SECTION 00 41 23

BID FORM

GENERAL

SCOPE OF WORK

This Section specifies the requirements for completing the bid form and bid schedule required by the bidding CONTRACTOR.

GENERAL REQUIREMENTS

Offers will be considered for award on the following schedule, but no offer will be considered for award on only a part of the schedule.

Offerors not responding to all bid schedule line items will be considered nonresponsive and will not be evaluated for award.

Offers will be evaluated based on CONTRACTOR qualifications and the total of the Bid Schedule. Award will be made to the responsive offer which brings the best value.

The COR may remove items from the schedule based on available funds.

All offers are subject to the terms and conditions of this solicitation.

The quantities in the schedule are estimated quantities for comparison of offers only and except as provided in the contract clause at FAR 52.211-18, Variation in Estimated Quantity, no claim shall be made against the Government for overruns or underruns.

See the contract clause at WBR 1452.232-81, Payment for Mobilization and Preparatory Work.

Offerors’ submitted bid schedule shall include all items necessary to complete all construction and Contractor requirements presented in the Drawings and Specifications. Work items not specifically identified in the Bid Schedule shall be incorporated into the Offerors’ lump sum line item pricing for related work.

Removing trees, vegetation, rubbish, and other deleterious items within the required excavations. Excavating and stockpiling topsoil within the limits of site disturbance. Onsite disposal of excess or unsuitable material is considered incidental to the cost of the Work.

Subgrade Preparation – Foundation Protection
Furnishing and installing protective cover over foundation prior to concrete or fill placement as directed by the COR or BIA Representative. Includes initial and final foundation cleanup, removal of loose material and water, cleaning with compressed air or vacuuming, and installation of slush grout where necessary and a mud mat.

Includes the embankments, spillway, approach and discharge channels, and appurtenant structures.

Furnishing a complete outlet works system as indicated on the Drawings, including placing reinforced concrete, Class B Concrete and CLSM for outlet works structures (inlet tower, and ductbank for vent pipe and HDPE conduits), precast concrete structures (control building and diversion intake structure), trashracks, stainless steel sluice gate and hydraulic actuation system, conduits for hydraulic lines, and piping (48-inch-diameter steel outlet works conduit, 8-inch-diameter steel vent pipe, and 36-inch-diameter HDPE permanent diversion pipe and blind flange). Includes all leveling concrete, formwork, thimbles, and embedded parts.
