DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited.
Contract Data Requirements List (DRL) Attachment J.2
FOREWORD
The Data Requirements List (DRL) identifies Contractor Data Item requirements in support of the NOAA Class B program. This Foreword provides general guidance to Contractor personnel and is intended to clarify issues of an administrative and procedural nature that are not otherwise addressed. Emergent issues that are not addressed herein or otherwise provided for in source documents shall be referred to NOAA PIAD. Data shall be provided for each ship built under this Contract.
Detailed information concerning the content of the data item requirement is provided in the Glossary. A complete listing of addressees for this DRL is provided immediately following the Glossary.
Data required to be delivered under the DRL or this Contract, that would be deemed Technical Data under 48 CFR
252.227-7013, if it were delivered in written form, shall not lose its status as Technical Data because access by the
Government, or delivery by the Contractor, is by electronic means. The rights of the parties in said Technical Data shall be as specified in 48 CFR 252.227-7013.
I. CONTENT AND FORMAT OF SUBMITTALS
Submittals shall be prepared in the Contractor’s format unless otherwise specified. Each submittal shall be clear, legible, and electronically developed and formatted (keyed/typed) unless otherwise specified. All submittals shall be prepared in the English language. Calculations and design data shall be provided in metric units unless otherwise specified, or in inch-pound system where existing documentation is in the inch-pound system.
Data Items shall be assigned a sequential one-character alphabet designation in the Revision Block to signify a change from the previous submittal. Revision letter designations shall be in alphabetical order. The first submittal of any data item shall be identified as Revision “-“.
Electronic media and digital files shall be compatible with Windows 10 operating system, or latest available version, unless otherwise specified. The latest available versions of the following software products shall be utilized in the generation of data items, unless otherwise specified: Microsoft Office™ including Microsoft Project™, Adobe
Acrobat™, WinZip™, SKM PowerTools™, and IGES™. Electronic files shall not be password protected.
Drawings shall be submitted in the latest version of AutoCADTM and PDF format, unless otherwise specified, and shall not be in “read only” format. Schedules shall be submitted in a Microsoft Project compatible format and PDF format.
All submittals, including drawings, reports and machine-produced listings shall be prepared with the following information:
1. Contractor’s serial number and date.
2. The contract number, data item number, and data item title. When multiple submissions are made under the same data item (such as drawings, purchase orders, or test reports), a subtitle shall be included to further identify the content.
3. Hull applicability, such as Class B 1 and 2, Class B 1, 2, and 3, Class B 1, or Class B 2, etc.
4. A list of all enclosures being submitted in the data package.
5. A revision letter and date shall be included to reflect the revision of any previously submitted document.
The cover sheet shall provide a brief explanation of the reason for the change, or a more detailed discussion shall be included in the content of the submittal.
6. Updates and revisions to plans, reports, and procedures shall include a Record of Revisions to annotate what has changed since the previous submittal and a change bar in the left margin.
7. Submittals requiring approval shall state: “This document requires Government approval.” If approval has been granted, the approved version shall state: “The document has been reviewed and approved by the
Government.’
8. Incremental submittals and documents regarding recurring meetings or events shall identify the increment/event date (if not otherwise identified in the subtitle).
Each Data Item uploaded to the Integrated Digital Environment (IDE) shall adhere to the following:
1. The name of files (AutoCAD, Word, Excel, etc.) shall include the vessel name and applicable number(s), DRL number, document number (if available), title, revision, and date.
2. The title entered in the upload screen of the IDE shall include the vessel name and applicable number(s), DRL number, document number (if available), title, revision, and date.
a. For drawings, the Drawing Title would be NOAA_CLASS_Bw_DI-044-04_XXX-XXX-
XXX_General_Arrangements_Dwg_RevA_MM-DD-YY, where w is the hull(s) the drawing is applicable to. i.e.: CLASS B1 and B2, CLASS B 1, 2, and 3, CLASS B1, or CLASS B 2 and 3 etc.
b. For reports or other documents, the Report Title would be NOAA_CLASS_Bw_DI-
025_Seakeeping_Performance_Report_Rev-_MM-DD-YY, where w is the hull(s) the document is applicable to. i.e.: CLASS B1 and B2, CLASS B 1, 2, and 3, CLASS B1, or CLASS B 2 and 3 etc.
c. For Regulatory Body correspondence, the Report Title would be NOAA_CLASS Bw_DI-031_
REGULATORY_BODY_COMMUNICATIONS_AND_CORRESPONDENCE_[REG
BODY]_drawing or report name_Rev X_MM-DD-YY.
3. Each Data Item submitted shall have a unique number identifier to distinguish between multiple submissions of the same data item. For example, the first submittal of DI-001 will be labeled DI-001_0001 to indicate the first issue. The second submittal contains the minutes and final presentation will be DI-
001_0002. If the Data Item is approved with comments or accepted with comments and no follow-on submittal is scheduled or disapproved/rejected, then a resubmission of that data is required to address the comments and will be labeled DI-001_0001_R01 to indicate that the submittal is a resubmittal of issue
0001.
Each Data Item shall be uploaded to the IDE based on applicability to CLASS B 1 and 2, CLASS B 1 or CLASS B
2. For Data Items applicable to CLASS B 1 and 2, any minor differences between hulls shall be clearly identified in each Data Item. Where differences between hulls are significant or if a follow hull requires separate Data Items, such as as-built drawings, test reports, manuals, etc., which are not applicable to the prior hull, the Contractor shall prepare new drawings or reports and upload them to the IDE based on applicability to CLASS B2, or CLASS B 2 and 3, etc.
Each Data Item submittal shall include Distribution Statement C at the bottom of each cover sheet, as follows:
“DISTRIBUTION Statement C: Distribution authorized to the U.S. Government agencies and their Contractors. Other requests for this document shall be referred to NOAA.”
Each file extension shall be the three or four-character default extension automatically assigned by the applicable software in which the document is saved. If the software does not automatically assign the three or four-character extension, the Contractor shall assign a three or four-character extension and specify the file’s applicable software and version.
II. SUBMISSION SCHEDULE
The Contractor shall develop and maintain scheduling data relating to the submission requirements of all individual data items and shall ensure that actual deliveries are made on or before computed due dates. Submission criteria are usually based on key events. Key events identified herein apply to the lead ship and awarded options. Days After
Contract (DAC) refers to award of lead ship Contract Line Item Number (CLIN). Days After Option Exercised
(DAOE) refers to option exercise of each appropriate CLIN.
It is the responsibility of the Contractor to notify the Government of changes which impact the content and accuracy of a previously submitted document so that the Government may make a determination as to whether the document warrants a revision. If the Government determines that there are significant enough changes which impact the content and accuracy of the document, the document shall be revised appropriately and resubmitted within 30 days or as otherwise agreed to between the Government and the Contractor.
III. QUALITY CONTROL
The Contractor shall maintain internal quality control to ensure submittals are complete, properly integrated, and adequate and shall not rely on Government review comments to ensure the technical accuracy of data. The
Contractor shall review submittals to ensure accuracy of language, flow, overall readability, as well as proofreading for grammar, spelling, and typographical errors.

V. GLOSSARY
The items listed below are explanations of the headings and blocks on the Data Requirements List (DRL).
● BLOCK 1-DATA ITEM NO.: An identification number to support each Data Item identified in the Statement of Work (SOW) or the Contract.
● BLOCK 2-DATA ITEM TITLE: The title of the Data Item.
● BLOCK 3-REFERENCE: The specific location within the SOW or Contract that contains the tasking that generates a requirement for the data. Attachment J.1 Statement of Requirements, Ship Work Breakdown
Structure (SWBS) references, where provided, is shown in parenthesis.
● BLOCK 4-DATA DESCRIPTION: Details regarding the Data Item’s content characteristics and format requirements, if applicable.
● BLOCK 5-REVIEW REQ.: The Government will review each Data Item submission for approval or acceptance in attach Attachment J.2 Contract Data Requirements List (CDRL). The time period required for
Government review will be specified.
The first step in the review will be to ensure all data has been provided (all required attachments) and that the deliverable is in the correct software format for Government review. If any issues are detected, the Government will terminate the submittal and return to the contractor to fix the issue(s) prior to resubmitting the Data Item.
For all submitted Data Items, once the Government has completed its review, they will respond with a letter to indicate the review status of the Data Item as:
Approved/Accepted – no further action required unless there is a scheduled follow-on submittal, Revisions as Required (R/ASR), or otherwise directed in Attachment J.2 Contract Data Requirements List
(CDRL).
Approved with comments/Accepted with comments – The Data Item is approved/accepted with comments and those comments will need to be adjudicated in the next scheduled submittal or as directed in
Block 6 of the Data Item. If there is no scheduled follow-on submittal or resubmittal directions in
Attachment J.2 Contract Data Requirements List (CDRL), the contractor shall resubmit the Data Item with the adjudicated comments corrected within 30 days from the date of the letter.
Disapproved/Rejected – The Data Item provided did not meet the minimum requirements for the deliverable as indicated by the contract compliance comments contained in the letter. All comments shall be adjudicated and the Data Item resubmitted within the timeframe as required in Attachment J.2 Contract
Data Requirements List (CDRL). If there is no resubmittal directions in Attachment J.2 Contract Data
Requirements List (CDRL), the contractor shall resubmit the Data Item with the adjudicated comments corrected within 30 days from the date of the letter.
Acceptance of a submittal does not constitute approval unless specifically stated. Non-response to a
Government approval Data Item shall be taken as disapproval. The Government reserves the right to comment on all deliverables.
There are three types of comments the Government may write against a Data Item. They are:
Contract/Regulatory Compliance – These comments will refer to a specific contract requirement that is not being addressed in the current data or issues that violates regulatory compliance. The specific contract reference and/or regulatory compliance reference will be provided in each comment.
Design Concern Comment – These comments will refer to design issues that need to be addressed and corrected.
Administrative Comment – These comments are to address punctuation, grammar, typos, non-programmatic and non-technical mistakes, etc.
● BLOCK 6-SUBMITTAL SCHEDULE: The scheduled date for initial data submission, incremental submittals, and resubmittals, shall be as specified. In addition, details regarding Data Item submittal requirements are included. Submittal dates are often based on Contract events. Days identified are calendar days unless otherwise identified. Where scheduled date for data submission falls on a Saturday, Sunday or
Federal Government Holiday, the submission due date shall be the following Federal Government working day.
Revisions and subsequent periodic submissions shall incorporate the resolution of Government comments.
● BLOCK 7-DISTRIBUTION: All deliveries shall be in digital format submitted to the NOAA Project
Management System – ImageSite in accordance with the contract. ImageSite is the platform used for NOAA’s
Integrated Data Environment (IDE). Specific formats and unique delivery requirements are identified in the individual data items. The numbers specified in Block 7 are the quantities of digital copies to be provided to the addressees. Data provided at a shared location shall meet the requirements for digital copies.
