A5.16 appears to be missing the wall type call out for the furring wall on the North east side. Is this a type G wall?

A25. Wall Type D.

Q26. Specification section 10 14 00 page 2 references a Sign Schedule however a signage schedule is not included in the drawings.

A26. All signage is shown on the code sheets. Signage schedule is not required.

Q27. Base bid we aren’t doing anything to the tubs so how do we insulate behind them when they are on an exterior wall? and how to we put sheathing and drywall and not encroach on the tub space?

A27. Remove and reinstall tubs along exterior walls. Provide new tile at surface of wall.

Q28. Covering and protecting the carpet in the base bid will cost almost as much as replacing the carpet.

Do you want the existing carpet cleaned as part of the base bid?

A28. Yes.

Q29. General note #3 on E0.08 says to replace the existing manual transfer switch as shown on the one line diagram. A manual transfer switch is not shown and there is no longer a generator. Both generators were removed per notes on E1.B3.

A29. This will be addressed in a future amendment.

Q30. Adding the second service (FVDP) seems to be a violation of the national electrical code.

A30. This will be addressed in a future amendment.

Q31. Demolition note #6 on E1.B3 Wants all the H1-H9 fixtures refurbished by a UL listed facility. H10 and H11 were not addressed.

A31. This will be addressed in a future amendment.

Q32. H5 and H9 are fluorescent strip fixtures and I don’t believe are historic fixtures and they don’t require UL to install a retrofit kit. H1 is a paddle fan that doesn’t seem to be a historic fixture.

A32. Don’t understand the question.

Q33. H5 fluorescent strips in the staff kitchen B208 should be replaced with a lensed fixture.

A33. No, price the H5 fixture.

Q34. E2.B2 shows a L2 decorative wall sconce for the elevator pit. I don’t think the elevator inspector will approve. Please advise.

A34. Price as per the document.

Q35. H1 is shown in restroom B210A. H1 is a paddle fan. According to the virtual tour, a paddle fan is not in this room.

A35. Price the project based upon the paper document not the virtual tour.

Q36. Is the electrical engineer planning on completing the electrical drawings? Some have expressed concerns they are not construction ready documents.

A36. Noted, however this is a general question and statement, making it difficult to address.

Pricing should be based on documents provided.

Q37. Option L calls to replace "non-historic" light fixtures. However it appears to want H2 & H8 fixtures replaced. Please advise if these are the historical lights Option L wants replaced.

A37. Assume H2 & H8 are not historic.

Q38. Option “N” is for additional grounding electrodes if the grounding resistance doesn’t meet spec. We won’t know what’s needed until the grounding is installed and resistance is tested. Please provide some sort of quantity to base this option.

A38. This will be addressed in a future amendment.

Q39. Common areas bubble notes that request lighting controls that have 50% or partial light levels with manual on and automatic off. The notes call out some Leviton catalog numbers. The Leviton MDZ20-102 called out is the controller. Problem is it is for fixtures with low voltage 0 to 10v dimming. The fixtures being controlled are not low voltage dimming capable. The engineer will need to select another controller with line voltage dimming and compatible peripheral devices.

A39. This is not a question.
