C-3.1.042f. EQUIVALENT EQUIPMENT
The Contractor may propose an alternative to equipment identified in the Functional Design Products for
PRR by manufacturer's make and model number by preparing an Equivalent Equipment Substitution
Request (DI-012) in writing to the Government for approval. Such requests shall be made sixty (60) days in advance of the Contractor’s anticipated order of the equipment to allow the Government time to determine equivalency. Any equipment not approved within forty-five (45) days will be considered disapproved by the Government.
C-3.1.042g. DOCKING FACILITIES AND SHIPBUILDING WAYS CERTIFICATION
The Contractor shall prepare a Docking Facilities and Shipbuilding Ways Certification (DI-013) for each drydocking, launching, building ways and transfer facility. This requirement shall also apply to subcontracted facilities.
1. The Contractor shall use one of the following certification methods and shall submit certification documentation in accordance with either:
a. The standards and criteria of an International Association of Classification Societies (IACS) member in good standing (examples include, but are not limited to, the ABS, Lloyds Registry of Shipping, Det Norske Veritas) in effect on the date of Contract Award or;
b. The current version of MIL-STD-1625(SH), Safety Certification for Drydock Facilities and
Building Ways for U.S. Navy Ships, in effect on the date of Contract Award.
2. The Contractor may propose an alternate drydocking/launching method only for those situations not covered by an existing certifying authority, referenced in (a) and (b) above. The documentation to support this proposal shall be as close as practicable to that required by the existing certification criteria and shall identify any potential impact/modification to the ship's structure. Additionally, the Contractor shall submit certification from an independent naval architectural firm, acceptable to the Contracting Officer, which shall certify that the method being proposed, including equipment and procedures, complies with sound naval architectural principles.
3. All facilities shall be Occupational Safety and Health Act (OSHA) compliant production facilities and meet OSHA regulations.
C-3.1.042h. CEREMONIES
In accordance with FAR 31.205-1(e)(5), the contractor shall host a keel laying ceremony, christening, and launching ceremony for each vessel. A ceremonial plate with welded sponsor identification shall be provided and affixed to the ship.
C-3.1.042i. LAUNCHING AND DOCKING INFORMATION
The Contractor shall prepare Launching and Docking Information (DI-014) describing the launching and docking facilities and procedures, and containing supporting calculations. The Contractor shall convene a
Drydocking Meeting and inspection of the facility, with the Government, prior to any drydocking or transfer of the vessel.
C-3.1.042j. MISSION INSTALLATION FACILITIES
The Contractor shall install SES equipment in a facility that is not waterborne when the ship is in the docked position. Prior to the installation of SES equipment, the Contractor shall perform a survey after the ship has settled on the keel blocks for a minimum of twenty-four (24) hours. The Contractor shall survey the keel centerline profile of the ship and points marked at strategic locations along the entire keel line. These points shall not deviate more than +/- one quarter inch from their original positions prior to launch/undocking. The Contractor shall prepare a SES Pre-installation Survey Report (DI-015). The
Contractor shall allow for at least a twenty-four (24) hour window or as recommended by the paint manufacturer, whichever is greater, prior to undocking to ensure curing time for the paint on the underwater portions of the ship. After SES installation, the ship shall only be launched from a drydock, graving dock or Syncrolift. All facilities shall be OSHA compliant production facilities and meet OSHA regulations.
C-3.1.042k. SHIP DAMAGE
In the event the ship is potentially damaged (including from launching, docking/undocking, collision, allision, mooring, or grounding), the Government shall be immediately notified in writing. The
Contractor shall perform an assessment of the extent of possible damage. If requested by the
Government, the ship shall be drydocked and examined at no expense to the Government. The Contractor shall prepare a Ship Damage Report (DI-016) for each incident.
C-3.1.042l. REQUIREMENTS VERIFICATION
The Contractor shall prepare a Requirements Verification Matrix (DI-017) to document how the requirements of Attachment J.1 Statement of Requirements and Attachment J.4 Scientific Mission
Systems Specification are to be verified during the DD&C effort and in the completed ship.
C-3.1.042m. PRODUCTION READINESS REVIEW
The Contractor shall successfully complete a Production Readiness Review (PRR) prior to the authorization by the Contracting Officer for the Start of Construction (SOC). SOC is defined as the commencement of steel-cutting for the ship. The purpose of the PRR is to demonstrate to the
Government that proper management, engineering, and production requirements are adequately defined and implemented, and that design maturity supports initiation of the construction phase. The Contractor shall notify the Government of the PRR date forty-five (45) days prior to PRR. The PRR shall be held at least fifteen (15) days prior to SOC. The PRR may coincide with a DR.
The PRR shall demonstrate the design is sufficiently mature to start construction, the flow of Production
Information will support production, and the status of material ordering, and delivery will support the proposed build schedule. Any potential risk areas shall be identified, and mitigation plans discussed. The
Government should be satisfied that all requirements specified in the Contract, Attachment J.1 Statement of Requirements, Attachment J.4 Scientific Mission Systems Specification, and references thereof have been incorporated into the design.
Within seven (7) days from the PRR, the Contracting Officer will notify the Contractor whether or not
SOC is authorized.

C-3.1.042n. WARRANTY
The Contractor shall correct defects in accordance with the Warranty Terms.
The initial warranty period for all items covered under this contract is twelve months following preliminary acceptance. If there are any failures and/or items that are otherwise covered by and during the initial warranty period, the warranty for those items will be extended for another twelve months from the time of accepted repair/replacement.
The Contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided that such warranty is available at no additional cost to the Government. The Contractor shall provide a copy of the standard commercial warranty with the item. The standard commercial warranty period shall begin upon the final acceptance of the applicable material or software.
Acceptance of the standard commercial warranty does not waive the Government’s rights under the
“Inspection” clause, nor does it limit the Government’s rights with regard to other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty.
C-3.1.042o. PROGRAM PROTECTION
The Contractor shall execute Program Protection measures to identify and mitigate supply chain risks to the vessel, to prevent counterfeit parts insertion, and to prevent mission loss by supplier delivered
