SECTION 01 50 00
TEMPORARY FACILITIES AND CONTROLS
PART 1 GENERAL
1.01 SCOPE OF WORK
A. This Section specifies the requirements to provide all materials, labor and equipment necessary to furnish and install the following general items of Work:
1. Temporary Utilities: Electricity, telephone and internet service, water, and sanitary facilities.
2. Temporary Controls: Protection of the Work, dust control, and erosion and sedimentation control.
3. Safety Facilities: Site security and construction signage.
4. Construction Facilities: Water for concrete production, temporary slope support, access roads, staging and stockpile areas, progress cleaning and waste removal, and temporary buildings.
5. Removal of utilities, controls, security, and construction facilities.
1.02 SUBMITTALS
A. Shop Drawings
1. Erosion and Sedimentation Control Plan as required by federal, state, and Tribal laws regarding prevention of water pollution. The plan shall comply with permitting requirements specified in Section 01 57 01 – Permit Requirements and Environmental
Controls. Address the following items as a minimum:
a. Sequence of construction of temporary drainage facilities relative to other construction activities.
b. Provisions for limiting sedimentation or other water quality effects downstream.
c. Sequence for removal of temporary drainage facilities.
2. Site Security Plan shall include material specifications and layouts for temporary fences, tree protection fencing, and barriers.
3. Temporary Construction Facilities Plan for review and approval by the BIA
Representative. The plan shall include descriptions, figures and material specifications for constructing a batch plant, supplying and storing water for construction, temporary shoring, staging and stockpile areas, field office layouts, parking areas, and storage yard layout. Include work plans to remove all facilities.
4. Dust Prevention Plan for review and approval by the BIA Representative. The plan shall include descriptions to construct temporary shoring, staging and stockpile areas, BUREAU OF INDIAN AFFAIRS SECTION 01 50 00

field office layouts, parking areas, and storage yard layout. Include work plans to remove all facilities.
5. Waste Disposal Plan including the proposed waste disposal facilities and methods of removal to be used for the Work. The plan shall be reviewed and approved by the BIA
Representative.
B. Administrative
1. Submit a Health and Safety Plan per Section 01 35 26 – Governmental Safety
Requirements.
1.03 TEMPORARY UTILITIES
A. Provide electricity to trailers and other areas as needed by CONTRACTOR.
B. Provide telephone service to office trailers and as needed by CONTRACTOR.
C. Provide internet service to office trailers and as needed by CONTRACTOR.
D. Provide and maintain adequate supplies of drinking water for CONTRACTOR, COR and
BIA Representative personnel.
E. Provide Sanitary Facilities:
1. Provide suitable, weather-tight, accessible sanitary toilet facilities for all Work persons during construction of the Work.
2. Maintain servicing schedule, clean facilities, and toilet paper supply during construction of the Work.
3. When toilet facilities are no longer required, promptly remove them From site.
Disinfect and clean or treat the area as required.
1.04 PROTECTION OF WORK
A. Protect installed Work and provide special protection where specified in individual
Specification sections.
B. Provide protection against weather to maintain all materials, apparatus, fixtures, and work free from damage whether in shipment, in storage, or in place.
1.05 WATER FOR RCC PRODUCTION AND CONCRETE CURING
A. Water will be required for RCC Production and concrete curing conducted on site. Provide a water source meeting the requirements of Section 03 30 00 – Cast-in-Place Concrete.
B. Known Potential Water Sources:
1. Oglala Sioux Rural Water

b. Communication Notes from June 2022:
1) Well-based system.
2) Oglala located at end of pipeline section.
3) No water availability during summer period from April to October. Unlikely to be able to supply water in November to March period.

1.06 DUST CONTROL
A. Reduce dust nuisance wherever and as often as necessary on the project property and site access and haul roads. Prevent dust from causing a nuisance or damage to crops, dwellings, and persons.
B. Contractor shall be held liable for any damage resulting from dust originating from operations under these specifications.
C. Apply water for dust abatement as required by project permits.
D. Use of reservoir water for dust abatement is acceptable.
1.07 EROSION AND SEDIMENTATION CONTROL
A. Construct, maintain, and remove temporary drainage facilities as necessary to control surface water runoff, groundwater seepage, dewatering system discharges, and stream flows at the construction site so that water from these sources does not disturb the constructed facilities or cause erosion of the existing topography.
B. Furnish all materials and labor to construct silt fences, to place hay bales, and to construct other sediment control methods required for prevention of water pollution and impacts to adjacent wetlands.
C. Maintain and remove silt fences, hay bales, straw waddles, and sediment controls.
1.08 SECURITY
A. Provide site security. Contractor is responsible for site security and protection of COR’s, BIA Representative’s and CONTRACTOR's property, equipment, and facilities and will replace in kind if damaged or stolen.

B. Secure and lock all temporary gates and fences during working hours. Secure and lock the main gate at the site entrance on Oglala Dam Road throughout the duration of construction.
Provide double padlocks at all gates to allow the AGENCY, COR, and the BIA
Representative access to the site without disturbing CONTRACTOR’s locks.
C. Provide personnel at gates to allow access when deliveries are anticipated.
D. CONTRACTOR responsible for site security for the duration of any construction shutdown if is elected or occurs for any reason.
1.09 CONSTRUCTION SIGNAGE
A. CONTRACTOR shall place construction signage along access routes and Project entrances.
B. CONTRACTOR shall include IIJA and AGENCY specific signage and acknowledgements on project signs as required by the COR. IIJA requirements are provided at the following website: https://www.whitehouse.gov/wp-content/uploads/2022/08/Building-A-Better-

1.10 TEMPORARY SLOPE SUPPORT
A. Provide shoring and/or slope protection throughout construction to protect existing structures from movement or damage caused by settlement, lateral movement or other hazards created by earth operation in accordance with Section 31 23 16 – Excavation.
1.11 CONSTRUCTION ACCESS ROADS
A. Construction and vehicle access into the site shall be from Oglala Dam Road off of U.S.
Highway 18. Improvements to Oglala Dam Road should be anticipated by
CONTRACTOR after construction is substantially complete.
B. Permanent access roads constructed onsite shall be constructed within the limits of site disturbance.
C. Maintain drainage ways. Install culverts if necessary to allow water to pass without disturbing the roadway.
D. Install steel plates, if required based on construction traffic loading, to protect underground lines at the access roads from the site entrance.
E. Temporary Construction Access Roads Onsite:
1. Construct and maintain temporary access roads within the limits of site disturbance.
Location shall be approved by the BIA Representative.
2. Extend and relocate temporary access roads as Work progress requires within the limits of site disturbance.

3. Remove and restore all temporary access roads.
1.12 PROTECTION OF EXISTING ROADS
A. Obtain all permits required by SDDOT and Oglala Lakota County during construction.
B. Repair damage to public roads as required by the applicable public agency.
C. Repair damage to private roads damaged by CONTRACTOR activities to its pre-construction condition if not indicated on the design drawings.
1.13 STAGING AREAS
A. Establish CONTRACTOR and BIA Representative offices in the staging area.
B. CONTRACTOR shall use designated staging areas for employee parking.
C. Stockpile equipment, supplies, imported materials, and other materials incidental to the construction in the staging or stockpile areas or other areas approved by the BIA
Representative. CONTRACTOR is allowed to maintain construction equipment required to complete the Work in the staging areas.
D. Fence all staging areas.
E. When facilities stored in the staging areas are no longer required, promptly remove from site. Clean up and dispose of waste materials and rubbish regularly.
1.14 STOCKPILE AREAS
A. All earth and rock excavation materials, and other construction materials, shall be stockpiled in CONTRACTOR staging area or other areas approved by the BIA
Representative.
B. Temporary road fill material placed on the identified wetland area is to be maintained to minimize damage to the wetlands and removed promptly following completion of work.
Geotextile will be constructed over the wetland soils and vegetation prior to placement of any fill per Section 31 05 19 – Geosynthetics.
1.15 PROGRESS CLEANING AND WASTE REMOVAL
A. CONTRACTOR shall, at all times, keep the construction area, including storage areas, free from accumulations of waste materials or rubbish.
B. Prior to completion of the Work, CONTRACTOR shall remove from the vicinity of the
Work all facilities, buildings, rubbish, unused materials, concrete forms, and other like materials, used under their direction during construction. All Work areas shall be graded and left in a neat manner conforming to the original appearance of the landscape.

C. In the event of CONTRACTOR’s failure to perform the above Work, the Work may be performed by the AGENCY, at the expense of CONTRACTOR, and his surety or sureties shall be liable, therefore.
D. Materials to be disposed of shall be classified in three categories: 1) cleared vegetation,
2) waste materials, 3) demolished materials. Cleared vegetation shall be vegetation cleared from within the limits of site disturbance as shown on the Drawings and CONTRACTOR’s staging areas. Waste materials include, but are not limited to, unapproved excavated materials, demolished utilities, oil and other petroleum products, solvents, paints and stains, refuse, garbage, debris, sanitary waste, crank case oil, grease, paint thinner, cleaning solvents or any other materials used in maintenance or operation of construction equipment. Demolished materials are from the existing spillway which include concrete, reinforcing steel and associated components of the existing buried structures.
E. Cleared vegetation, waste materials, and demolished materials shall be disposed of offsite.
All materials to be disposed of offsite shall be removed from the construction area and off the AGENCY’s property prior to completion of the work under these Specifications. All materials to be removed offsite shall be the property of CONTRACTOR.
F. Excess excavated materials shall be placed within the reservoir footprint.
G. Burning of waste materials and cleared vegetation shall not be permitted.
H. All materials to be disposed of offsite shall be disposed of in an approved waste facility. It shall be the responsibility of CONTRACTOR to make any necessary arrangements with private parties and with County officials pertinent to locations and regulations of the landfill areas and waste disposal in the vicinity of the Project. Any fees or charges required to be paid for disposal of materials shall be paid by CONTRACTOR.
1.16 FIELD OFFICES AND SHEDS
A. Provide adequate space for field offices in the designated construction laydown and staging area.
B. Include a separate field trailer for the BIA Representative and Resident Engineer with the following:
1. Lockable door.
2. Security bars on windows.
3. Exterior light.
4. Minimum size - 200 square feet.
5. Electrical - Provide 110-120 volt power with fused circuits.
6. Drinking water.
7. Railed stairways and landings at entrances.
8. Three desks, three chairs, and a 3 drawer filing cabinet.

C. Provide high speed internet service for BIA Representative’s trailer.
D. Provide space for Project meetings separate from BIA Representative’s field trailer.
E. Provide sheds for storage of tools and equipment as needed.
1.17 REMOVAL OF UTILITIES, FACILITIES, AND CONTROLS
A. Remove temporary utilities, controls, construction facilities, equipment, and materials prior to the Final Application for Payment inspection.
B. Clean and repair damage caused by Work.
1.18 DIVERSION AND CARE OF WATER
A. Refer to Section 01 51 38 – Diversion and Care of Water.
PART 2 PRODUCTS
2.01 SILT FENCES
A. Silt fences for sediment control shall consist of fabric and posts suitable for sedimentation control application. Silt fence fabric shall be UV (ultra-violet) protected. Silt fence shall be toed-in by at least two feet to prevent silt-laden runoff water from running beneath the fence and over the ground surface. Submit product data and method of fence construction for review and approval.
2.02 HAY BALES
A. Hay bales shall consist of hay or straw stacked and staked in place. Wire shall be tied to stakes to provide additional stability. Provide method of hay bale installation for review and approval.
2.03 STRAW WADDLES
A. Straw waddles shall be dense tubes filled with weed-free agricultural straw and bound by netting. Straw waddles shall be temporary, sediment control devices that minimize sediment movement in runoff, reduce water velocity, trap sediment, and release water as sheet flow. Provide product data and method of installation for review and approval. Stakes shall be wooden and a minimum of 30 inches long.
