About this file
This document provides specifications for a controlled low-strength material (CLSM) to be used in a federal construction project. The Bureau of Indian Affairs is soliciting bids for the Oglala Dam Remediation Project under solicitation number 140A1623R0026. The CLSM specifications define requirements for material properties including a maximum compressive strength of 300 psi at 28 days, minimum cementitious content of 50 pounds per cubic yard, and slump and air content parameters. The specifications also outline mixing, application, and quality control testing procedures for the CLSM. Bidders must provide a CLSM mix design, placement plan, and statements of qualifications for the mix designer and batch plant. The selected contractor will be responsible for CLSM mix design and quality and will conduct sampling and testing during placement.

1.03 DEFINITIONS
A. CLSM: A highly flowable lean concrete mix consisting of a mixture of cement, fly ash, densely graded mineral aggregates, water and admixtures. CLSM shall be capable of freely flowing to fill all voids in trenches or other areas without compaction or other additional effort, shall be of uniform density, shall be of low permeability to prevent migration of adjacent fines into the set mix, and shall excavate easily.
1.04 SUBMITTALS
A. Shop Drawings
1. CLSM Mix Design:
a. Submit preliminary CSLM mix designs including recommended mixture proportions, sources of materials, and test results demonstrating the proposed mix design meets the requirements specified herein.
2. CLSM Placement Plan:
a. Fully describe the source of material, placement operations, and field testing.
Include details of proposed pipe bracing system to prevent pipe floatation during installation of CSLM. Provide buoyancy calculations and bracing requirements of the resisting members.
B. Administrative
1. Statement of Qualifications:

1) Sample identification, including mix design.
2) Date and time of sample preparation, including curing conditions, curing period, and sample dimensions.
3) Date, time, and type of test.
4) Strength of each specimen.
5) Name and signature of individual performing the test.
6) Date, time, quantity, and location of concrete applied, with sketches.
7) Observations during production and placement.
8) Description of placement equipment.
9) Batch number(s), if applicable.
FOR BID REV 2 PAGE 3 OF 6
10) Maximum and minimum air temperature.
11) Description of any special conditions or problems encountered.
12) Foreman’s name and signature.
1.05 QUALITY CONTROL
A. Qualifications
1. Mix designer shall be a licensed Professional Engineer or a SD DOT approved concrete mix designer, with a minimum of 1 year of experience in the design of CLSM mixes.
2. Batch plant shall be currently certified by the National Ready Mixed Concrete Association.
PART 2 PRODUCTS
2.01 CLSM MATERIALS
A. The CLSM mix design shall consist of Portland cement, fine aggregate, coarse aggregate, water and chemical admixtures to accelerate cure time and entrain air. Comply with the following requirements:
1. Cement shall meet the requirements of ASTM C150, Type I/II, or ASTM C595, Type IL.
2. Aggregate material shall meet the requirements of ASTM C33.
3. Admixtures shall meet the requirements of ASTM C494. CaCl shall not be used because of its corrosive nature and the availability of admixtures specifically designed for the purpose.
4. Pozzolanic Materials including fly ash shall meet ASTM C618 requirements.
B. Required properties and mix proportions of CLSM:
Type Maximum
Compressive Strength
Minimum Cementitious
Content (lbs/cy)
Slump (inches)
Entrained Air Content
CLSM 300 psi @ 28 days 50 6 to 8 15 – 20 %
1. CLSM Consistency:
a. The consistency of the CLSM shall be such that the material flows easily into all openings between the pipe and the lower portion of the trench and around all equipment. Where trenches are on a steep slope, a stiffer mix may be required to prevent the material from flowing down the trench.
FOR BID REV 2 PAGE 4 OF 6
2. Slump:
a. Unless otherwise approved by the BIA Representative, the slump of CLSM shall have a slump cone value or lateral spread test of at least 8 inches as determined in general accordance with ASTM D6103 or ASTM C143, respectively.
3. Final Bleeding:
a. CLSM shall have minimal subsidence and bleed water, which is measured as a Final Bleeding of less than 2.0 percent (retains 98.0 percent of original height after placement, approximately 1/4 inch per foot of depth) per ASTM C940.
4. Fresh Unit Weight:
a. The fresh unit weight shall be 90 - 120 lbs/ft3.
5. Yield:
a. CLSM shall have an in-place yield of 98% of design yield.
PART 3 EXECUTION

3.02 MIXING CLSM
A. The CLSM supplier shall determine the unit weights based upon the specific gravity of the fine and coarse aggregates.
B. Admixtures shall be added per the suppliers’ recommendations.
C. Water shall be added as specified and yield a flowability as noted above.
D. The minimum mix time required shall be specified by the supplier. Maximum mix time shall not exceed 2.5 hours.
3.03 APPLICATION OF CLSM
A. Secure pipe and equipment to be encased in CLSM to prevent displacement during placement.
B. Place CLSM in separate lifts as recommended by the pipe manufacturer to prevent the pipe from floating during installation.
FOR BID REV 2 PAGE 5 OF 6
C. Place CLSM on both sides concurrently to prevent shifting of the pipe.
3.04 PROTECTION
A. Protect CLSM from traffic until sufficient strength has been achieved for further construction or traffic operations.
